Call to Order The meeting was called to order at 7:30 a.m. in the WagonBridge Conference Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Jeff Petschl, Kim Prchal, Stephanie Carroll, Thane Tande, Bill Henry, Ron Martin and Chamber Liaison Sandi Fleck. Staff present: Casey McCabe. Guest present: Dave Chromy. 2. Approval of Meeting Minutes a. February 23, 2017 MOTION BY PRCHAL and SECOND BY HENRY to approve the February 23, 2017 meeting minutes. Motion adopted unanimously. 3. Old Business a. EDAC Commercial Area Liaison EDA Report EDAC Members: discussed the number of completed visits and the need to complete a commercial area liaison report for the EDA. The EDAC had a goal of contacting every brick and mortar business in 2016. All committee members who have not entered their business visits into Dropbox should do so as soon as possible to allow a report to be completed for the EDA. Erbaugh: stated he had completed some visits in the Commerce Avenue and South Lake Village areas and he will enter those visits in Dropbox. Mr. Erbaugh also informed the committee that Ms. Rosenfeld cannot assist with the Commercial Area Liaison visits. EDAC Members: would like the EDA report to include a recommendation to continue the program; increase the focus on the liaison relationship with their commercial area; and a recommendation to follow up in 2017 with all of the brick and mortar businesses that were not contacted in 2016. 4. New Business a. Commercial & Industrial Demand Analysis (verbal report) McCabe: provided a summary of the Scott County Commercial and Industrial Demand report completed by Maxfield Research, specifically related to the identified demand for retail, office and industrial growth projected for Prior Lake through 2040. b. Discussion with Dave Elbon, Communications Coordinator Dave Elbon, Communications Coordinator for the City of Prior Lake, attended the meeting to discuss opportunities for the EDAC to communicate with Prior Lake’s businesses, to gather business comments and to promote their respective commercial liaison areas. Mr. Elbon stated that the EDAC could have their own Facebook page, separate from the City of Prior Lake page, with multiple groups. Mr. Elbon commented on the city’s use of Facebook, Twitter, Next Door and other social media programs and offered to assist the EDAC where appropriate. c. City of Prior Lake Promotional Video EDAC Members: reviewed a promotional video prepared by the City of Jordan, MN as requested by the EDA. The EDAC found value in a similar video for the City of Prior Lake which focused on business development over residential development. The EDAC further recommended finding a partner, such as the Chamber, SMSC, RiverSouth, etc. to coordinate efforts on this project. 5. Other Business a. EDA Meeting Update McCabe: provided a summary of the March 20, 2017 EDA meeting which included the following agenda items: ➢ EDA 2017 Revenue & Expenditure Report (2/28/17) ➢ EDAC Member Appointment ➢ EDA 2016 Revenue & Expenditure Report (Y/E 12/31/16) ➢ EDA 2017 Budget – EDA Tax Levy ➢ Schedule and Set Agenda for Joint City Council/EDA Meeting ➢ Tax Abatement Inquiry ➢ City of Prior Lake Promotional Video b. Staff Update None. c. Residential and Commercial Activity Update EDAC Members: received a copy of the residential and commercial activity update as of February 28, 2017. d. Member Ideas/Recommendations A summary of the Mayor’s Town Hall Forum related to communication was shared with the committee. 6. Next Meeting Date. PREPARED BY: Casey McCabe, Community Development Specialist AGENDA ITEM: EDAC COMMERCIAL AREA LIAISON EDA REPORT DISCUSSION: Introduction The purpose of this agenda item is to provide direction to staff to finalize the commercial area liaison report to the EDA. History One of the committee’s duties outlined in the EDAC Bylaws is, “To serve as a liaison between city government and the community through interaction with business leaders and community residents.” To help accomplish this, the EDAC has previously assigned some of its members to act as a liaison to five specific commercial and industrial areas of the community. The role of the EDAC liaison is to help communicate City and EDAC activities with business owners and provide an additional point of contact for their questions and concerns. Conclusion Staff has prepared a DRAFT report, which is attached for committee review and comment. Staff is requesting committee member assistance to provide additional information for each commercial area, identify successes or accomplishments that resulted from the visits a nd to refine the recom- mendations. Draft EDAC Commercial Area Liaison Report Economic Development Advisory Committee (EDAC) Commercial Area Liaison Program Prepared By: City of Prior Lake Economic Development Advisory Committee (EDAC) April 2017 Prepared For: City of Prior Lake Economic Development Authority (EDA) 4646 DAKOTA STREET SE PRIOR LAKE, MN 55372 952-447-9815 cmccabe@cityofpriorlake.com INTRODUCTION This report was prepared by the City of Prior Lake Economic Development Advisory Committee (EDAC). The information within this report is intended to provide the Economic Development Authority (EDA) with a summary of the EDAC Commercial Area Liaison program and the program activity in 2016. Business attraction, business incubation and business retention have been identified by the EDA as important components of Prior Lake’s Economic Development strategy. While the EDAC does not conduct traditional Business Retention & Expansion (BR&E) visits, the committee does take its business retention goals seriously and feels regular contact with