AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AWARDING A
CONTRACT TO TMI COATINGS FOR BRIDGE SUPPORT PAINTING
DISCUSSION: Introduction
The purpose of the agenda item is to seek City Council authorization to
enter into the City’s Standardized Contract with TMI Coatings, Inc to paint
the bridge supports for the Lords Street Bridge.
History
The City of Prior Lake currently has two bridges located within the City’s
road system. Every two years bridges are required to complete a routine
inspection by a qualified bridge inspector. The last bridge inspection was
completed by WSB and noted areas for maintenance including painting of
the bridge supports on the Lords Street timber structure.
Current Circumstances
A scope of work was developed to assist the City meet the necessary
repairs needed to preserve the bridge supports and prevent further
corrosion.
This includes TMI taking ice thickness readings each morning prior to
working to ensure safety of the workers. Preparing the bridge support
surfaces to ensure adhesion of subsequent coats. TMI will use hand held
grinders and hand-tools to clean and prepare the supports for paint. TMI
will ensure that all material that is removed from the preparation and
cleaning of the bridge supports is contained and disposed of. TMI will apply
two full coats of epoxy coating system.
In line with the City’s purchasing policy two quotes were obtained for this
work. Both Companies are well respected and fully qualified. Their
proposals are as follows:
TMI Coatings, Inc. Rainbow, Inc.
$25,770.00 $ 35,650.00
Conclusion
City Staff recommends that TMI Coatings be selected for resurfacing and
painting of the bridge supports as they are the lowest responsible bidder.

ISSUES: The City does not have the resources or the equipment to complete the
bridge support painting in-house.
FINANCIAL
IMPACT:
The bridge support painting will be funded through the Street portion of the
General Fund. Funds were identified in the 2016 budget for this work and
the Council will be asked to carry these funds into 2017 at a subsequent
meeting.
ALTERNATIVES: 1. Approve a resolution as part of the consent agenda accepting quotes
and authorizing the execution of the City’s Standardized Contract with TMI
Coatings, Inc for the bridge support painting for a cost not to exceed
$25,770.00
2. Remove this item from the consent agenda for additional discussion.

A RESOLUTION AUTHORIZING THE EXECUTION OF THE CITY’S STANDARD
AGREEMENT FOR CONTRACT SERVICES FOR THE LORDS STREET BRIDGE SUPPORT
PAINTING

WHEREAS, The City needs to provide the necessary preventive maintenance to ensure safety and
ensure no further corrosion takes place on the bridge supports, and;
WHEREAS, The City does not have the resources or equipment to provide the service in-house, and;
WHEREAS, The City received the following proposals for services:
TMI Coatings, Inc. Rainbow Inc.
$ 25,770.00 $ 35,650.00
,and;
WHEREAS, City Staff recommends award of the City’s Standard Agreement for Contract Services to TMI
Coatings Inc, for the City’s Bridge Support Painting Project.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and the City Manager are authorized to execute the City’s Standard Agreement for Contract
Services with TMI Coatings, Inc for an amount of $ 25,770.00.
3. Funding for these services will be drawn from Account # 101 -43100.00-54010.01
