SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR
WELL NO.'S 8 & 9, CITY PROJECT NO. 05 - 02, AS IDENTIFIED IN THE
2005-2009 CAPITAL IMPROVEMENT PROGRAM
DISCUSSION:
History
The purpose of this agenda item is to approve the plans and specifications and
authorize advertisement of bids for the construction of wells #8 and #9 as
identified in the 2005-2009 Capital Improvement Program (C.I.P).
The 2030 Vision and Strategic Plan identifies "Quality Community Growth" as
one of its vision elements. This element includes the challenges of increased
demand on our infrastructure such as water production for our consumers. The
City is continuing to grow at a brisk pace which adds many additional residents
and businesses requiring potable water. There is a demonstrated need to
move forward with additional wells to our system. The 2006-2010 CIP shows
five (5) additional wells needed in the next five years. The addition of 20,000 to
25,000 more people in the City in the next 25 years will require that we have a
total of at least 16 wells.
Earlier this year, the Council approved the drilling and testing of a Franconia,
Ironton, Galesville (FIG) aquifer test well near the Maintenance Center in an
effort to investigate the possibility of utilizing the FIG as an alternative potable
water resource. This drilling also determined the adequacy of the Jordan
aquifer at the same location. The test pumping of the FIG concluded that the
location provides adequate production wells for both the FIG and Jordan
aquifers. It is anticipated that one well will be a FIG well. The other will utilize
the Jordan aquifer.
At the February 7th, 2005 Council meeting, Engineering Resources, Inc. was
authorized to prepare plans and specifications for Wells #8 & #9 and a
pumphouse to house appurtenant equipment. The proposed design locates
both wells on the Maintenance Center property at 17073 Adelmann St SE. This
close proximity of the two wells will be advantageous because both will be able
to utilize the chemical feed at the proposed pumphouse.
Current Circumstances
The design and construction of proposed Wells #8 & #9 will need to begin
immediately to get the wells on line by the summer of 2006 and meet our
projected water demands. Both wells are proposed to be located near the
Maintenance Center. See attached map for well locations.

If the Council approves the plans and specifications and authorizes staff to
advertise for bids, staff will place a legal notice in the Construction Bulletin on
July 29th and the Prior Lake American on July 30th. The bid opening is
scheduled for August 23rd, with the Council awarding the bid at the September
6th Council meeting. Construction would immediately follow Council approval,
with the completion of the project and having the well online by the summer of
2006. Due to the state shutdown, the above schedule is subject to change,
given that we are required to obtain Minnesota Department of Health (MDH)
approval and permits for the construction of the wells. It is very important that
we get the wells online as soon as possible, so staff is proceeding with the
proposed schedule and will keep the Council informed if any changes are
necessary.
Conclusion
Staff is requesting that Council approve the attached resolution to approve the
plans and specifications and authorize the advertisement for bids. The next
step will be to request City Council to approve the bids and award the contract.
Bud.qet Impact
The CIP cost estimates for two new wells is $1,000,000. We expect the cost
of the two wells and pumphouse to be about $1.1 million. The drilling costs
have risen in the last two years due to the demand and supply cycle of the well
drilling industry so we expect slightly higher prices for the wells than our
previous estimate.
The alternatives are as follows:
1. Approve a resolution approving the plans and specifications and authorizing
the advertisement for bids for the construction of Wells #8 & #9.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

WHEREAS,
The City Council is concerned about having an adequate potable water
supply for the community, and
WHEREAS,
City Staff is recommending to move forward with the acceptance of the
plans and specifications for a new Jordan aquifer well, Well No. 8, and a
Franconia, Ironton, Galesville (FIG) aquifer well, Well No. 9, and;
WHEREAS,
The City Council authorizes staff to advertise for bids for City Project # 05-
02, Construction of Wells #8 and #9.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans and specifications for City Project #05-02,
Construction of Wells #8 & #9 and authorizes staff to advertise for bids.
