Prior Lake, MN 55372-1714 MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: CITY COUNCIL AGENDA REPORT 9AJuly 18, 2005 Frank Boyles, City Manager CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING SOLICITATION OF BIDS FOR THE POLICE STATION / CITY HALL CONSTRUCTION PROJECT. Introduction The City Council has approved design development plans and the architect, with input from the building committee, has been working to prepare the construction documents necessary for bidding. The owner's representative, Bill Wolters, will provide a report on the documents and Mike Cox of Wold Architects is available to answer questions. The City Council is being asked to approve the plans and specifications and authorize the solicitation of bids for the Police Station / City Hall project. History In order to prepare construction documents, the architects have completed the following: · Verification of short- and long-term employee projections. · Evaluation of building sites. · Confirmation of critical department adjacencies. · Establishment of standards for office spaces. · Consideration of common space including Council Chambers and conference rooms. · Determination of basic design parameters. · Consideration of aesthetic issues and blend with Downtown. · Selection of interior and exterior building materials. · Identification of systems (lighting, heating and cooling systems) which will optimize the City's investment. Current Circumstances A detailed picture of all these issues is nearly complete. These documents will take the form of plans and specifications for bidding purposes. The City Council should determine if the building details as reflected in this evening's report represent buildings which are: · Consistent with the 2030 Vision. · Durable. · Capable of addressing City needs now and for years to come. · Cost-effective from an operating perspective. · The proper image for the Downtown. · Supportive of the connectedness between Downtown, the lake and Lakefront Park. www.cityofpriorlake.com FINANCIAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: If the Council believes that these and other relevant criteria are met, then it would be appropriate to approve the plans and specifications and authorize solicitation of bids. The estimated project cost is $13.25 million. Approximately $3.25 million will be drawn from the building fund. The remaining $10 million is derived from Economic Development Authority (EDA) bonds. The City will lease the two buildings from the EDA to reimburse the bond proceeds plus interest. 1. Adopt the attached resolution approving plans and specifications and authorizing solicitation of bids. 2. Take no action pending receipt of additional information. Prior Lake, MN 55372-1714 RESOLUTION 05-xx A RESOLUTION TO APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION OF BIDS FOR THE POLICE STATION AND CITY HALL BUILDINGS AS IDENTIFIED IN THE 2005- 2009 CAPITAL IMPROVEMENT PROGRAM WHEREAS, WHEREAS, WHEREAS, Motion By: Second By: The City Council has approved design development plans for the Police Station and City Hall buildings; and City Staff is recommending to move forward with the acceptance of the plans and specifications for both buildings; and Financing for this project is in place and the next step in the process is solicitation of bids. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council approves the plans specifications for the Police Station and City Hall construction project. 3.
