Adjourn 1 4646 Dakota Street SE Prior Lake, MN 55372 CITY OF PRIOR LAKE, MINNESOTA ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MEETING MINUTES – September 22, 2016 1. Call to Order The meeting was called to order at 7:35 a.m. in the WagonBridge Conference Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Bill Henry, Wade Larson, Thane Tande, Luke Brazier, Trisha Rosenfeld, Jim Mahoney and EDA Liaison Michele Choudek. Members absent: Kim Prchal, Stephanie Carroll and Marie Voreis and Chamber Liaison Sandi Fleck. Staff present: Casey McCabe. 2. Approval of Meeting Minutes a. August 25, 2016 MOTION BY HENRY and SECOND BY LARSON to approve the August 25, 2016 meeting minutes. Motion adopted unanimously. 3. Old Business a. EDAC Commercial Area Liaison Discussion EDAC Members: discussed recent Commercial Area Liaison visits. Henry: requested Ms. Choudek send him the list of attendants from the Deerfield/Welcome avenue meeting. Brazier: provided an update of two liaison visits in the downtown area. Both businesses identified ‘convenient’ parking as a concern. b. Downtown Development Guide Update McCabe: summarized EDA discussion related to the Downtown Development Guide map updates. EDA members have scheduled a meeting on October 17th to share the downtown development guide map and get business owner and resident feedback. EDAC assistance is needed to promote the meeting and EDAC members are encouraged to attend the meeting. Mr. McCabe added city staff will provide more information to the EDAC related to the topic and talking points prior to the meeting. 4. New Business a. Advisory Committee Openings McCabe: informed the committee that the City of Prior Lake is accepting applications for multiple advisory committee openings, including the EDAC. EDAC Members: acknowledged the EDAC has multiple positions open and discussed the Ideal number of candidates. Some members felt a maximum number of committee members would be preferable to ensure a sufficient number of members would be at each meeting. More members would also assist with the extra duties outside of regular meetings. Other members felt a lesser number of committee members would be preferred because the members could have a larger impact on the committee and at times the committee meeting do not run as smoothly as possible with many members in the room. Tande: suggested a mentor/mentee relationship for the new committee appointments. A veteran member of the EDAC should be assigned and serve as a mentor to the newly appointed members. EDAC Members: suggested applicants be invited to attend the next EDAC meeting and attendance expectations should be made clear to applicants during the interview process. 5. Other Business a. EDA Meeting Update McCabe: provided an update of the September 19th EDA meeting related to the following items:  EDA 2016 Revenue & Expenditure Report (8/31/16)  Downtown Tour Report (Chaska & Excelsior)  Downtown Development Guide Communication and Public Engagement  Technology Village Update  Scott County CDA 2017 EDI Grant Program b. Staff Update i. Community Profile Update McCabe: informed the committee that the Community Profile handout has been updated and an electronic version of the document will be available on the city website soon. ii. Deerfield / Welcome Avenue Action Items McCabe: provided an update of the action items that were identified during the Deerfield/Welcome meeting with City staff and EDAC members, specifically related to signage. iii. Social Media Discussion – Prior Lake Chamber This item will be discussed at the next EDAC meeting. iv. October 10th Work Session – Housing Study Only McCabe: Informed the committee that the City Council work session on October 10th will only focus on the Housing Study being completed by Maxfield Research. The EDAC had previously been informed that this work session will focus on the Commercial and Industrial Demand Analysis being completed by Maxfield Research, however, the C/I Demand Analysis has not yet been completed. EDAC members are invited to attend this work session. c. Residential and Commercial Activity Update EDAC Members: reviewed the residential and commercial activity update as of August 31, 2016. d. Member Ideas/Recommendations i. Town Hall Forum EDAC Members: provided possible questions for the upcoming City Council Candidate Forum on September 27th. Additional questions can be sent to Erbaugh or Fleck. 6. Next Meeting Date. The next regular meeting of the EDAC will be on Thursday, October 27, 2016 at 7:30 a.m. . 7. Adjourn. PREPARED BY: Casey McCabe, Community Development Specialist AGENDA ITEM: EDAC COMMERCIAL AREA LIAISON UPDATE DISCUSSION: Introduction The purpose of this agenda item is to review the progress being made on the EDAC commercial area liaison visits and discuss any questions the commercial area liaisons may have. History One of the committee’s duties outlined in the EDAC Bylaws is, “To serve as a liaison between city government and the community through interaction with business leaders and community residents.” To help accomplish this, the EDAC has previously assigned some of its members to act as a liaison to five specific commercial and industrial areas of the community. The role of the EDAC liaison is to help communicate City and EDAC activities with business owners and provide an additional point of contact for their questions and concerns. One of the EDAC’s goals for 2016 is to, “Utilize the EDAC Commercial Liaison Program to contact every brick & mortar Prior Lake business at least once during the year.” The EDAC commercial area liaison assignments for the commercial areas of the community are below.  