CONSIDER APPROVAL OF A RESOLUTION APPOINTING AN INDIVIDUAL
TO SERVE ON THE ECONOMIC DEVELOPMENT AUTHORITY
Introduction
The City Council is asked to interview and then consider if it wishes to make an
appointment of an individual to serve on the Economic Development Authority
through December 31, 2022.
History
Michelle Choudek resigned from the EDA December 31, 2016. Applications
were solicited and four applications were received.
In accordance with the EDA bylaws, a screening committee consisting of the
Mayor Kirt Briggs, EDA Commissioner Dave Chromy and Annie Sheehan-
Kerber, Community Development Specialist Casey McCabe and myself inter-
viewed Jim Audas, Marie Boucher-Hoese, Lloyd Erbaugh and Ronald Martin.
The screening committee narrowed the field as directed in the bylaws to three
final applicants consisting of Jim Audas, Marie Boucher-Hoese and Lloyd
Erbaugh. The four candidates, Ron Martin was asked and agreed to serve on
the Economic Development Advisory Committee(EDAC).
Current Circumstances
Attached are the applications submitted by the Audas, Boucher-Hoese and
Erbaugh to support their candidacy to the EDA. The City Council will interview
all three candidates beginning at 6:15 p.m. on April 10, 2017 in the City Coun-
cil Chambers just prior to the City Council meeting.
The candidates should be afforded the opportunity at the onset to make a five-
minute presentation to the City Council regarding his/her qualifications and
reasons for seeking the EDA post.
Following this presentation, the City Council should ask questions of the can-
didates with respect to service on the EDA.
If, at the conclusion of the interviews, the Mayor and Council believe they have
sufficient information to proceed, it would be appropriate for the Mayor to make
the appointment and for the City Council to approve it if they concur as part of
agenda item 9A.
(If the Council desires, this item could be moved up on the agenda as a cour-

tesy to any who may be waiting.)
ISSUES: This appointment would be for the remainder of the six year EDA term which
expires on December 31, 2022. (Terms for councilmembers service on the
EDA are coterminous with their terms of office.) This appointment would return
the EDA to its full complement of three businesspersons/residents and two
councilors.
The EDA is presently composed of President Dave Chromy, Vice President
Zach Braid, Mayor Kirt Briggs and resident Annie Sheehan Kerber.
FINANCIAL
IMPACT:
There is no appreciable financial impact by appointing a person to fill the exist-
ing EDA opening. Per diems are budgeted and paid for EDA members.
ALTERNATIVES: 1. Adopt a resolution reflecting the Mayor’s appointment and the City Council
confirmation.
2. The City Council takes no action and provides direction to solicit additional
applicants.

A RESOLUTION APPOINTING _________ TO SERVE ON THE
CITY OF PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY (EDA)
Motion By: Second By:
WHEREAS, There is a vacancy on the EDA through December 31, 2022; and
WHEREAS, Notice of the vacancy was placed in the Prior Lake American, Newswire and
City Website and applications solicited for numerous weeks; and
WHEREAS,
Four applications were received and three candidates were selected for
consideration; and
WHEREAS, An interview of the remaining candidates was conducted by the EDA Selection
Committee; and
WHEREAS, The City Council further interviewed the candidate.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. That the following individual is hereby appointed by the Mayor and affirmed by the City Council
to fill the following term:
