In connection with the City's evaluation of John Bizal's proposed business use of

Following are the results of the preliminary building plan review for John Bizal, owner of
the Midwest Military building, Our review was based on the 2003 Minnesota State
Building Code (MSBC) which adopted with amendments the 2000 International Building
Code (IBC) with handicap regulations of the Minnesota Accessibility Code Chapter
1341. Also requirements of the 2003 Minnesota State Fire Code (MSFC) which adopted
with amendments the 2000 International Fire Code (IFC).
~, Submit a building permit application.
.h. Submit two set of building plans signed by an architect registered in the State of
Minnesota. Minnesota Statutes 1800.5200. Provide detail drawings for the welding
room. Provide testing documentation indicating that the interior walls and openings of
the welding room meet a three-hour fire resistive construction rating. IBC Table
302.3.3,
J 3, Architect must complete a Building Code analysis on the proposed use. IBC Chapter 5.
Include the following:
a. Occupancy Classification and occupancy separation requirements,
b, Type of Construction
c, Location on Property
d, Allowable Floor Area
e, Height and number of stories

~ 4, If structural alterations are made, the alteration must be designed by a Structural

function. MSBC 1341.0411 Subpart 2. In other words, if the alterations that will be
done on the building are at a cost, 20 percent of that cost shall be applied towards
upgrading the toilet facilitates. It does not appear that a large amount of moneys will
be needed to upgrade the building. Some ofthe 20 percent of the moneys could be
used for such items as grab bars, HDCP toilet, and or HDCP lavatory with a lever
handle.
