Call to Order The meeting was called to order at 7:33 a.m. in the Parkview Community Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Kim Prchal, Jim Mahoney, Stephanie Carroll and Marie Voreis. Members absent: Wade Larson, Bill Henry, Thane Tande, Luke Brazier, Trisha Rosenfeld, Chamber Liaison Sandi Fleck and EDA Liaison Michele Choudek. Staff present: Dan Rogness and Casey McCabe. 2. Approval of Meeting Minutes a. June 27, 2016 MOTION BY PRCHAL and SECOND BY VOREIS to approve the June 27, 2016 meeting minutes. Motion adopted unanimously. 3. Old Business a. EDAC Commercial Area Liaison Discussion EDAC Members: discussed recent Commercial Area Liaison visits. Mahoney: commented on the difficulty of contacting the business owner during visits opposed to employees. Mr. Mahoney said most businesses had no complaints other than one business commented about the desire for a mailbox instead of a PO box and another commented on the stoplight signal timing at the Main Avenue/Hwy 13 intersection. Voreis: offered to take assist Ms. Carroll with the Village Commerce / South Lake Village area since Ms. Byers has resigned from the EDAC and Mr. Mahoney had a good handle on the Gateway area. Erbaugh, Prchal and Voreis will schedule a time to discuss liaison visits. b. EDAC Social Media Strategies McCabe: stated he spoke with the City’s Communications Coordinator and there was not support to use city social media resources to promote individual businesses. Mr. McCabe added there was support to promote grand opening / ribbon cutting events, new businesses, developments which receive city assistance, etc.; however, the city is leery of promoting one business’ story over another. EDAC Members: discussed social media strategies and felt a discussion with the Chamber of Commerce first, followed by the Prior Lake American, may be most appropriate since both of these organizations provide business promotion. The discussion will focus on how can the EDAC assist in promo tion of existing businesses. 4. New Business a. Prior Lake Business Pages McCabe: presented draft articles for the summer 2016 issue of the Prior Lake Business Pages e - newsletter. Proposed articles included:  Economic Gardening in Scott County  Prior Lake Business Mixer Action Item Update  Prior Lake Residential Building Activity  And links to: o Pizza Dough Maker Moving to Prior Lake o Livability: Scott County, MN Magazine o Mystic Lake Center o Lakefront Days, August 4, 5 & 6, 2016 Board Members: also suggested articles related to:  Open to Business, highlighting the new Business Development Manager and local statistics  EDAC Business Visit Summary Staff will finalize the Prior Lake Business Pages with a targeted circulation date in July 2016. b. Downtown Development Guide Update Rogness: presented the updated Downtown Development Guide map prepared by the EDA. Mr. Rogness explained that this map is an update to a 2000 plan approved by the City Council. The thr ee plans reviewed by the committee included the original 2000 redevelopment plan, a plan showing what proposed projects had been completed and a plan showing what proposed projects could still be completed. Board Members: reviewed and provided initial comments on the plan, including potentially showing the commercial property along CH21 to the west of downtown. EDAC Members: should review the map and be prepared to provide comments at the August committee meeting. 5. Other Business a. EDA Meeting Update Rogness: provided an update of the July 18th EDA meeting related to the following items:  EDA 2016 Revenue & Expenditure Report (6/30/16)  EDAC Commercial Liaison Mid-Year Report  Downtown Development Guide Update – Draft #1  Preliminary 2017 EDA Budget – Draft #2  Versatile Vehicles TIF and Revolving Loan Fund Requests b. Staff Update None. c. Residential and Commercial Activity Update EDAC Members: reviewed the residential and commercial activity update as of June 30, 2016. d. Member Ideas/Recommendations Voreis: commented on the need for additional businesses on the lake. Carroll: commented on the need for streetlights along Hwy 13 near Versatile Vehicles. 6. Next Meeting Date. EDAC members recommended moving the meeting date from the 4th Monday to the 4th Thursday of every month to increase attendance. The meeting location will be moved back to the Wagon Bridge conference room. EDAC members directed staff to send an email to all members notifying them of the meeting date change to determine if there are any major conflicts. The next regular meeting of the EDAC will be on Thursday, August 25, 2016 at 7:30 a.m. . 