Downtown Area – Erbaugh / Prchal / Brazier  Deerfield Business Park / Welcome Avenue Industrial Area – Henry / Choudek  Commerce Avenue / Fountain Hills Area – Larson / Tande  Village Commerce / South Lake Village Area – Carroll  Gateway Area – Mahoney / Voreis Conclusion ISSUES: A Dropbox folder titled EDAC Commercial Area Liaison has been created and sent to all EDAC members. The folder includes a map of all commercial areas, list of commercial liaisons and their area and an EDAC handout. The Committee should have all visits completed and business contact information updated on Drop- box within the next four to six weeks so a report can be prepared for the EDA. ALTERNATIVES: Discussion Only. DEERFIELD BUSINESS PARK / WELCOME AVENUE INDUSTRIAL PARK FOLLOW-UP ITEMS  Access – Property owners requested staff evaluate Deerfield Business Park access from eastbound CH21 into the business park via Adelmann Street. Business owners expressed concern over the narrow southbound lane on Adelmann Street. (COMPLETED) The City of Prior Lake Traffic & Safety Committee evaluated this request. The Traffic & Safety Committee did not support the elimination of the right turn lane on Adelmann. Instead, the committee favored re-striping Adelmann Street to widen the southbound lane and decrease the width of both turn lanes. The re-striping project has been completed to provide the maximum width on the southbound lane while maintaining an adequate width to ensure safety and proper turning movements for both northbound turn lanes.  Stop Sign – Property owners requested a stop sign be installed on Industrial Lane at the intersection with Adelmann Street. (COMPLETED) The City of Prior Lake Traffic & Safety Committee evaluated this request and recommended a stop sign be installed at this location. The stop sign has been installed.  Signage – Property owners requested off-premises signage along CH21. (IN-PROCESS) City staff has drafted a proposed amendment to the Sign Ordinance which would allow property owners to add business identification signage to a new sign-type, referred to as “Off- Premises Advertising Sign”. Staff requested and received approval from the Planning Commission initiate a review of the sign ordinance to implement these revisions. City staff will need to work with the Deerfield/Welcome Avenue property owners to ensure the proposed ordinance language meets their needs; to evaluate whether or not the property owners with to pursue a sign; and also work with the City Attorney to ensure the ordinance amendments comply with state and federal regulations. Once city staff receives some feedback from property owners the item will be added to a future Planning Commission agenda for public hearing. The Planning Commission recommendation would then be sent to the City Council for consideration.  Business Association Documents – Property owners discussed the formation of an association and requested city staff provide a template for the formation of a business association. (COMPLETED) City staff has provided Michelle Choudek with association bylaw templates for the formation of a business association. The property owners felt that acting as a Deerfield/Welcome business association would be more effective than acting as individual property owners related to group signage, commenting on future transportation improvements (Revere Ave.), future ordinance amendments related to commercial/industrial property and would provide a good means of communication between all property owners.  Emergency Vehicle Response at Adelmann Building (17178-17182) – Property owners requested staff evaluate public safety emergency response at this building due to fencing and tight turning movements at the rear of the property. (COMPLETED) City staff asked the Fire Chief to evaluat e access around the building. The Fire Chief visited the property and considered the site to provide reasonable access. The Fire Chief commented that there are few properties that provide 360 -degree access. The Prior Lake Fire Department is also equipped with equipment to access restricted areas in the event of an emergency (i.e. removal of a fence or entry through wall, roof, door, etc.)  Property Valuations – some property owners expressed concerns that the Scott County estimated market valuations of their property were too high. (COMPLETED) City staff met with the property owners who expressed this concern and provided information related to the property reevaluation process. The property owners indicated they have attempted to get their properties reevaluated in the past and were not pleased with the process. The property owners felt this should be addressed by individual businesses if they would like their property reevaluated, not as an entire business park. City staff contacted the Scott County Assessor to discuss other reevaluation options. Michael Thompson, the Scott County Assessor / Property & Taxation Services Manager , offered to meet with a small group of businesses and/or meet with individual businesses at their request. Mr. Thompson can be reached at (952) 496-8972 or mthompson@co.scott.mn.us.  Adelmann Building Turning Movements (17178-17182) – Owners of this property expressed concerns about driveway access, turning movements at the rear of the property near the outdoor storage area and the city trail used to access the stormwater pond. (COMPLETED) City staff discussed a potential shared driveway (2nd access) with the developers of the adjacent property to the west. Because of the building alignment, security fencing and grade issues between the two properties, the property owner to the west was not in favor of a joint access. City staff had previously discussed the property owner request to relocate the trail from the east side of the building to the west side. The City would be open to this option but would require an unrestricted paved access be provided for city maintenance vehicles. This option would result in additional costs for the property owners and did not seem to be a valid option at this time.  Parking on Revere Avenue – Property owners expressed concern about Cleary Lake Regional Park visitors parking their vehicles on the east shoulder of Revere Avenue. (UNKNOWN) Property owners indicated they will be submitting a written request to Scott County for ‘no parking’ signs to be installed along the east shoulder of Revere Avenue near the CH21/Revere Ave. intersection.
