AGENDA ITEM: COMPREHENSIVE PLAN DISCUSSION
DISCUSSION: Introduction
City staff will continue to present information on the 2030 and 2040 Comprehen-
sive Plans. The City is required to submit a 2040 Plan to the Metropolitan Coun-
cil by the end of 2018 for its review and approval.
History
The City Council authorized the start of the 2040 Comprehensive Plan update
process in 2016 with most to be completed in 2017. Since the Land Use Element
of the plan is key to establishing other elements of the plan (i.e., sewer, water,
and transportation), staff will update this part of the plan first beginning in 2016.
Current Circumstances
Staff will continue discussion on the following two items:
1. Downtown Tour. The Commissioners should provide their thoughts
and conclusions regarding the downtown tour of Chaska and Excelsior.
A start of some notes by staff is provided in Attachment 1.
2. Timeline. Staff will present a revised timeline for what to expect for the
planning process through the remainder of 2016 and into 2017 (see At-
tachment 2)
3. Public Engagement. Staff will review some preliminary public engage-
ment ideas with the Commission based on a recent panel discussion
hosted by the Met Council. They distributed a worksheet that is pro-
vided as Attachment 3.
4. Public Uses. Staff would like to start a discussion on the appropriate
types of land uses for public uses, such as parks, open space, schools,
city facilities and golf courses.

City Staff will continue to discuss the Land Use Element for the updated 2040
Comprehensive Plan with the Planning Commission during 2016.

Downtown Tour – Chaska and Excelsior
On September 6, the full five members of the Prior Lake Planning Commission, along with Dan
Rogness, met with City staff of Chaska and Excelsior for one hour each. In Chaska, a
presentation and discussion was held in a conference room at City Hall. In Excelsior, staff led a
walking tour presentation of their downtown. A few summary points are below, which will be
expanded upon at the EDA meeting:
1. Chaska’s CD Director has a view of successful and thriving downtowns whereby they have
at least one of these three ingredients … connection to a college or university; part of a
recreation or entertainment focus; or surrounded by wealthy spenders. Chaska is trying
harder to make more direct transportation connections between its downtown and its
newer neighborhoods to the northwest with high valued homes.
2. Chaska is spending $28 million on a new streetscape plan that even includes the
installation of old brick pavers from St. Paul on 2-3 blocks of streets around the central
park area. All improvements are resulting in a more walkable downtown, which has a
county and state highway intersecting it on the norther side.
3. Chaska has seen tremendous success by building and managing the curling center, built
as part of the renovation of Firemen’s Park in the downtown area, which also has the
Crooked Pint Ale House.
4. Excelsior has seen significant redevelopment and building renovations by local
builders/developers without City assistance. The City has changed from it being a sleepy
place to one that has lots of market demand for businesses downtown, primarily retail and
restaurants. It has Excelsior Brewing Company located downtown, but the big draw is its
proximity to Lake Minnetonka.
5. Much of Excelsior’s downtown area is within a certified historic district, which requires all
exterior changes to be approved by its HPC. The city’s guidelines do not allow building to
exceed two stories, or 25 feet.
6. New row house style housing units have been constructed recently in downtown Excelsior.
The surrounding single family housing is to be preserved rather than redeveloped.