7. Adjourn. MOTION BY PRCHAL and SECOND BY MAHONEY to adjourn the meeting. Motion adopted unanimously. PREPARED BY: Casey McCabe, Community Development Specialist AGENDA ITEM: COMMUNITY PROFILE UPDATE DISCUSSION: Introduction The purpose of this agenda item is to review the updated Community Profile brochure. History During previous meetings EDAC members discussed and prepared a report for the EDA detailing Prior Lake’s community assets. The intent of the information was to allow city staff to use this information in future marketing efforts and respond to specific site inquiries. After making a few minor revisions and adding additional information, the EDA approved the community asset report submitted by the EDAC. Current Circumstances During previous meetings, committee members directed staff to use the Community Asset infor- mation to update the Community Profile brochure that was completed by the EDAC two years ago. Conclusion City staff has worked with the Communications Coordinator to update the Community Profile bro- chure, which is attached for EDAC review. The major revisions include:  Financing & Incentives Page  2015 population updated  2020-2040 population projections updated  New population trend graph  Financing & Incentives were updated  New MHI and OO Housing graphs  Prior Lake Offers Page  New bullet point related to lowest tax rate in Scott County  New address for FSS  Cover Page  No Changes  Workforce Page  2015 population updated  Industry information updated  Education statistics updated 2 ISSUES: FINANCIAL IMPACT:  Location & Transportation Page  Prior Lake transit references were changed to MVTA  Parks, Recreation & Entertainment Page  Bullet points were revised slightly Committee members should provide any comments or suggestions related to the attached docu- ment before it is finalized and converted to an electronic format and added as an online resource. PREPARED BY: Dan Rogness, Community & Economic Development Director AGENDA ITEM: DOWNTOWN DEVELOPMENT GUIDE UPDATE DISCUSSION: Introduction The purpose of this agenda item is to review and discuss the updated maps/graphics of the “Downtown Development Guide” dated June 2000. History On March 21, 2016 the EDA Commissioners discussed the need for some type of visual that shows the future development of downtown Prior Lake. The area en- compassing “downtown” would likely extend southerly to the Southlake Village area and northeasterly to the Gateway area. Current Circumstances The EDA further approved staff entering into a contract with HKgi to update the previous development guide to include: (1) changes in the downtown area from 2000 through 2015, and (2) future improvements to downtown beyond 2015. Conclusion EDA members have now had an opportunity to review the first draft of two new maps showing downtown changes and future improvements. The EDA has asked the EDAC to review and comment on the attached maps. ALTERNATIVES: Review and Comment. RECOMMENDED MOTION: Review and Comment. ATTACHMENTS: 1. Downtown Development Guide Graphic DOWNTOWN DEVELOPMENT GUIDE UPDATE Completed Projects AUGUST 2016 N 1 1 1 The City of Prior Lake has made significant investments in civic structures to enhance the downtown public campus with the construction of new City Hall and Police Station. CIVIC CENTER 1 2 Arcadia Avenue is extended form Colorado Street to CSAH 21, to increase access to the businesses south of CSAH 21. The Arcadia Avenue / CSAH 21 intersection was reconstructed to be signalized once Main Avenue is closed. Reconstruction of the Main Avenue / Highway 13 intersection. TRAFFIC 2 3 3 4 4 4 4 Commercial growth is focused on Main Avenue, north of CSAH 21, with some additional development south of CSAH 21. Existing building facade improvements completed throughout downtown. COMMERCIAL GROWTH 4 Multi-family residential housing has been constructed near the intersection of Dakota Street and Main Avenue. A multi-family residential structure of 168 units is currently under construction in the Gateway District northeast of the downtown core. HIGHER DENSITY HOUSING 5 5 5 Enhancements at Lakefront Park (Kop Family Farm) and the addition of the Rotary Park along Dakota Street with trail connections help anchor the north end of downtown with park and recreation amenities. Surface parking lots are located on the interior of city blocks to maximize the amount of businesses fronting streets. PREPARED BY: Casey McCabe, Community Development Specialist AGENDA ITEM: EDA MEETING UPDATE DISCUSSION: Introduction The EDA held their regular scheduled meeting on Monday, August 15th. The EDA agenda included the following items:  EDA 2016 Revenue & Expenditure Report (7/31/16)  Resolution to Approve the Proposed 2017 EDA Tax Levy and Budget  Downtown Development Guide Update and Downtown Tour  2040 Comprehensive Plan Update Process Conclusion Updates of EDA activity related to the above listed topics will be presented to the EDAC during the ir August 25th meeting. ISSUES: Update Only. FINANCIAL IMPACT: None. ALTERNATIVES: Update Only. DEERFIELD BUSINESS PARK / WELCOME AVENUE INDUSTRIAL PARK ACTION ITEMS  Access – Property owners requested staff evaluate Deerfield Business Park access from eastbound CH21 into the business park via Adelmann Street. Business owners expressed concern over the narrow southbound lane on Adelmann Street. (COMPLETED) The City of Prior Lake Traffic & Safety Committee evaluated this request. The Traffic & Safety Committee did not support the elimination of the right turn lane on Adelmann. Instead, the committee favored re-striping Adelmann Street to widen the southbound lane and decrease the size of both turn lanes. The re-striping project has been completed to provide the maximum width on the southbound lane while maintaining an adequate width to ensure safety and property turning movements for both northbound turn lanes.  