History Sanitary sewer systems when they were originally constructed were built watertight. However, over time the sanitary pipe and manholes can begin to receive groundwater through joints in the pipes and manholes. Over time, these joints are affected by soil movement, pipe degradation, or root intrusion and can begin to receive clear groundwater. The groundwater adds flow to the sanitary sewer system and eventually is sent to the downstream to the Blue Lake Wastewater Treatment Facility in Shakopee. Each year it is estimated that the City of Prior Lake piping contributes on average 40 million gallons of clean groundwater to Blue Lake. City projects attempt to focus efforts to reduce inflow and infiltration. Current Circumstances The Metropolitan Council Environmental Services (MCES) established an Inflow and Infiltration Reduction Program in 2005. The program, which was developed with the input of city public works directors, engineers and finance staff, aims to reduce the amount of clear groundwater entering the wastewater collection system. Various City projects replace aging sanitary sewer pipe and are eligible for grant proceeds in accordance with the MCES I/I Program. The City projects submitted for this program include the Credit River Road Project, Highland/Marsh/Skyline Project, and Grainwood/Eau Claire Project. Each of these projects included sanitary sewer replacement and were completed in 2015. In order to be reimbursed through this program, the City must approve a resolution by October 30, 2016. 2 Conclusion Staff recommends that the City participate in the MCES grant program for mitigation of inflow and infiltration. ISSUES: It is imperative that the City continue to make strides to reduce inflow and infiltration into the sanitary sewer collection system not only because it reduces wastewater treatment costs, but because part of being a good environmental stewart. FINANCIAL IMPACT: Each City submitting for grant proceeds are eligible to receive the lesser of $25,000 or 50% of the submitted eligible project costs. For the City of Prior Lake, the eligible amount for grant funding amounts to $87,750 so it is expected that the City would receive a full allocation of $25,000. ALTERNATIVES: 1. As part of the consent agenda approve a Resolution Authorizing the City’s Participation in an MCES Grant Program for Mitigation of Inflow/Infiltration in the Public Sanitary Sewer System. 2. Remove this item from the consent agenda for additional discussion. RECOMMENDED MOTION: A motion and second for approval of alternative number 1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 16-XXX RESOLUTION AUTHORIZING THE CITY OF PRIOR LAKE‘S PARTICIPATION IN AN MCES GRANT PROGRAM FOR THE MITIGATION OF I/I (INFLOW/INFILTRATION) IN THE PUBLIC SANITARY SEWER SYSTEM Motion By: Second By: WHEREAS, The Metropolitan Council Environmental Services (MCES) has offered a grant to the City for the mitigation of I/I in the public sanitary sewer system; and, WHEREAS, The City has been identified by the MCES as having exceeded their I/I allowance; and, WHEREAS, The City has received a Letter of Intent from MCES for an anticipated grant amount of $25,000.00; and, WHEREAS, MCES requires that the City Council adopt a resolution authorizing the City to apply for grant funds, and execution of grant agreement. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Council identifies the City Engineer as the City Officer authorized to execute the grant application and grant agreement on behalf of the City of Prior Lake & submit it to the Metropolitan Council.
