AGENDA ITEM: CONSIDER APPROVAL OF AN ORDINANCE REVISING CITY CODE
SECTION 315 RELATED TO SHORT-TERM RENTALS
DISCUSSION: Introduction
The Council adopted an ordinance regulating short-term rentals in 2015.
Since its adoption several issues have arisen related to the off-street
parking requirement.
Current Circumstances
City Code Section 315 requires off-street parking for all short-term rentals.
The attached ordinance addresses how that parking requirement is
implemented on private streets and on Twin Island.
ISSUES: The attached ordinance clarifies parking requirements for short-term rentals.
FINANCIAL
IMPACT:
None. The ordinance provides clearer regulation for existing City Code
provisions.
ALTERNATIVES: 1. Motion and second to adopt the ordinance as proposed.
2.Take no action or direct staff to make further modifications or conduct
additional research.

ORDINANCE NO. 116-XXX
AN ORDINANCE AMENDING PART 3 OF THE PRIOR LAKE CITY CODE BY AMENDING
SECTION 315 RELATING TO SHORT-TERM RENTAL AND ADOPTING BY REFERENCE CITY
CODE PART 1 WHICH AMONG OTHER THINGS CONTAINS PENALTY PROVISIONS.
THE CITY COUNCIL OF THE CITY OF PRIOR LAKE, MINNESOTA, ORDAINS:
Section 1. City Code Part 3, Section 315 is hereby amended by deleting the definition of “off-
street parking space” from subsection 315.300 and replacing it with the following:
Off-street parking space: An area on the permitted premises or within a building on
the permitted premises intended for the use of temporary parking of a motor vehicle
which has a means of access to a public street. An area on a private street or
easement may be considered an off-street parking space for purposes of this Section
at the discretion of the City Manager only in the following circumstances: (i) the area is
dedicated solely for the use of the permitted premises; (ii) the area is contiguous to the
permitted premises; (iii) confirmation of the dedicated parking is provided to the City
and is signed by a person with authority over the private street or easement; and (iv)
use of the area for parking will not interfere with the use of the private street or
easement.
Section 2. City Code Part 3, Section 315 is hereby amended by inserting at the end of
subsection 315.502 the following sentence: The off-street parking requirement for a
short-term rental permit on Twin Island shall be satisfied if: (i) the parking requirement
in City Code Section 1104.309 (3) is met for the permitted premises; and (ii) the
number of on-land parking spaces equal in number the number of bedrooms
contained in the dwelling unit.
Section 3. City Code Part 1 entitled “Administrative” is hereby adopted in its entirety, by
reference, as though repeated verbatim herein.
Section 4. This ordinance shall become effective from and after its passage and publication.