business owners is very important to the city’s business retention efforts. The EDAC has found the commercial area liaison program to be a valuable economic development tool. The program can improve the perception of the city’s support for businesses and provides city staff with the necessary information to recommend ordinance amendments and policies to address businesses concerns. EDAC OVERVIEW The City of Prior Lake Economic Advisory Committee is a committee of non-government volunteers. The committee’s purpose is to serve as a liaison between city government and the community. The EDAC is an advisory committee, which means they are a non-decision making committee, however, the EDAC does report directly to the Economic Development Authority (EDA), which in turn reports directly to the City Council. The EDAC Commercial Area Liaison team is made up of community business leaders and residents with a broad background. Committee member experience allows the EDAC and Prior Lake businesses to benefit from a wide range of resources, perspectives and ideas. COMMERCIAL AREA LIAISON HISTORY One of the committee’s duties outlined in the EDAC Bylaws is, “To serve as a liaison between city government and the community through interaction with business leaders and community residents.” In order to help accomplish this, the EDAC assigned some of its members to act as a liaison to five specific commercial and industrial areas of the community. The role of the EDAC liaison is to demonstrate support for local businesses; to help communicate City and EDAC activities with business owners and to provide an additional point of contact for their questions and concerns. The 2016 EDAC commercial areas and EDAC liaisons were: ➢ Downtown Area – Erbaugh / Prchal ➢ Deerfield Business Park / Welcome Avenue Industrial Area – Henry / Choudek ➢ Commerce Avenue / Fountain Hills Area – Larson / Tande ➢ Village Commerce / South Lake Village Area – Carroll ➢ Gateway Area – Mahoney LIAISON RESPONSIBILITIES Each commercial area liaison is responsible for compiling a list of all the businesses in their area, along with contact information. The committee intends to update this information once per year. Face-to-face interaction is preferred; however, telephone contact and email contact may suffice. One of the EDAC’s goals for 2016 is to, “Utilize the EDAC Commercial Liaison Program to contact every brick & mortar Prior Lake business at least once during the year.” Some of the businesses require more attention, once a year is sufficient for others while a few prefer to not be contacted. EDAC members make note of the preferred contact method and desired frequency of contacts. EDAC members have been provided with handouts and are encouraged to become familiar with the tools available (Scott County GIS, First Stop Shop website, city maps, contact information, etc.) so they can pass along this information when visiting businesses. DOWNTOWN AREA 2016 EDAC Liaisons – Lloyd Erbaugh and Kim Prchal Forty-four business visits were completed in the downtown area in 2016. Downtown businesses were generally happy that the EDAC liaison reached out the them and they were interested in what the City of Prior Lake and EDAC could do to assist their businesses. Many of the businesses were happy to know they had a point of contact with the city. DEERFIELD BUSINESS PARK / WELCOME AVENUE INDUSTRIAL AREA 2016 EDAC Liaisons – Bill Henry & Michelle Choudek 26 business visits were conducted in the Deerfield Business Park / Welcome Avenue Industrial Park area in 2016. The EDAC liaison attempted to contact an additional 20 businesses to schedule a business visit but was either unsuccessful in contacting the business or the business was not interested in a visit. The Deerfield/Welcome businesses were mostly appreciative of the contact but some were not interested and preferred to go on with their business without intrusion from the city. The Deerfield/Welcome area visits resulted in two follow-up visits involving business owners, EDAC members and City staff. These additional visits allowed business owners to formalize their requests of the city as a group, which staff then considered and action taken. An example of the follow-up action items that came from these meetings is attached to this report as Exhibit A. COMMERCE AVENUE / FOUNTAIN HILLS AREA 2016 EDAC Liaison – Wade Larson & Thane Tande Nine businesses were contacted in the Commerce Avenue / Fountain Hills commercial area in 2016. VILLAGE COMMERCE / SOUTH LAKE VILLAGE AREA 2016 EDAC Liaison – Stephanie Carroll Eight businesses were contacted in the Village Commerce / South Lake Village commercial area in 2016. GATEWAY AREA 2016 EDAC Liaison – Jim Mahoney Jim completed 36 business visits in the Gateway commercial area during 2016. The overall response was very positive and the businesses appreciated that the city was making the effort to reach out to them. The business representatives in the Gateway area did not express any major issues to the commercial liaison, however, with more visits the business representatives may let me know about any of their thoughts or concerns. RECOMMENDATIONS ➢ The EDAC commercial area liaison program should continue and this business retention effort should be the primary mission of the committee. ➢ Committee members should continue to develop meaningful relationships with business owners. ➢ As the commercial visit process is refined, the committee will improve their communications with businesses. The committee will continue to provide value to the businesses and the City of Prior Lake. ➢ EDAC will focus on small group meetings within