Re: Friendship Church Prior Lake Building Permit and Fees
Dear Mr. de Petra:
Thank you for your letter dated December 20, 2016 regarding improvements to Friendship Church. As
discussed with the building committee for the church last summer, improvements will trigger City fees
and water and sewer connection. The City encourages improvements of Friendship Church and will
work with the church during the construction process.
Your letter describes that currently the only 6.22 acres of church property is actively being used by the
church. The remainder of the property is wooded or is wetland. The City agrees that fees which are
charged should be charged for only the actively used property. The best mechanism to accomplish this
is to plat the property. The currently used property would be platted as a lot and the wooded area would
be platted as an outlot. Wetlands are automatically subtracted from any lot area for the purposes of fee
calculation so could be included in the lot area. Platting the property assures that in the future the
church is not charged again for these fees. This also assures that the un-used portion of the property
would then be charged if development of the unused property ever occurs.
In order to facilitate complete understanding of the platting process, a meeting between the City should
occur. Please coordinate this meeting with our City Planner, Jeff Matzke 952-447-9814.

RE: Friendship Church Prior Lake Building Permit and Fees
Dear Mr. Poppler,
During the summer, our building committee representatives met with you and Bob Hutchins to discuss the cost of
our proposed building project. First,we want to thank you and Bob for your time and explaining the city costs in
connecting to sewer and water. Our parcel is 18.61 deeded acres according to Scott County mapping records,
with all but 6.22 acres in wetlands and woods that cannot be used by the church.Attached is a map showing
approximately the area in use by the building and parking lots which is shown as 6.22 acres.
Friendship Church has been on this site since 1978 and with our proposed building project,we are considering
filling in the open middle area and remodeling other existing areas. There is no plan to develop the parcel further
—only to renovate and remodel our existing building.
We are requesting from the City of Prior Lake, consideration on an agreement pertaining to the applicable fees
and area as follows:
• To charge all applicable sewer and water trunk fees, applicable building permits for our project similar to
what is done on providing sewer and water to existing residential properties, including a waiver of park
dedication.
• To charge the trunk sewer and water fees on the reduced area that is currently being used and not on the
entire parcel. In the future, if the parcel was developed into other uses than a church such as residential
properties,then all development fees should be applicable.
• We would like to enter into an agreement that can be recorded on the property for the conditions that
we are requesting or what is agreed upon.
We understand that any agreement may need to be approved by the city council of Prior Lake. Please consider
our request and let us know your feedback on the next steps or if a meeting is in order.
