HomeMy WebLinkAbout5B Sewer Televising Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: AUGUST 8TH, 2016 AGENDA #: 5B PREPARED BY: KATY GEHLER, PUBLIC WORKS DIRECTOR PRESENTED BY: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE EXECUTION OF THE CITY’S STANDARDIZED CONTRACT FOR THE 2016 SANITARY SEWER TELEVISING DISCUSSION: Introduction The purpose of this agenda item is to authorize the Mayor and City Manager to execute the City’s Standardized Contract with Pipe Services to complete Sanitary Sewer Televising as identified in the 2016 Sanitary Sewer Enterprise Fund budget. History Sewer backup claims comprise a significant portion of liability costs for the League of Minnesota Cities Insurance Trust (LMCIT). Sewer backups not only cost a lot of money but sewage in basements cause significant inconvenience to property owners. LMCIT provides guidance on how to limit the risk of these claims including having good policies regarding operation and maintenance of sewer lines which include completing regular inspections to inform the City of these potential risks. Policies for maintenance activities help plan for use of the City’s resources, establish priorities for this type of work, and provide an explanation as to how the City performed the maintenance. Televising sewers is a key component. The main objective for sanitary sewer televising is to obtain visual documentation of the sewer main, sewer manholes and residential/commercial lateral connections overall condition. This documentation can be used to plan regular maintenance along with informing staff when larger replacement or rehabilitation projects are needed. Televising records also help with litigation issues that may arise and is recommended by LMCIT. Sewer televising is accomplished by taking video of the sewer main from manhole to manhole with a specialized corded video camera. Information gathered is then put onto a storage device for City staff to review. During the review, staff is able to see root intrusions, protruding services, I & I (infiltration and Inflow), broken and collapsed sewer main, corrosion, blocks and sediment. Staff can then address issues that need immediate attention and schedule others for a later date. Current Circumstances 2 Sewer televising has historically been accomplished with a combination of in-house work and contracted services. The sanitary sewer budget includes an allotment for the outside services. The City has designated approximately 100,000 lineal feet or about 19 miles of our 117 mile sanitary sewer system for contract televising in 2016. This does not include televising that goes along with all street reconstruction projects and other work completed in house. For the 2016 services staff prepared a specification and obtained quotes from 2 vendors. The quotes were based on a per linear foot charge with the final amount paid to be calculated on the actual work completed. A summary of the quotes is below: Company Linear Foot Cost Pipe Services $0.39 Hydro-Vac $0.45 Conclusion Staff is recommending awarding the contract to the lowest bidder, Pipe Services in the amount of $0.39 per linear foot. Pipe Services has previously worked for the City of Prior Lake and has completed televising services successfully. ISSUES: Completing televising on a regular basis provides the city with more comprehensive, up to date information on its municipal sanitary sewer system. It is very difficult to effectively operate and maintain a sanitary sewer system with limited or dated information. Televising provides the needed information to best make management decisions regarding operations, maintenance and replacements ensuring funds collected from the sanitary sewer fees are being spent most effectively. Cities also need to exercise reasonable care for sewer systems to avoid sewer back-up liability. This means cities must establish an inspection and maintenance program and emergency procedures. Completing this work will ensure the city is meeting the “standard of reasonable care”. FINANCIAL IMPACT: The 2016 Sanitary budget allows for $55,000 for Maintenance Agreements for sewer televising and collection system related work. This project will allow up to $45,000 in expenses, leaving $10,000 for miscellaneous projects and emergency work through the end of the year. ALTERNATIVES: 1. Motion and a second as part of the consent agenda to approve the resolution which authorizes the Mayor and City Manager to execute the City’s Standardized Construction Contract with Pipe Services for 2016 Sanitary Televising. 2. Remove this item from the consent agenda for additional discussion. RECOMMENDED MOTION: Alternative #1
