AGENDA ITEM: 2040 COMPREHENSIVE PLAN UPDATE PROCESS
DISCUSSION: Introduction
The purpose of this agenda item is to begin discussions on the future commercial
and industrial land uses in the 2040 Comprehensive Plan update process.
History
The Met Council is requiring all cities, townships and counties in the 7-county met-
ropolitan area to complete 2040 Comprehensive Plans by the end of 2018. Most
cities, including Prior Lake, will try to complete their plans in 2017 in order to give
adequate time for adjacent jurisdiction and Met Council review in 2018.
Current Circumstances
Staff has already had the Planning Commission begin discussions on the future
housing land uses for the 2040 Plan. Land uses are basically reviewed by under-
standing first the demand and then the supply of land available and designated to
meet the demand.
The city’s most recent C/I demand analysis was done by Maxfield Research for Prior
Lake in 2011; a summary is shown in Attachment 1. The Scott County CDA is now
having the same firm complete a county-wide analysis, which should be available in
2-4 weeks.
In the existing 2030 Comprehensive Plan, it shows the following C/I information:
Total acres shown for Commercial land use = 700 (4.6% of total).
Total acres shown for Industrial land use = 793 (5.2% of total).
Vacant acres shown for Commercial = 442, or 63% of all Commercial.
Vacant acres shown for Industrial = 593, or 75% of all Industrial.
The 2011 Maxfield analysis shows 117 acres needed for the commercial demand
between 2010-2030. That study shows only 31 acres needed for the industrial de-
mand. Therefore, there is a large mismatch between the Plan acreage and the
demand analysis acreage for C/I.
Conclusion
Staff will lead the EDA in a discussion as a starting point for providing input on com-
mercial and industrial land uses in the 2040 Comprehensive Plan process, which

will take place between now and the end of 2017. This should include the work
already begun by the EDA on a downtown development guide.
ISSUES: The city’s comprehensive plan should match as best as possible the designated
land uses for C/I to the demand for C/I development in Prior Lake. By way of update,
staff and the city council have taken some steps to begin this process:
1. Staff has been working cooperatively with the SCALE Group. We have
agreed that every entity in Scott County who needs to complete a compre-
hensive plan will work on their land use plan first. The target for everyone to
complete their first draft is the end of the first quarter in 2017. This will allow
the entities to work together to complete a county wide transportation plan.
2. The Metropolitan Council is providing grants to help entities to complete their
comprehensive plan update. In the case of Prior Lake, a grant of $32,000
has been approved by the city council.
3. Land use types in the city should be complementary. We anticipate that the
Metropolitan Council will be looking for greater residential density in Prior
Lake. Projects such as The Grainwood (168 units) certainly help this objec-
tive. We also believe that Phase 2 of Courtwood Village (54 units) and Prior
Lake Marsh with (68 units) will help. Additional density will be required and
so staff has begun to identify areas beyond those shown in the 2030 Com-
prehensive Plan with higher residential densities.
