Dear Council Members,
I own the property located at 16353 Timber Crest Dr. in Prior Lake which has been included in
the Franklin Trail Project Assessment.
I attended the meeting on this matter on January 9 th, 2017 as well as the prior meeting which I
believe was in November. I believe you have heard from several of my neighbors regarding
how poorly and unfairly we were treated at that meeting so I won’t bore you with more of the
same. Suffice it to say I felt like our time was not valuable as well as manipulated and duped by
councilmen McGuire’s craftily worded motion to continue the hearing.
I am a tax payer and do support the City in maintaining its infrastructure. I can’t support being
assessed for a project that has no direct benefit to me or my property. As you know the Timber
Crest Park Streets are private and we as residents are currently paying into a reserve fund for
the future repairs of our streets/water/sewer.
We pay taxes just like our neighbors who front/live on Franklin Trail and who enjoy all the
services the City offers such as street maintenance, sweeping, plowing etc. We owners at
Timber Crest Park receive no such services and in fact pay monthly to contractors to provide
those services. I’m sure you can see how frustrating an unfair this seems to all of us !
Perhaps the City would like to consider allowing Timber Crest Park to dedicate our streets to
the City for all future maintenance and repairs. Then perhaps this assessment would seem
more plausible and fair.
I am requesting that the Counsil provide documentation showing this type of assessment falls
within its typical assessment policy and further provide an assessment roll or history showing
Associations that have been assessed in a similar situation in the past i.e. assessed even though
they did not front the improved project road.
I am further requesting that the City remove the Timber Crest Park neighborhood from
assessment for the Franklin Trial Project.
Unfortunately I will not be able to attend the February 13th meeting as I will be out of town but
will provide your response to this email to my neighbor who will be attending that meeting
along with many other owners from the community.

I am writing this letter to bring up my concerns about the road construction on Franklin Trail. It
is not fair to only charge the townhome owners. We are only using that side to enter and exit
from our home.
I would like to inform you that our family is financially not able to come up with extra money to
pay for the road construction.
Our financial situation is very tough and we live pay check to pay check.
We have three family members that are low income and work part time, which is just enough to
get by. On top of the mortgage and utility bills, we have medical bills and health expenses.
This is causing a lot of anxiety and worry about our finances.

Dear member of the counsel,
Recently, I was informed of the upcoming road construction project happening in the Franklin
Trail area. As a resident who lives on bluff heights trail, I have been further informed that my
neighborhood may be obligated to pay for nearly half of the road c onstruction project. There
are a few reasons why this concerns me.
First off, this is a large sum of money. Each home in the neighborhood will be expected to pay
anywhere from $ 1,500 to $3, 500. This is 2-3 times the amount I pay for my property tax.
Furthermore, Bluff heights trail SE, is privately owned by our association; each family in the
neighborhood already pays a monthly association fee. This means that when the time comes
for our direct road to be repaired, it would be coming out of our pockets and we would get no
financial assistance from the city. Lastly, this construction project is on a road that many
residents of Prior Lake and beyond use daily. Other direct beneficiaries from this project are
businesses in the area, i.e. New Market Bank, Velishis Auto Sales, and Park Nicollet clinic, and
homes on the east side of Franklin trail. They are being assessed zero for this project.
I please ask that you reconsider how you are funding this project because it’s a heavy financial
burden for one neighborhood to take on especially when they are benefiting perhaps even less
than other surrounding homes and businesses.

RE: Review of Franklin Trail/Park Nicollet Avenue Intersection
Dear Greg and Joshua,
I have reviewed the information provided, including the Feasibility Report and the Franklin Trail
and Park Nicollet Avenue Traffic Study dated January 4, 2017. I offer the following comments
and observations:
Under existing conditions, the intersection and all movements operate at acceptable
levels of service during both the a.m. and p.m. peak hours. The traffic study
includes year 2036 analysis based on a 1 percent yearly growth factor. Under 2036
conditions, the intersection and all movements operate at acceptable levels of
service during the a.m. peak hour. During the p.m. peak hour, the intersection and
all movements except the northbound left turn operate at acceptable levels of
service. The northbound left turn operates at level of service F during the p.m. peak
hour.
The traffic volumes at the Franklin Trail/Park Nicollet Avenue intersection do not
meet traffic signal or all-way stop volume warrants.
The traffic study indicates that future signalization of the T.H. 13/Franklin Trail
intersection will result in vehicle queues that will impact the Franklin Trail/Park
Nicollet Avenue intersection and the access points on the north side of Franklin Trail.
In addition, the project will include the development of turn lanes on Franklin Trail,
which will also impact the Franklin Trail/Park Nicollet Avenue intersection and the
access points on the north side.
Given the above points, making changes to the Franklin Trail/Park Nicollet Avenue
intersection is premature at this time. The intersection operates at acceptable levels
of service under existing conditions and is expected to operate poorly during only
one hour per day under year 2036 conditions. In addition, future changes to the
T.H. 13/Franklin Trail intersection will have impacts on the Franklin Trail/Park Nicollet
Avenue Intersection that are not fully known at this time.
Pedestrian movements across Franklin Trail can be accommodated with the
installation of a signed and striped crosswalk at the Franklin Trail/Park Nicollet
Avenue intersection.
