DISCUSSION: Introduction
The purpose of this agenda item is to review the winter maintenance
policy as it relates to the Sidewalks, Trails and Ice Rinks.
History
The City currently removes snow from all City streets and 53 of the 124
miles of sidewalks and trails in the winter months. As resources have
remained the same over the last decade, shifts in equipment and staffing
have been made to ensure priority routes are being cleared per the City’s
policy. Given the current equipment and staffing dedicated for trail and
sidewalk snow removal, routes take 8 hours to complete for up to a
moderate 6” plow event. Any additional mileage will cause service shifts.
As additional sidewalks and trails are added with development the City
has received a number of requests for trail and sidewalk snow clearing.
In light of the new mileage and requests for additional maintenance, staff
has completed a review of the sidewalk and trail snow removal routes to
rebalance and ensure equity of service for the routes that are
maintained.
The first step in the evaluation was to classify each sidewalk. The
following categories were used:
1. Standard Sidewalk (adequate boulevard for snow storage)
2. Narrow or no Boulevard (minimal or no snow storage)
3. Sidewalk adjacent to City Land
4. Trails
These categories were used as the basis for the updated plow routes
that fit in the following priorities:
1. School Routes/Downtown/City Public Safety Facilities
2. Recreational Routes (High use)
3. Recreational Routes, Park Parking Lots, Lift Stations, Ice Rinks

Consideration was also given to routes that lie in areas that are still
developing and may be added in the future, but currently do not have the
density of traffic to support maintenance.
Due to issues with the computer network the maps were not able to be
generated for this report. The maps will be available at the work session
and staff will review the suggested changes. The winter maintenance
policy will be brought to the Council later this fall for consideration and
adoption.
Ice Rinks
In 2015 the City suspended the practice of flooding of pleasure rinks due
to equipment failure. At this time staff was asked to evaluate the rinks
that are being maintained and consider options for providing different
amenities.
Staff has completed this evaluation that includes a survey of users of the
various pleasure rinks (attached). The results of the survey along with
the potential cost of additional amenities was reviewed with the PAC at
the July 21, 2016 meeting. The PAC recommended the City continue its
current practice of flooding the neighborhood rinks, however consider
removing rinks that have lower use and rebalancing the distribution to
ensure all areas of the City are being served. Staff has completed that
evaluation and will review the recommended changes with the Council at
the work session.

2 Savage, far less crowded outdoor hockey rinks. They have many, PL has so few with boards and warming houses. Ad

6 main city park, because they have hockey rinks. I live in northwood meadows park area, and it is pointless to flood the
rink. The ice is terrible when it is flood half heartedly. They need to do it right, so people can use the rink. I would love
to see them build a hockey rink in Northwood Meadows. We have TONS of kids in the neighborhood, almost every
house has kids. They would use it all the time.

8 The 2015/2016 ice rink project is an epic fail for the city. We pay excessive amounts of money in taxes to the city,
compared to other cities in the area. Your decision to not flood the rinks this year is political and very selfish, as you
are hurting the kids of Prior Lake. You should be ashamed of yourselves. We have resorted to going to neighboring
communities to use their ice rinks. What a disappointment the Prior Lake city counsel is!!

The rinks in other cities are far superior to the rinks in Prior Lake (with exception of Lakefront). We understand that
many people live on Prior Lake and can have a rink in their backyard but many of us do not and would really would like
to have a lighted rink in the neighborhoods with boards. A warming house is nice but not necessary!
