AGENDA ITEM: CONSIDER APPROVING A LIST OF THE PLANNING COMMISSION’S 2016
ACCOMPLISHMENTS AND 2017 GOALS
DISCUSSION: Introduction
The purpose of this item is to consider approving the Planning Commission’s top
three accomplishments in 2016 and its top three goals for 2017.
History
Four years ago the City Council initiated a new process whereby one Work Ses-
sion is devoted to annual reports by the city’s boards and commissions. Each
group is asked to report its top three accomplishments during the current year
and its top three goals for the next year. This year the Work Session will be held
on Monday November 28th.
Current Circumstances
Staff has developed a proposed list of accomplishments for 2015 and goals for
2016. The general guideline is to limit each category to three items.
Conclusion
Staff is proposing the following list of accomplishments and goals for considera-
tion by the Commissioners. Please note that the goals are based upon the fol-
lowing key factors:
1. The ongoing primary job of the Planning Commission is to review appli-
cations submitted to the City related to the zoning and subdivision ordi-
nances.
2. One goal not accomplished in 2016 is being proposed once again in 2017
related to an update of the Subdivision Ordinance.
3. The City Council is budgeting for a 2-3 year 2040 Comprehensive Plan-
ning update process that began in 2016.
2016 Accomplishments
• Evaluated and recommended various zoning ordinance amendments in-
cluding revisions to Bluffs and Steep Slope Areas, Brewpubs and Tap-
rooms, and Tree Preservation and Restoration.
• Reviewed and approved/recommended zoning actions related to eco-
nomic growth, including Vesatile Vehicles and Courtwood Village.
• Reviewed and acted upon numerous variance applications (12) the ma-
jority related to lakefront properties.

2017 Goals
• Complete the bulk of the 2040 Comprehensive Plan update, working with
the City’s consultant (Bolton Menk) throughout the process.
• Continue to make decisions and recommendations on subdivision and
zoning applications throughout the year.
• Evaluate the Subdivision Ordinance, including but not limited to, lot com-
binations and lot width/size requirements.
ISSUES: The approved list will be shared with the City Council and all other boards/com-
missions at a Work Session on Monday, November 28th. At least one Planning
Commissioner should volunteer to be there and read/share the list.
ALTERNATIVES: 1. Motion and a second to approve the list of top three accomplishments for
2016 and goals for 2017 as proposed by city staff or as further amended by
the Commission.

Architectural Design, Fences and Controlled Access Lots.
Reviewed and approved/recommended zoning actions related to economic growth, including Kwik Trip,
Shore Club/Marina, Versatile Vehicles, Bendzick Automotive, and Dominium housing.
Reviewed and acted upon numerous variance applications (13), the majority related to lakefront
properties. .
Planning Commission – 2016 Goals
Continue to make decisions and recommendations on subdivision and zoning applications throughout
the year.
Evaluate the Subdivision Ordinance, including but not limited to, lot combinations.
Begin the 2040 Comprehensive Plan update process, including the development of an inclusive public
involvement program and an update to the Land Use Element.
