AGENDA ITEM: MAXFIELD RESEARCH HOUSING NEEDS ASSESSMENT
INTRODUCTION: Public entities in the metropolitan area are required by law to prepare a
comprehensive plan. The land use plan is the basis of the plan.
Land use plans should be consistent with anticipated market conditions.
The Scott County Community Development Agency has requested that
Maxfirld Research update previous residential and commercial
development projections for every public entity in Scott County.
The residential portion of the study has been completed. This information
is particularly important to Prior Lake since we are in excess of 90%
residential. Mary Bujold of Maxfield Research will present results of the
recently updated Comprehensive Housing Needs Assessment for Scott
County. She will focus on Prior Lake.
The study provides significant data on population, households, and
housing for each community in Scott County. The demand analysis for
2016 to 2040 breaks housing into the following categories:
General Occupancy:
A. For Sale Demand
1) Single Family
2) Multifamily
B. Rental Demand
1) Market Rate
2) Shallow-Subsidy
3) Deep-Subsidy
Senior Housing:
A. Senior Rental
1) Shallow Subsidy
2) Deep Subsidy
3) Market Rate
4) Congregate
5) Assisted Living
6) Memory Care
B. Senior Ownership

This study is based on an analysis of market demand, which can be
used as a base of information for the 2040 Comprehensive Plan update
process. The Met Council has provided population and household
forecasts to 2040, showing 5,500 new housing units over the next 25
years in Prior Lake (an average of 220 per year). However, the Council’s
forecasts do not show what type of households and housing units are
within that figure. The Maxfield study helps us evaluate future housing
types.
The Planning Commission and Economic Development Authority have
been invited to join the city council since each body will play a role in the
preparation of the comprehensive plan. Members of each of those
bodies are encouraged to ask questions so they will understand both the
data, study process and the implications of the study results.
