AGENDA ITEM: PRESENTATION TO RETIRING FIRE CHIEF DOUG HARTMAN
PRESENTATION: Doug Hartman started with the City in 1985 as an Engineer Technician and
from 1993 to 2001 he held the position of Public Works Supervisor.
In 1990, he became a volunteer firefighter with the Prior Lake Fire Department
and progressed to the positions of Captain, 2nd Assistant Chief, and 1st
Assistant Chief.
After working for 10 years as a Street Superintendent in Burnsville, Hartman
returned to Prior lake as its paid-on-call Fire Chief in 2007.
After 20 years of volunteer service in the fire department he became the first
full-time Fire Chief of Prior Lake in 2010. He will retire on January 2, 2017 after
27 years of service in the Prior Lake Fire Department.
It was almost as if Doug was destined to become our first full time fire chief.
His experience as engineering technician helped him to become familiar both
on paper and in the field with the city’s new and aging sewer, water in streets.
Upon becoming the city’s public works supervisor, he became an expert in
both the strengths and weaknesses in our infrastructure as well as some of the
“irregularities in our street configurations and names.
Doug’s years in Burnsville were also very valuable. It was during this time that
Doug honed his skills as a supervisor and administrator. Upon becoming Prior
Lake fire chief Doug held himself to the same expectations of every
department officer and often much more.
Doug has helped lead the department to its present day 45 members operating
out of two stations with equipment he helped to acquire.
Doug has continued to enhance the operation of the department over time.
Recruitment, applications and interviews replaced the election of officers to
assure that appointment was based upon fitness for duty.
Standards for minimum call and training participation were adopted and
administered which are used for performance evaluation criteria. Most recently
annual performance evaluations were instituted to both celebrate competence

as well as to identify opportunities for improvement. In doing so each member
of the department has improved.
The presentation tonight is to thank Chief Hartman for his service to the City of
Prior Lake over the last 32 years. Mayor Hedberg will present Doug with a
sailboat plaque. Councilors who have comments for Doug on his retirement
should feel comfortable doing so after the presentation.
