HomeMy WebLinkAbout5H 2017 Order Feasibility Report4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: SEPTEMBER 5H 26, 2016 AGENDA #: PREPARED BY: LARRY POPPLER, CITY ENGINEER/INSPECTIONS DIRECTOR PRESENTED BY: LARRY POPPLER AGENDA ITEM: CONSIDER APPROVAL OF FOUR RESOLUTIONS FOR 2017 ROAD IM- PROVEMENT PROJECTS: 1) ORDERING THE PREPARATION OF A FEASI- BILITY REPORT FOR THE ALBANY AVENUE, CATES STREET, CJ CIRCLE, FIVE HAWKS AVENUE, AND PARK AVENUE IMPROVEMENT PROJECT AND 2) ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE FRANKLIN TRAIL IMPROVEMENT PROJECT AND 3) ORDERING THE PREP- ARATION OF A FEASIBILITY REPORT FOR THE BALSAM STREET, SUNRISE AVENUE, SPRUCE COURT, AND SPRUCE TRAIL IMPROVEMENT PROJECT AND 4) ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE SYCAMORE TRAIL IMPROVEMENT PROJECT DISCUSSION: Introduction The purpose of this agenda item is to initiate the process for local improvements set forth in the 2017 portion of the 2017-2021 Capital Improvement Program in ac- cordance with Minnesota Statutes (M.S.), Chapter 429. History The City uses the Five Year Capital Improvement Program to plan its infrastruc- ture improvements and the financing for capital improvements. The 2017 Im- provement Projects proposes to reconstruct the street and upgrade utilities within the project areas. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. The first step in the pro- cess is for the Council to order the preparation of a Feasibility Report for the im- provement projects. The Feasibility Reports will address options and costs for the utility upgrades and street reconstruction of the streets. City assessment policy will be applied to the preliminary assessment calculation which is completed as a part of the Feasibility Reports. Current Circumstances The projects are in the 2017 Capital Improvement Program. The projects require special assessments and financing through bond proceeds, and therefore require the City to follow the requirements of M.S. Chapter 429 including the preparation of the Feasibility Reports. 2 The primary purpose for proceeding with these projects is to upgrade the street conditions and utilities. The pavement condition is extremely poor and requires re- construction in accordance with the city’s objective to maintain an average OCI of 70 on its roadways. Conclusion Ordering the Feasibility Reports is the first step in the reconstruction process. The Feasibility Reports will provide the details needed for the City to make decisions on how to proceed. ISSUES: The City is required to assess a minimum of 20% of the cost of a public improve- ment project completed through the Chapter 429 process and financed through G.O. bonds. The Feasibility Reports will determine the estimated costs of im- provements and methods of financing. The Feasibility Reports will also determine if the assessment will meet the minimum requirement as set forth in the Chapter 429 process. The preparation of the Feasibility Reports is only the first step in the public im- provement project process. Following receipt of the Feasibility Reports, the Coun- cil will direct City staff to abandon or proceed with each improvement project, de- pending upon whether the requirements for the Chapter 429 process are being met. If the Chapter 429 process is to proceed, the Council can then schedule a Public Hearing to consider resident feedback on each project. Following a Public Hearing, the Council will consider whether to move forward by authorizing the preparation of plans and specifications. Once completed, the City Council will be asked to approve the plans and specifications, authorize advertisement for bids and then award the contract. FINANCIAL IMPACT: Due to current staff limitations and backlog of work on older projects, engineering for these projects will be completed by consultants based upon quotes we receive. The financial impact of each project will be further analyzed in the Feasibility Re- ports including the preparation of preliminary assessment calculations. The CIP estimate for the Albany Avenue, Cates Street, CJ Circle, Five Hawks Avenue and Park Avenue improvement project is $2,174,932. The CIP estimate for the Franklin Trail Improvement Project is $2,866,403. The CIP estimate for the Balsam Street, Sunrise Avenue, Spruce Court and Spruce Trail Improvement Project is $2,478,346. The CIP estimate for the Sycamore Trail Improvement Project is $752,182 ALTERNATIVES: 1. Approve a resolution as part of the consent agenda ordering the preparation of a Feasibility Report for the Albany Avenue, Cates Street, CJ Circle, Five Hawks Avenue, and Park Avenue Improvement Project. 2. Approve a resolution as part of the consent agenda ordering the preparation of a Feasibility Report for the Franklin Trail Improvement Project. 3. Approve a resolution as part of the consent agenda ordering the preparation of a Feasibility Report for the Balsam Street, Sunrise Avenue, Spruce Court and Spruce Trail Improvement Project. 4. Approve a resolution as part of the consent agenda ordering the preparation of a Feasibility Report for the Sycamore Trail Improvement Project. 5. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the proposed improvements be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended.