Stop Sign – Property owners requested a stop sign be installed on Industrial Lane at the intersection with Adelmann Street. (COMPLETED) The City of Prior Lake Traffic & Safety Committee evaluated this request and recommended a stop sign be installed at this location. The stop sign has been installed.  Signage – Property owners requested off-premises signage along CH21. (IN-PROCESS) City staff has drafted a proposed amendment to the Sign Ordinance which would allow property owners to add business identification signage to a new sign-type, referred to as “Off-Premises Advertising Sign”. Staff has requested the Planning Commission initiate a review of the sign ordinance to implement these revisions. The Plannin g Commission will discuss this item during their August 15, 2016 meeting. If approved, staff will work with the Deerfield and Welcome Avenue business owners to ensure the proposed ordinance amendments are sufficient to their needs.  Business Association Documents – Property owners discussed the formation of an association and requested city staff provide a template for the formation of a business association. (COMPLETED) City staff has provided the property owners with association bylaw templates for the formation of a business association. The property owners felt that acting as a Deerfield/Welcome business association would be more effective than acting as individual property owners related to group signage, commenting on future transportation improvements (Revere Ave.), future ordinance amendments related to commercial/industrial property and would provide a good means of communication between all property owners.  Emergency Vehicle Response at Adelmann Building Condo – Property owners requested staff evaluate public safety emergency response at the Adelmann condo building due to fencing and tight turning movements at the rear of the property. (COMPLETED) City staff asked the Fire Chief to evaluate access around the building. The Fire Chief visited the property and considered the site to provide reasonable access. The Fire Chief commented that there are few properties that provide 360-degree access. The Prior Lake Fire Department is also equipped with equipment to access restricted areas in the event of an emergency (i.e. removal of a fence or entry through wall, roof, door, etc.)  Property Valuations – some property owners, not all, expressed concerns that the Scott County estimated market valuations of their property were too high. (PENDING) City staff met with the property owners who expressed this concern and provided information related to the property reevaluation process. The property owners indicated they have attempted to get their properties reevaluated in the past and were not plea sed with the process. City staff will contact Scott County to evaluate other options. The property owners felt this should be addressed by individual businesses if they would like their property reevaluated, not as an entire business park.  Adelmann Condo Building Turning Movements – Owners of the Adelmann Condo Building expressed concerns about driveway access, turning movements at the rear of the property near the outdoor storage area and the city trail used to access the stormwater pond. (COMPLETED) City staff discussed a potential shared driveway (2nd access) with the developers of the adjacent property to the west. Because of the building alignment, security fencing and grade issues between the two properties, the property owner to the west was not in favor of a joint access. City staff had previously discussed the property owner request to relocate the trail from the east side of the building to the west side. The City would be open to this option but would require an unrestricted paved access be provided for city maintenance vehicles. This option would result in additional costs for the condo building property owners and did not seem to be a valid option at this time. In addition, the property owner to the west did not support a trail location on their property.  Parking on Revere Avenue – Property owners expressed safety concerns with vehicles parking on the east shoulder of Revere Avenue to access Cleary Lake Regional Park. (UNKNOWN) Property owners indicated they will be submitting a written request to Scott County for ‘no parking’ signs to be installed along the east shoulder of Revere Avenue near the CH21/Revere Ave. intersection.  Stockpile Storage – One property owner commented about City Public Works employees stockpiling debris from street sweepers on the wooded city property at the rear of the Public Works building, adjacent to the business park. The property owner felt this material had to comply with special requirements related to proper disposal. (IN-PROCESS) City staff contacted the Public Works Director to discuss this item. Staff was informed the city does not stockpile street sweeping debris in the wooded area to the rear of the public works building property. Street sweeping debris is stockpiled within barricades behind the Public Works garage and the debris is removed regularly throughout the year and disposed of properly.
