Subject: Re: 2017 COMMUNITY SURVEY TOPICS
Hi Frank,
A couple ideas.
1.) In many communities, cities partner with other cities, to provide infrastructure such as water, sewer to
reduce cost. Do you support the city of prior lake partnering with local cities and communities, including the
SMSC, in infrastructure projects to reduce costs and reduce debt incurred by the city of prior lake?
2.) Do you support Scott County's proposed plan to put a median on County road 21, closing the full access to
main street, thus dividing main street into 2 separate sections and making a downtown north and a downtown
south?
Let me know your thoughts when you can.

DELETIONS
1. PY Delete "Don't Know/Refused" to Question #3 and others. Don't allow this
option.
2. 1 would avoid technical questions such as:
a. What do you think of tax increment financing?
i. I don't believe the average taxpayer understands this concept.
b. How much additional money are you willing to pay?
c. Keep the questions simple and general. As a policymaker I want general
direction, I don't think I can get good specifics from a survey.
3. PY Delete#7
4. PY Delete#8
5. PY Delete#21, #39, #57 (replace with #7 above)
6. PY Delete#22, #40, #58 (replace with #8 above)

8. PY Delete#82 -#83
9. PY Delete#85
10. PY Delete #88 -#90
11. PY#91 delete use of the word ONLY, instead of ONLY FAIR just make it FAIR
12. PY#94 use of CASINO is comparatively leading with the other vague options.
We should consider other words to describe this area of our city. It's more than a
CASINO. ENTERTAINMENT DISTRICT?
13. PY#98 -#104 -These are all priorities and I'm not sure I understand how
responses to these questions help shape our decision-making.
14. PY#105 and #106 We should structure these questions differently because I
don't feel like we get much direction from the answers other than 40 and 52%
say no. Perhaps:
a. What types of development would you like to see?
b. What types of development would you not like to see?
15. PY#107 change to: Would you like to participate in the zoning and land-use
decision making process?
a. Whether they feel they have adequate opportunity they DO have
adequate opportunity to participate. I'm curious if they WANT to.
16. Comment: #108 Wow. If this is the case why would we invest in mass
transportation options?
17. PY Delete#112 -#120 We are doing well in this area. Let's skip these particular
questions in 2017. 1 don't see us making decisions where we would reference
this information.
18. PY#127 -#136 Replace with: Where do you garner most of your information
about city operations? Prior Lake American, Wavelength, etc.
19. PY#137 -#138 We did excellent in 2014. If nothing has changed let's remove
these.
20. PY#144 This question does not assist with my decision making.
21. PY#146 Regarding your financial situation, do you have excess disposable
income, yes or no?
22. PY#148 This question does not assist with my decision making.

recreation, a trail system and two swimming beaches. For each of
the following facilities, first, tell me if you or members of your
