AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION SETTING THE CITY
MANAGER’S BASE SALARY FOR 2017 AND APPROVING
EMPLOYMENT AGREEMENT.
DISCUSSION: Introduction
The purpose of this agenda item is to complete the city manager’s annual
performance evaluation the year 2016.
History
Annually the city manager receives a performance evaluation. The
evaluation is composed of two parts. The first is a peer evaluation from the
employees the manager supervises which includes all department heads.
The second is the evaluation provided by members of the city council.
Historically the assistant city manager has worked with the city council
appointed City Manager Evaluation Work Group to coordinate the process.
Current Circumstances
Tonight the City Council is scheduled to conduct a special closed City
Council Meeting commencing at 5 p.m. to conduct the City Manager’s
performance evaluation for calendar year 2016 and to determine the base
salary and employment agreement for 2017. A blank resolution is attached,
which the City Council is asked to consider as part of this agenda item.
Since the most recent City Manager Evaluation was conducted on May 23,
2016, the City Manager Evaluation Committee recommended an
abbreviated process in order to complete the evaluation by year’s end. The
process included a review of the May 23 evaluation by all Councilors and
department heads. Councilors and department heads then provided
additional comments and feedback which were compiled into a memo and
attached to the previous evaluation. The contents of the performance
evaluation are considered private under section 13.43 of the Minnesota
Data Practices law and should not be shared with others.
Conclusion
The information in the memo is intended to facilitate a discussion of the
City Manager’s performance in 2016 and to assist the Council in deciding
upon the appropriate base salary and confirmation of the existing

employment agreement. Councilors McGuire and Morton, as members of
the City Manager Evaluation Committee, will lead the discussion in the
special meeting closed session.
The agenda process for this item includes:
1. A special closed City Council meeting at 5 p.m. to conduct the
performance evaluation and discuss any wage or employment
agreement matters.
2. A summary of the evaluation as an agenda item (this item) at the
City Council meeting and consideration of adoption of a resolution
setting the base salary and approving the employment agreement.
ISSUES: The primary issue is the city council’s individual and collective perception.
The city manager’s job performance over this last year (December, 2015 to
December, 2016.
FINANCIAL
IMPACT:
The financial impact is a function of the base salary the city council adopt
for the year 2017.
ALTERNATIVES: 1. Motion and second to adopt a resolution establishing a base salary for
the city manager for 2017 and approving the city manager’s employment
agreement with the city.
2. Take no action and allow the base salary and employment agreement to
remain in their present status.

RESOLUTION 16-XXX
A Resolution Setting the City Manager’s Base Salary for 2017 and Approving
Employment Agreement.
Motion By: Second By:
WHEREAS, The City Manager and the City Council on behalf of the City of Prior Lake entered
into an employment agreement commencing on March 1, 1993; and
WHEREAS, The City Council conducted a performance appraisal of the City Manager for
calendar year 2016; and
WHEREAS, The performance appraisal was deemed satisfactory and warrants continuation of
the employment agreement.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Manager’s base salary as set forth in this resolution is hereby increased by
____%_ for calendar year 2017 from $_______ to $_______ commencing on January 1,
2017.
3. All other terms and condition of the employment agreement shall remain in full force and
effect.
