HomeMy WebLinkAbout02 27 2017 TH 13 and CH 21 Work Session Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL WORKSESSION REPORT MEETING DATE: FEBRUARY 27, 2017 PREPARED BY: LARRY POPPLER, CITY ENGINEER / INSPECTIONS DIRECTOR PRESENTED BY: TONY WINIECKI, SCOTT COUNTY LISA FREESE, SCOTT COUNTY LARRY POPPLER TOPIC: STATE HIGHWAY 13 AND COUNTY HIGHWAY 21 DISCUSSION: Introduction This work session will provide an opportunity for the County Board and City Council to get to know one another and begin discussions on the State Highway 13 and County Highway 21 project. For the benefit of everyone in attendance, this meeting will focus on the history of relevant studies and previous improvements. Also on the agenda is a reaffirmation of the g uiding principles for this project, and finally the process and timeline proposed for this project to identify areas to facilitate public input, respond to questions and concerns, explore alternatives and proceed with the project in accordance with the Scott County Transportation Improvement Program and City Capital Improvement Program. Given the interest in the project the city and county have moved this work session in the city council chambers. So that everyone can see and hear the information provided, we will be using the electronics in the room. W e will also be recording this session for cable cast on our government access channels. Copies of the Power- Point of the city/ county presentations are available at the entry table for reference purposes. History In 2005, a corridor study for County Highway 21 was concluded. This study pro- vided the framework for several projects which were completed after the study. Other studies were completed within the downtown area including a study of rea- lignment of County Highway 21 as well as a study of our south downtown roadway system. Current Circumstances More recently, Scott County applied for funding for improvements to State High- way 13 and County Highway 21. The application was approved and federal fund- ing is now programmed for this project for the year 2019. With federal pro- grammed, detailed design work must begin soon. Staff from Scott County and Prior Lake will present the history of studies and pro- jects within the Prior Lake downtown area. The agenda for the discussion in- cludes:  Regional Context of County Highway 21 and State Highway 13 2  County Highway 21 Corridor Study  County Highway 21 Realignment Study  Downtown South Study  Regional Application for Funding  Goals / Process / Milestones & Timeline  County Board and City Council Discussion A Project The County Board and City Council discussion will frame the guiding principles, pro- cess, and timeline for the project including the public involvement element of this improvement. Conclusion The State Highway 13 and County Highway 21 project is an important project for this community. It is important that both entities work together and with the public to deliver a quality project. The discussion this evening is the first step.
