Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT JULY 18, 2005 10C MAKENZIE MCCORMICK, PUBLIC WORKS COORDINATOR STEVE ALBRECHT, PUBLIC WORKS DIRECTOR/CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES AND AUTHORIZING THE EXECUTION OF THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2005 TRAIL IMPROVEMENT PROJECT. History The purpose of this agenda item is to approve the quotes and authorize the Mayor and City Manager to execute the city's standardized construction contract for the construction of the trails aQd basketball court identified in the 2005-2009 Capital Improvement Program (C.I.P) for 2005. Each year the City Council adopts the C.I.P, which involves funding for various improvement projects. To ensure that the Council is aware of and supportive of our major park improvement efforts, we are seeking approval of the quotes, authorization to execute the city's standard contract, and authorization for city expenditures to install trails and one basketball court in and around the City and its parks. The project is similar to last year's trail and basketball court improvements. Current Circumstances The followin ro'ects have been identified b staff for construction in 2005: TRAILS/SIDEWALK BASKETBALL COURT C stal Lake Park Sand Point Beach Jeffer's South-Elander The 2005 C.I.P identifies installation of trails at Jeffers Pond and Hawk Ridge Developments. As part of the 2006-2010 CIP process, City staff adjusted the CIP to reflect that the Jeffers Pond and Hawk Ridge Developments have not been completed, and therefore are not ready for trail improvements. These projects have been rescheduled for 2006 and 2008 respectively to coincide with the current development schedules. Also as part of the 2006-2010 CIP process, staff identified Crystal Lake and Jeffers South trails for construction in 2005 as these developments have been completed. The Crystal Lake trail also includes a sidewalk extension connecting the existing sidewalk along Village Lake Drive to the proposed trail. The City prides itself on maintaining and adding to the extensive trail system the residents currently enjoy. With the approval of the City Council, the Wilds North basketball court was constructed with the 2004 project. Again, staff is requesting permission to delay the construction and installation of the basketball court at the Hawk Ridge Development for the above mentioned reasons. Rather, staff is requesting authorization to install one ~ basketball court at Sand Point Beach Park for the 2005 project. There is $6,500 identified for the basketball court in the 2005 C.I.P. Basketball courts provide benefit for both adults and children to enjoy and are widely utilized and enjoyed. To help reduce costs to the City, staff provides many of the construction services for this improvement project. The work includes backfilling, correcting for soft spots in the trails and basketball court, adding culverts and rip rap where necessary for drainage, installing silt fence and placing seed. City staff estimates direct materials costs for the above City installed items to be $17,000, in addition to required contractor services. Quotes were solicited from three (3) contractors in accordance with City purchasing guidelines for projects totaling between $20,000 and $50,000. Two quotes were received for the 2005 project and are listed below: Vendor Base Bid Prior Lake Blacktop, Inc. $31,532.69 Northwest Asphalt $45,214.10 The lowest responsible quote was submitted by Prior Lake Blacktop in the amount of $31 ,532.69. The City has previously worked with the contractor and is satisfied with the quality of their work. The table below explains costs incurred for the 2005 trail im rovement ro'ect. FINANCIAL IMPACT: Budaet Impact The CIP cost estimate for trail and basketball court improvements in 2005 was $115,000.00. This estimate was revised to $50,000.00 based on changes made in the 2006-2010 CIP. The total cost of the project, including the work to be done by the city, is $48,532.69. The funds for these projects will be drawn from the Capital Park Fund. ALTERNATIVES: The alternatives are as follows: 1. The City Council has determined that Prior Lake Blacktop, Inc. of Prior Lake, Minnesota is the lowest responsible bidder. 3. The City Council authorizes the Mayor and City Manager to execute the City's standard contract with Prior Lake Blacktop, Inc. of Prior Lake, MN for the construction and installation of park trails and one basketball court as identified in the Capital Improvement Program. 4. The funding for the trails and basketball court, not exceeding $48,532.69 shall come from the Capital Park Fund. 5. Staff is authorized to purchase landscaping material, pipe and riprap material and one basketball standard per the City's purchasing policy in an amount not to exceed $17,000.00.
