Introduction The purpose of this agenda item is to accept the proposals for professional ser- vices related to construction testing for the 2017 Reconstruction Improvement Projects #TRN17-000002, TRN17-000003, TRN17-000004, TRN17-000005. History The City received bids for the 2017 Reconstruction Improvement Projects on May 11, 2017. At the May 22, 2017 meeting the City Council is considering a resolution accepting the bids and awarding the construction contract to Geislinger and Sons, Inc. out of Watkins, Minnesota. Construction is anticipated to start in June with substantial completion in November 2017. The project includes storm sewer, sanitary sewer, water main, concrete sidewalk, concrete curb and gutter, aggregate base, bituminous surfacing, and appurtenant work. The improvements require construction testing of new City infrastructure. Current Circumstances Before you tonight is an authorization for construction testing for the 2017 Recon- struction Improvement Projects #TRN17-000002, TRN17-000003, TRN17- 000004, TRN17-000005. Construction testing includes testing of soils for density compaction, concrete strength and materials testing, and bituminous compaction and materials testing. Staff has requested proposals from four firms for construction testing, they include: American Engineering Testing, Element Materials Technology, Braun Intertec and Northern Technologies, Inc. We received proposals from three of the four com- panies that were provided a request for proposal. Each of these firms has a pos- itive history of construction testing in Prior Lake. The results are tabulated below: 2 FIRM NAME BASE PRICE Element $38,517.00 Northern Technologies, Inc. $52,156.00 Braun Intertec $59,821.00 The proposals received were each reviewed using an estimated construction test- ing estimate. The number of tests actually performed could be less than the esti- mate or could exceed the estimate. For the purposes of evaluation, the consultant provided a unit price for each item listed in the estimated construction testing es- timate. The results were analyzed and City Staff is recommending that Element Materials Technology be selected to perform the construction testing for the City of Prior Lake. Conclusion With award of the construction contract and anticipated start of construction in June 2017, testing will be needed for the project. ISSUES: Construction materials testing requires specific field testing and lab equipment and must be done by or under the supervision of a registered professional engi- neer and thus qualifies as a professional service. The City of Prior Lake is not equipped to perform construction testing for these projects. FINANCIAL IMPACT: The testing for this project will be funded through various funding sources as cal- culated in the project support costs analysis and preliminary project funding table. The final project funding will be determined after substantial completion of the construction activities and after the assessment hearing. ALTERNATIVES: 1.Approve a resolution as part of the consent agenda accepting proposals and authorizing Element Materials Technology to provide construction testing for the 2017 Reconstruction Improvement Projects. 2.Remove this item from the consent agenda for additional discussion. Motion By: Second By: WHEREAS, Construction testing is a necessary service needed to properly install City infrastructure; and, WHEREAS, Construction testing is needed for the 2017 Reconstruction Improvement Projects, #TRN17-000002, TRN17-000003, TRN17-000004, TRN17-000005; and, WHEREAS, The City does not have the equipment or expertise to provide these services; and WHEREAS, The City solicited and evaluated proposals from qualified firms to provide construction testing for the 2017 Reconstruction Improvement Projects. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1.The recitals set forth above are incorporated herein. 2.Element Materials Technology is hereby selected to provide Construction Testing Services for the 2017 Reconstruction Improvement Projects for a base price in the amount of $38,517.00 and the unit pricing rates shown in the proposal and attached to the City’s Standard Professional Services Contract. 3.The Mayor and City Manager are authorized to execute the City’s Standard Professional Services Contract on behalf of the City. 4.Funding for these engineering services will be drawn from the Construction Fund Account #501-43500.00-55050.00 TRN17-000002, TRN17-000003, TRN17-000004, TRN17-000005.
