HomeMy WebLinkAbout9B Advisory Committee Appointment Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: OCTOBER 24, 2016 AGENDA #: 9B PREPARED BY: FRANK BOYLES, CITY MANAGER PRESENTED BY: FRANK BOYLES, CITY MANAGER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPOINTING AN INDIVIDUAL TO SERVE ON THE PLANNING COMMISSION AS RECOMMENDED BY THE INTERVIEWER TEAM DISCUSSION: Introduction The purpose of this agenda item is to request that the City Council adopt a resolution to make an appointment for the Planning Commission pursuant to the provisions of the City Council Bylaws. This agenda item does not include appointments to the EDA which will be a separate agenda item in December. Nor does it include appointments to the Economic Development Advisory Committee or the Technology Village Board of Directors. These appointment are made by the Economic Development Authority. History The City Council’s various advisory committees operate in accordance with adopted bylaws. The bylaws provide that committee members may serve three year consecutive terms subject to nine-year term limits. Each October, incumbent committee members whose three-year term is scheduled to expired are asked if they are interested in re-appointment. If so, they submit a new application and participate in an interview unless the are the only candidate under consideration and have fulfilled advisory committee performance criteria during their tenure. At the same time, staff recruits new applicants for vacant advisory body positions using the Prior Lake American, City Website and other communication venues. Current Circumstances Existing advisory committee members have been asked to reapply if they desire. New applicants have been recruited. Interviews have been conducted. The table below show the interview team’s recommended appointment (*), terms, number of openings and interviewers. ISSUES: The four applicants for the Planning Commission did not express an interest in serving on any of the committees listed below. This year we did not have any applicants apply for 1. the student member on Community Safety Advisory Committee, 2. one opening on the Communications and Technology Advisory Committee, 3. up to three openings on the Lakes Advisory Committee, and 4. up to three openings on the Parks Advisory Committee. If the council desires, the staff will initiate additional recruitment for both Lakes Advisory Committee and the Parks Advisory Committee members as both presently stand at 4 members. This is one below the bylaw prescribed minimum of five for each. Another option at this time would be council direction to establish a task force composed of representatives of both committees, the city council and city staff to consider whether the two committees could be combined. FINANCIAL IMPACT: There is a cost for the staff to provide administrative support to the committees on an ongoing basis and for City Council members to attend the meetings as liaisons. On the other hand, local government benefits from having the input of residents to accomplish the many goals and objectives identified in our 2040 Vision and Strategic Plan. ALTERNATIVES: 1. Adopt the attached resolution making the planning commission appointment and direct the staff to either solicit additional candidates for the PAC and LAC or commission a task force to make recommendations with respect to merger. 2. Refer the recommendations back to the interview committees or council liaisons. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2.
