HomeMy WebLinkAbout5O Water Softener ReportPhone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: MAY 22, 2017 AGENDA #: 5O PREPARED BY: JAKE THEISEN, MAINTENANCE SUPERINTENDENT PRESENTED BY: JAKE THEISEN AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY’S STANDARDIZED CONSTRUCTION CONTRACT FOR THE PURCHASE AND INSTALL ATION OF WATER SOFTENERS FOR POLICE STATION AND CITY HALL DISCUSSION: Introduction The purpose of this agenda item is to seek City Council authorization to enter into the City’s standardized contract for the purchase and installation of water softeners for the Police Department and City Hall History Each year the City Council adopts the Capital Facilities Fund (CFF) which involves various improvement projects. This project falls within this funding. When City Hall and the Police Station were built, water softeners were not installed. Over the years the hardness has affected toilet valves, fixtures, and coffee pots at a cost of several thousand dollars per year. The higher cost for the water softener equipment is due to the 3” copper water services that were installed in the buildings in order to attain proper flow rates. Due to these larger sized services, more specialized equipment needs to be purchased. There is a 15-20 year lifespan on the softener equipment that will be installed. Current Circumstances There were two quotes received for the water softeners and installation and the quotes are listed in the table. Company Name Price Tri County Water Conditioning $21,380 Hill Soft Water $27,023 Tri County Water Conditioning have installed and maintained water softeners in other city facilities. They are a local company with same day service and experience with them has been excellent. Conclusion Staff is recommending that City Council accept the quotes and award the project to Tri County Water Conditioning and approve the resolution to 2 authorize the execution of the City’s Standardized Contract for installation of water softeners at City Hall and the Police Station. ISSUES: The City does not have the resources or the equipment to complete the installation of the new water softeners in the Police Station or in City Hall. The quotes do include securing permits for this purpose. In retrospect, considering the magnitude of the city hall and police station construction projects, softeners should have been installed. FINANCIAL IMPACT: Funding for this project will be taken from account # 440-41940.00- 55570.00 and 440-42100.00-55570.00. ALTERNATIVES: 1.Motion and a second as part of the consent agenda to adopt a resolution accepting the quotes and authorizing the Mayor and City Manager to execute the City’s Standardized Construction Contract with Tri County Water Conditioning for the water softener purchase and installation at the Police Station and City Hall 2.Motion and second to remove this item from the consent agenda for additional discussion. RECOMMENDED MOTION: Alternative #1 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 17-___ A RESOLUTION ACCEPTING QUOTES AND AUTHORIZING THE EXECUTION OF THE CITY’S STANDARD CONSTRUCTION CONTRACT FOR THE PURCHASE AND INSTALLATION OF WATER SOFTENERS FOR THE POLICE STATION AND CITY HALL Motion By: Second By: WHEREAS, Water Softeners were not installed when the Police Station and City Hall buildings were originally constructed; and WHEREAS, Thousands of dollars have been spent on maintenance issues due to hard water issues; and WHEREAS, The City received 2 proposals from qualified water softner vendors Company Name Proposal Tri County Water Conditioning $21,380 Hill Soft Water $27,023 and; WHEREAS, Tri County Water Conditioning is a local qualified vendor and has experience in working at City of Prior Lake facilities, and: WHEREAS, City Staff recommends the award of the City’s Standard Construction Contract to Tri County Water Conditioning for the purchase and installation of water softeners at the Police Station and City Hall NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1.The recitals set forth above are incorporated herein. 2.The Mayor and City manager are authorized to execute the City’s Standardized Construction Contract with Tri County Water Conditioning for an amount of $21,380 3.Funding for this project with be drawn from 440-41940.00-55570.00 and 440-42100.00-55570.00.
