HomeMy WebLinkAbout4A Courtwood Village Report 4646 Dakota Street SE Prior Lake, MN 55372 PLANNING COMMISSION AGENDA REPORT MEETING DATE: AUGUST 1, 2016 AGENDA #: 4A PREPARED BY: DAN ROGNESS, COMMUNITY & ECONOMIC DEVELOPMENT DIRECTOR PRESENTED BY: DAN ROGNESS AGENDA ITEM: AFTER OPENING A PUBLIC HEARING, CONTINUE THE HEARING FOR THE COURTWOOD VILLAGE CONDITIONAL USE PERMIT ITEM TO THE AUGUST 15TH MEETING DISCUSSION: Introduction The purpose of this agenda item is to consider approving a Conditional Use Permit (CUP) for the second phase of Courtwood Village on Adelmann Street to include 54 multifamily housing units. History On July 25, 2005, the Planning Commission adopted Resolution 05-14PC ap- proving a CUP for the construction of two 54-unit buildings known as Courtwood Village. The project was divided into Building A and B; the first phase included Building B, and there was a deadline for the start and completion of both phases of this project. On July 10, 2006, Resolution 06-08PC was approved by the Commission to allow the construction of the second 54-unit building (Building A) to be delayed until the summer of 2009. Due to the recession, that second build- ing was never built on the approved site. Current Circumstances Mesenbrink Construction, the property owner and developer, is now ready to construct the second building. Since the original CUP has lapsed, a new CUP must be approved by the Planning Commission. The proposed project has not changed since 2005, but staff needs to review the second phase under current rules and ordinances. Conclusion Due to a large workload on other development projects, staff has not had ade- quate time to review the second phase of Courtwood Village prior to the August 1st Planning Commission meeting. Therefore, staff is requesting that the Com- mission open the public hearing, but continue it to August 15 in order to allow additional time for staff review. ISSUES: This project was approved in 2005, but it must be reviewed under current rules and ordinances. ALTERNATIVE MOTIONS: 1.
