Sidewalks, Trails and Ice Rinks

Sidewalk and Trail
Winter Maintenance
•Since 2003 about 30 miles of trails and sidewalks have been added
•Snow removal resources have been shifted to accommodate higher priorities (i.e.
streets)
•Requests for trail/sidewalk snow plowing including:
CR12 –New sidewalk on the south side
Maplewood –New sidewalk on east side
CR 82 –Trail on north side
180th –South side of Enclave Development
Anticipate CR 44 –Existing sidewalk on north side by new Grainwood Crossing
development
•Systematic approach to review and rebalancing sidewalk and trail priorities

All sidewalks were classified and mapped
1.Sidewalks -Standard
2.Sidewalks –Curb Edge
3.Sidewalks –Narrow Boulevard
4.Sidewalks –City Land
5.Sidewalk –County Road
6.Trails
7.Trails –County Road
8.Snowmobile trails

1.School Routes / Downtown / City Public Safety Facilities
2.Recreational Routes (High Use)
3.Park Parking Lots, Lift Stations, Recreational Routes (lower use),
Ice Rinks
4.Trail Widening

Ice Rink Winter Maintenance
•City floods and maintains 16 ice rinks
•Start flooding around winter holidays
•Weather typically allows ice through mid-
February
•Flood rinks every night to build ice
•Plow or sweep after snow
Ice Rink Winter Maintenance
•Flooding operations were suspended for the
2015/2016 winter season
•Completed a survey of rink users (138 total
respondents)
•Reviewed cost of adding amenities to existing
facilities
Ice Rink Winter Maintenance
Warming Houses
•Lakefront Pavilion is used as a warming house
•Enclosed facilities would have to be locked and
staffed when open
•Explored open or see-through shelter
•Estimated cost is $15,000-$20,000
Lights
•Require pole, fixture, and electrical
•Estimated at $5,000+ depending on electrical
needs at the site.
Ice Rink Winter Maintenance
PAC Review
•Reviewed survey results and noted support for
pleasure rinks
•Acknowledged pleasure rinks will have a different
quality of ice than Zamboni maintained ice
•Noted the amount of private facilities
•Supported continuing to flood neighborhood rinks
•Review and consider redistribution to ensure more
even coverage
•Promote the rinks
