HomeMy WebLinkAbout5K Overlay Feasibility Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: NOVEMBER 14, 2016 AGENDA #: 5K PREPARED BY: KATY GEHLER, PUBLIC WORKS/NATURAL RESOURCES DIRECTOR PRESENTED BY: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2017 OVERLAY PROJECT DISCUSSION: Introduction The purpose of this agenda item is to initiate the process for 2017 Street Overlay project in accordance with Minnesota Statutes (M.S.), Chapter 429. History The City’s goal is to annually complete 3.5-4.0 miles of mill and overlay type improvement projects. The 2017 project anticipates the use of assessments to finance a portion of the project costs. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. Current Circumstances The first step in the process is for the Council to order the preparation of a Feasibility Report for the improvement project. The Feasibility Report will identify the improvements to be made, estimated project costs, preliminary assessment amounts and a project financing summary. The 2017 Overlay Project proposes to improve the roads in the Cardinal Ridge neighborhood and Five Hawks Avenue. Conclusion Ordering the Feasibility Report is the first step in the M.S. 429 process. The Feasibility Report will provide the details needed for the City to make decisions on how to proceed. ISSUES: In accordance with the city council’s previous approval, the 2017 preliminary budget and tax levy anticipate the use of assessments ($1200 per unit) to help fund the overlay project in the amount of $300,000. If assessments are not used, the project would either have to be postponed or funding would have to be found with other sources. The City is required to assess a minimum of 20% of the cost of public improvement projects completed through the Chapter 429 process. The Feasibility Report will determine the estimated costs of improvements and 2 methods of financing. The Feasibility Report will also determine if the assessment will meet the minimum requirement as set forth in the Chapter 429 process. The preparation of the Feasibility Report is only the first step in the public improvement project process. Following the receipt of the Feasibility Report, the Council will direct City staff to abandon or proceed with the improvement project, depending upon whether the requirements for the Chapter 429 process are being met. If the Chapter 429 process is to proceed, the Council can then schedule a Public Hearing to consider resident feedback on the project. Following a Public Hearing, the Council will consider whether to move forward by authorizing the preparation of plans and specifications. Once completed, the City Council will be asked to approve the plans and specifications, authorize advertisement for bids and then award the contract. FINANCIAL IMPACT: The Feasibility Repoart will be completed by City staff. The financial impact of the project will be further analyzed in the Feasibility Report including the preparation of the preliminary assessment calculations. The estimate for the overlay project is $495,000. ALTERNATIVES: 1. Approve a resolution as part of the consent agenda ordering the preparation of a Feasibility Report for the 2017 Overlay Project. 2. Remove this item from the consent agenda for additional discussion. RECOMMENDED MOTION: Alternative 1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 16-XXX A RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR THE 2017 OVERLAY PROJECT Motion By: Second By: WHEREAS, The 2017 Operating budget allots funding for annual mill and overlay improvements identified to be Kildeer Ln, Mallard Way, Cardinal Ridge Trl, Crossandra St, Crossandra Cir,Parkview Dr, Victoria Curve, Parkview Cir, Highpointe Ct,Meadowview Ct,Wren Ct, Oriole Pl,Overlook Cir, and Five Hawks Avenue; and WHEREAS, It is necessary to determine the feasibility of undertaking the construction of said improvements within this project area including partial depth milling of the pavement surface, spot subgrade corrections and an overlay of the streets with a new bituminous layer; and WHEREAS, It is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the proposed improvements be referred to the Public Works Director for study and that the Public Works Director is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended.
