CONSTRUCTION AND MAINTENANCE OF THE EXTENSION OF
COUNTY ROAD 81/STEMMER RIDGE ROAD TO CSAH
82/154TH STREET
DISCUSSION: Introduction
The purpose of this agenda item is to request council approval which
will allow the installation of city sewer and water beneath County
Road 81/Stemmer Ridge Road.
History
The connection of Stemmer Ridge Road from CSAH 12 to CSAH 82
is shown in the City’s Comprehensive Plan and and has been
contemplated in the City’s Capital Improvement Program. The
roadway will support County Road 17 as well as allow the city to
complete the installation of sewer and water utilities which we have
already invested $4.5 million to serve the annexation area.
With approval of an agreement between the City and the SMSC in
March of 2016, this roadway can be constructed. The vast majority
of the roadway costs will be paid by the SMSC, the intergovernmental
agreement sets forth the cost sharing for city sewer and water
installation as part of this project.
A history of the milestones associated with the County Road 81
/Stemmer Ridge Road roadway connection between CSAH 12 and
CSAH 82 is shown below:

Current Circumstances
The County Road 81 project includes construction of County Road 81
from CSAH 82 southbound to connect with the existing Stemmer Ridge
Road. The project includes low design speed, roundabout at the Spring
Lake Regional and City Park entrance, center medians, bumpouts on the
existing Stemmer Ridge Road and at the connection of Stemmer Ridge
Road and County Road 81, pedestrian trails, pedestrian trail crossings,
digital speed display signage on Stemmer Ridge Road, striping, City raw
watermain, City trunk watermain, City Sanitary sewer pipe, and SMSC
utilities.
Grading work and City utility work are expected to start in September or
October. Street construction would occur in the Summer of 2017. The
roadway is not intended to be open for traffic until the traffic calming
elements are installed on the existing portion of Stemmer Ridge Road.
The SMSC opened bids for the County Road 81 project on August 11th,
2016. Ten bids were received. The bids have been checked and
tabulated. SM Hentges and Sons from Jordan, Minnesota submitted the
low bid in the amount of $3,669,952.63. SM Hentges has performed a lot
of work within Scott County and Prior Lake. Currently SM Hentges is
performing work on the 150th and Highway 13 project. The lowest bid was
below the engineers estimate of $4,527,480 by $857,527.37 or 19%. With
over a $1.3 million spread between the lowest and highest bid it was
obvious that the competition was fierce.

As a part of this project, the City is funding the trunk watermain, raw
watermain, trunk sanitary sewer and traffic calming elements on the
existing Stemmer Ridge Road. For City consideration, three alternatives
were bid as a part of the project.
Alternatives #1 and #2 included a bid for alternative materials for sanitary
sewer. The base bid was for centrifugally cast fiberglass reinforced
polymer mortar pipe. This type of pipe was installed in CSAH 82.
Alternative #1 is for polyvinyl chloride gravity pipe for a savings of
$38,756.25. Alternative #2 is for fiber wound fiber reinforced polymer
mortar pipe for a savings of $3,656.25.
The depth of the sanitary sewer pipe in this area is shallower than the
CSAH 82 project, however some of these areas are still over 20 feet deep.
The base bid fiberglass pipe is recommended because this is an important
trunk sanitary line and in our opinion the centrifugally cast fiberglass pipe
is a superior, more long lived material for the primary pipe conveying
sewer out of the vast majority of the 2600 acre annexation area..
Alternative #3 included a bid for PVC plastic pipe for watermain
installation. The original bid was for ductile iron pipe which is the City’s
standard. While soil tests confirm that the soil is not corrosive, the City
recommended bidding PVC as an alternate for cost saving measures.
The alternate shows a cost savings of $137,015 if PVC is used.
PVC for watermain use is different than gravity pipe because watermain
is pressurized. Leak detection on PVC pipe is more difficult to pin-point
with than with ductile iron pipe. PVC is also more difficult to locate.
Nonetheless, comparing the cost savings with these disadvantages, staff
recommend installing PVC over ductile iron.

Conclusion
City Staff recommend approval of the cooperative agreement which
includes including approval of the base bid for sewer pipe and
alternate #3 for watermain.
ISSUES: Earlier this Spring, the City formed a work group composed primarily
of residents of the existing Spring Lake Estates Neighborhood and
spent extensive time as directed by the City Council to explore traffic
calming for the existing portion of Stemmer Ridge Road. The
proposed project as specified in this agreement includes the traffic
calming items as directed by the City Council on June 13th, 2016 for
installation on the existing Stemmer Ridge Road.
In addition to setting forth the costs of construction, the agreement
specifies that the SMSC will be responsible for operational
maintenance of the roadway year around as well as capital
maintenance and replacement of the roadway. Of course the City is
responsible for repair of the roadway occasioned by repair of sewer
and water lines lying beneath the right of way. The City remains fully
responsible to the segment of roadway already constructed in Spring
Lake Estates. In the future it is possible that maintenance
responsibilities could shift if more cost effective means are identified.
FINANCIAL
IMPACT:
The Capital Improvement Plan contemplatesthis project including
$2,000,000 in City funding. The City and SMSC agreement of March
9, 2019 stipulates that the City is responsible for materials and
installation of City Utilities. The SMSC is funding the street
construction components except improvements on the existing
Stemmer Ridge Road as shown below at $2,793,851.33.
The City contribution for this project amounts to $1,692,979.46 with
selection of the base bid for sewer and alternate #3 for watermain.
It is important to note that the City contribution comes from the Trunk
Fund and Street Oversize Fund. Both of these funds are financed by
Developers developing within Prior Lake. Acreage charges as a part
of development are deposited into these funds for use on Trunk
Facilities and Collector Roads like this project. The total project cost
including SMSC contributions amount to $4,486,830.79. The cost
breakdown and funding table are shown below:

WHEREAS, Stemmer Ridge Road is shown in the City’s Comprehensive Plan for connection
between CSAH 82 and CSAH 12; and
WHEREAS, The City began a process to complete a City project to complete the Stemmer
Ridge Road Project and utilities; and
WHEREAS, The SMSC has purchased property along the Stemmer Ridge Road route and also
desires to complete the project; and
WHEREAS, The City is authorized to enter into contracts pursuant to Minnesota Statutes
Chapter § 412.221; and
WHEREAS, The Parties desire to enter into an Agreement to complete the County Road 81 /
Stemmer Ridge Road Project.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council hereby approves a Cooperative Agreement with the Shakopee
Mdewakanton Sioux Community dated August 22, 2016 for the Stemmer Ridge Road
Project and authorize the Mayor and City Manager to execute the same.
