Future Challenges
SCBA Replacement Consideration by 2018
The Self Contained Breathing Apparatus is the most important piece of
Firefighting Equipment for a Firefighter and the general public.
-Current SCBA purchased in 2003 with 90%-10% FEMA AFG Grant
$250,000 estimated.
-45 air bottles expire in 2018 at $1,000 each
-45 air bottles expire in 2022-2024
-Pursue AFG FEMA grants 2016-2017 to replace
SCBA and fill compressor at Fire Station No. 1
(estimated $416,000)
-Grant may not be obtained, very limited funds
-All units need to be purchased same year to
insure uniformity in operation
-FEMA recognizes two standard revisions, 2002,
2007, 2012
Future Challenges
Recruitment and Retention
Many departments in Twin Cities researching/
implementing full time and part time duty crews to
supplement and/or replace paid on call staff as
they become challenged with staff shortages.
PLFD continues to receive volunteer applications
but long-term commitment is a growing issue.
The desire to serve the community through the
fire department is not as prevalent as it was in the
past.
State Funding increasing to improve pension
funds.
Pension vesting and other incentives may need
to change to attract more candidates.
Future Challenges
Tanker 1 Refurbishment in 2016
-2000 Peterbuilt custom fire apparatus
-Replace steel water tank with poly water
tank, lifetime warranty.
-Replacement rear fill valve, LED lighting,
add NFPA rear Chevron safety Reflection
-Estimate $103,000
Engine 20 Replacement in 2018
-1993 Peterbuilt custom fire apparatus, 25
years old in 2018.
-Cost estimate $665,000
-Develop specifications and bid or work with

Future Challenges
Life Safety Inspections –Additional Service
-Building Inspections Department has started inspecting apartments.
-Continue? City license recipients, high-density housing, assisted living
facilities, large assemblies (schools and churches).
-Additional staff required, could respond to emergency calls.
-Currently by complaint or emergency response related (alarms).
-Some code violations encountered when responding to calls/complaints;
inconsistent inspection of fire suppression systems, fire doors removed or
blocked, chained open, excessive trash in common areas, inoperable lighting in
stairways and common areas, inoperable emergency lighting, excessive grease
and poorly maintained kitchen hoods, current access keys not in FD Lack Box,
blocked FD connections.
-Burnsville, Lakeville, Mdewakanton, Savage, Shakopee, Chaska, all have
active inspection programs. Each slightly different.
Other Challenges
-Lightweight Building materials create serious safety issues
greatly reducing time FFs can enter a burning structure (video)
-Products of combustion of modern materials extremely toxic.
-Inattentive drivers increase risk of FFs on accident scenes.
