The City is required to submit a 2040 Plan to the Metropolitan Coun- cil by the end of 2018 for its review and approval. History The City Council authorized the start of the 2040 Comprehensive Plan update process in 2016 with most to be completed in 2017. Since the Land Use Element of the plan is key to establishing other elements of the plan (i.e., sewer, water, and transportation), staff will update this part of the plan first beginning in 2016 and continuing through 2017. The City Council approved an agreement to hire Bolton & Menk to help complete the land use and housing chapters. Current Circumstances The Planning Commission has previously discussed the housing land uses, but not yet those land uses related to commercial and industrial. Those land uses are currently identified in the 2030 Land Use Plan as: 1. C-NR, Neighborhood Retail Shopping. The 2030 Comp Plan origi- nally designated 33 acres for the land use with 13 being vacant. For example, this land use exists in some of the commercial businesses at the southwest corner of CH13/42 that abut against homes to the west. 2. C-CC, Community Retail Shopping. The 2030 Comp Plan originally designated 508 acres for this land use with 421 being vacant. It is the primary commercial land use outside of the downtown area. 3. C-TC, Town Center. The 2030 Comp Plan originally designated 43 acres for this land use with no vacant acres. This supports the core downtown area of Prior Lake. 4. T-TC, Transitional Town Center. The 2030 Comp Plan originally des- ignated 14 acres to this land use with no vacant acres. This area en- compasses the future expansion of Town Center into an existing resi- dential neighborhood. 5. C-HG, Hospitality General Business. The 2030 Comp Plan originally designated 102 acres for this land use with 8 being vacant. Most of this designation was on SMSC property with some located at the far south- east part of the city along CH21 (Abhe/Svoboda property). 6. C-BO, Business Office Park. The 2030 Comp Plan originally desig- nated 265 acres for this land use with 225 being vacant. Three areas 2 were designated C-BO, including the northwest corner of CH 18/42, the southeast corner of CH21/42, and the Deerfield Business Park. 7. I-PI, Planned Industrial. The 2030 Comp Plan originally designated 528 acres for this land use with 368 being vacant. The largest single area for this land use is located within the Orderly Annexation Area (OAA) at nearly 410 acres. ISSUES: Conclusion City staff will review these commercial and industrial land uses, amendments made since the original plan was approved in 2006, market demand and va- cant land supplies. Staff will also request the Commission to consider remov- ing one or more of these land uses in the updated 2040 Plan, including C-NR and C-HG. The Commission should also review the T-TC land use as it relates to the extent of land area needed for an expanded Town Center. Staff will continue to discuss the Land Use Element for the updated 2040 Com- prehensive Plan with the Planning Commission at this meeting related to com- mercial and industrial.