their commercial areas as an effective way to improve business/city relations, increase communication, provide a greater sense of community within the commercial areas and identify action items for business and city to accomplish. EXHIBIT A DEERFIELD BUSINESS PARK / WELCOME AVENUE INDUSTRIAL PARK FOLLOW-UP ITEMS ➢ Access – Property owners requested staff evaluate Deerfield Business Park access from eastbound CH21 into the business park via Adelmann Street. Business owners expressed concern over the narrow southbound lane on Adelmann Street. (COMPLETED) The City of Prior Lake Traffic & Safety Committee evaluated this request. The Traffic & Safety Committee did not support the elimination of the right turn lane on Adelmann. Instead, the committee favored re-striping Adelmann Street to widen the southbound lane and decrease the width of both turn lanes. The re-striping project has been completed to provide the maximum width on the southbound lane while maintaining an adequate width to ensure safety and proper turning movements for both northbound turn lanes. ➢ Stop Sign – Property owners requested a stop sign be installed on Industrial Lane at the intersection with Adelmann Street. (COMPLETED) The City of Prior Lake Traffic & Safety Committee evaluated this request and recommended a stop sign be installed at this location. The stop sign has been installed. ➢ Signage – Property owners requested off-premises signage along CH21. (COMPLETED) City staff drafted an amendment to the Sign Ordinance which was approved by the City Council on December 12, 2016. The ordinance allows property owners to add business identification signage to a new sign-type, referred to as “Off-Premises Advertising Sign”. City staff worked with the Deerfield/Welcome Avenue property owners to ensure the proposed ordinance language met their needs; to evaluate whether or not the property owners wished to pursue a sign; and also worked with the City Attorney to ensure the ordinance amendments comply with state and federal regulations. ➢ Business Association Documents – Property owners discussed the formation of an association and requested city staff provide a template for the formation of a business association. (COMPLETED) City staff has provided Michelle Choudek with association bylaw templates for the formation of a business association. The property owners felt that acting as a Deerfield/Welcome business association would be more effective than acting as individual property owners related to group signage, commenting on future transportation improvements (Revere Ave.), future ordinance amendments related to commercial/industrial property and would provide a good means of communication between all property owners. ➢ Emergency Vehicle Response at Adelmann Building (17178-17182) – Property owners requested staff evaluate public safety emergency response at this building due to fencing and tight turning movements at the rear of the property. (COMPLETED) City staff asked the Fire Chief to evaluate access around the building. The Fire Chief visited the property and considered the site to provide reasonable access. The Fire Chief commented that there are few properties that provide 360-degree access. The Prior Lake Fire Department is also equipped with equipment to access restricted areas in the event of an emergency (i.e. removal of a fence or entry through wall, roof, door, etc.) ➢ Property Valuations – some property owners expressed concerns that the Scott County estimated market valuations of their property were too high. (COMPLETED) City staff met with the property owners who expressed this concern and provided information related to the property reevaluation process. The property owners indicated they have attempted to get their properties reevaluated in the past and were not pleased with the process. The property owners felt this should be addressed by individual businesses if they would like their property reevaluated, not as an entire business park. City staff contacted the Scott County Assessor to discuss other reevaluation options. Michael Thompson, the Scott County Assessor / Property & Taxation Services Manager, offered to meet with a small group of businesses and/or meet with individual businesses at their request. Mr. Thompson can be reached at (952) 496-8972 or mthompson@co.scott.mn.us. ➢ Adelmann Building Turning Movements (17178-17182) – Owners of this property expressed concerns about driveway access, turning movements at the rear of the property near the outdoor storage area and the city trail used to access the stormwater pond. (COMPLETED) City staff discussed a potential shared driveway (2nd access) with the developers of the adjacent property to the west. Because of the building alignment, security fencing and grade issues between the two properties, the property owner to the west was not in favor of a joint access. City staff had previously discussed the property owner request to relocate the trail from the east side of the building to the west side. The City would be open to this option but would require an unrestricted paved access be provided for city maintenance vehicles. This option would result in additional costs for the property owners and did not seem to be a valid option at this time. ➢ Parking on Revere Avenue – Property owners expressed concern about Cleary Lake Regional Park visitors parking their vehicles on the east shoulder of Revere Avenue. (UNKNOWN) Property owners indicated they will be submitting a written request to Scott County for ‘no parking’ signs to be installed along the east shoulder of Revere Avenue near the CH21/Revere Ave. intersection.
