Call to Order The meeting was called to order at 7:30 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Jeff Petschl, Stephanie Carroll, Bill Henry, Ron Martin, Trisha Rosenfeld, Jim Mahoney, Wade Larson, EDA Liaison Kirt Briggs and Chamber Liaison Sandi Fleck. Staff present: Casey McCabe. Guest present: Marie Boucher-Hoese and Christin Boecker. 2. Approval of Meeting Minutes a. March 23, 2017 MOTION BY HENRY and SECOND BY PETSCHL to approve the March 23, 2017 meeting minutes. Motion adopted unanimously. 3. Old Business a. EDAC Commercial Area Liaison Update EDAC Members: reviewed a draft commercial area liaison report which will be presented to the EDA when completed. EDAC members were asked to provide additional information for each of their commercial areas to be included in the report and to provide two or three bullet points to be used as ‘trackers’ for future visits. Henry: asked that the CH21/Revere Ave. petition to encourage a full signalized intersection at that location be added to the Deerfield/Welcome Avenue section. Carroll: commented that she and Martin conducted additional visits in the South Lake Village area. Petschl: offered to update the EDAC flyer. EDAC Members: discussed the proposed construction projects at the intersection of Duluth Ave and Hwy 13. EDAC members requested information that can be shared with the businesses in the area so they are aware of the proposed construction activities and timeline. 4. New Business a. Christin Boecker, Open to Business Boecker: provided an overview of the Open to Business program, detailed the services and funding options available through the program and handed out business cards and pamphlets. Erbaugh: suggested the EDAC Marketing Subcommittee may be able to assist in the promotion of the Open to Business program in Prior Lake. 5. Other Business a. EDA Meeting Update McCabe: provided a summary of the April 17, 2017 EDA meeting which included the following agenda items: ➢ EDA Revenue & Expenditure Report (3/31/17) ➢ Development Update (3/31/2017) ➢ EDA Goals ➢ Joint EDA / City Council Meeting ➢ Joint EDA / Planning Commission Meeting ➢ Technology Village Update – Business Challenge ➢ Technology Village Phase II.4 Business Plan ➢ Appointment of Assistant Treasurer ➢ EDA Meeting Date Change – August 2017 b. Staff Update None. c. Residential and Commercial Activity Update EDAC Members: received a copy of the residential and commercial activity update as of March 31, 2017. d. PREPARED BY: Casey McCabe, Community Development Director AGENDA ITEM: EDAC COMMERCIAL AREA LIAISON EDA REPORT DISCUSSION: Introduction The purpose of this agenda item is to provide direction to staff to finalize the commercial area liaison report to the EDA. History One of the committee’s duties outlined in the EDAC Bylaws is, “To serve as a liaison between city government and the community through interaction with business leaders and community residents.” To help accomplish this, the EDAC has previously assigned some of its members to act as a liaison to five specific commercial and industrial areas of the community. The role of the EDAC liaison is to help communicate City and EDAC activities with business owners and provide an additional point of contact for their questions and concerns. Current Circumstances In lieu of a written report, city staff has prepared a DRAFT PowerPoint presentation for the EDA. The draft presentation is attached for committee review and comment and will be reviewed at the May 25th meeting. Conclusion Staff is requesting committee member assistance to provide additional information for the commer- cial areas, identify successes or accomplishments that resulted from the visits and to refine the recommendations. FINANCIAL IMPACT: None. ALTERNATIVES: RECOMMENDED MOTION: ATTACHMENT: 1. Motion and Second to approve the Commercial Area Liaison program report presentation as proposed, or as may be further amended by the EDAC, and direct staff to present the report to the EDA. 2. Draft EDAC Commercial Area Liaison Presentation CITY OF PRIOR LAKE ECONOMIC DEVELOPMENT AUTHORITY JUNE 19, 2017 EDAC OVERVIEW The Economic Advisory Committee (EDAC) is a committee of non-government volunteers who serve as an advisory committee to the EDA. EDAC duties and responsibilities include: Serve as a liaison between city government and the community through interaction with business leaders and community residents. As requested, review and comment on Economic Development and redevelopment policies to the EDA or staff. Make recommendations to the EDA or staff regarding Economic Development issues, strategy development and implementation and other initiatives that can be undertaken by the EDA to expand and strengthen business retention & expansion. In conjunction with EDA members or staff, introduce potential or new business representatives to others in the community. BUSINESS RETENTION & EXPANSION Business attraction, business incubation and business retention have been identified by the EDA as important components of Prior Lake’s Economic Development strategy. The EDAC takes its business retention goals seriously. Regular contact with business owners is very important to the city’s business retention efforts. The EDAC has found the commercial area liaison program to be a valuable economic development tool. The program can improve the perception of the city’s support for businesses and provides city staff with the necessary information to recommend ordinance amendments and policies to address businesses concerns. COMMERCIAL LIAISON PROGRAM To help accomplish the duties outlined in the Bylaws, the EDAC assigned its members to act as a liaison to five specific commercial and industrial areas of the community. The Commercial Area Liaison team is made up of community business leaders and residents with a broad background. Committee member experience allows the EDAC and PL businesses to benefit from a wide range of resources, perspectives and ideas. The role of the EDAC liaison is to: Demonstrate support for local businesses; Help communicate City and EDAC activities with business owners; and Provide an additional point of contact for questions and concerns. LIAISON RESPONSIBILITIES One of the EDAC’s goals for 2017 is: “Expand upon the Commercial Area Liaison program with increased outreach by scheduling small group discussions or workshops with targeted areas of the business community to; (i) clearly communicate information to business owners; (ii) ensure material about planned or proposed projects is easily accessible; (iii) listen and report on business concerns; and (iv) provide an opportunity for business owners to engage in a constructive conversation about the future of Prior Lake.” Each commercial area liaison will compile a list of all the businesses and contact information for their area. Face-to-face interaction is preferred; however, telephone and email contact is acceptable. DOWNTOWN AREA 2016 EDAC Liaisons –Lloyd Erbaugh and Kim Prchal 44 business visits completed in the downtown area in 2016. Businesses were generally happy that the EDAC liaison reached out the them. Interest in what the City of Prior Lake and EDAC could do to assist their businesses. Many businesses were happy to know they had a point of contact with the city. DEERFIELD BUSINESS PARK / WELCOME AVENUE INDUSTRIAL AREA 2016 EDAC Liaisons –Bill Henry & Michelle Choudek 26 business visits were conducted in 2016. An additional 20 businesses visits were attempted but contact was unsuccessful. Businesses were mostly appreciative of the contact. Some were not interested and preferred no intrusion from the city. Two follow-up visits involving business owners, EDAC members and City staff to formalize requests of the city, which staff/EDAC then considered and took action. DEERFIELD/WELCOME ACTION ITEMS Adelmann St. Access –Re-striping Adelmann @ 21 to widen the s-bound lane. Stop Sign –Installed on Industrial Lane at the intersection with Adelmann St. Signage –CC approved an amendment to the Sign Ordinance which allows property owners to add business identification signs to new sign type. Business Association Documents –Provided association bylaw templates for the formation of a Deerfield/Welcome business association. Evaluated emergency vehicle turning movements at a building on Adelmann. Property Valuations –Some property owners expressed concerns that the Scott County EMV of their property were too high. Staff contacted the County Assessor to discuss reevaluation options and provided that information to the businesses. Parking on Revere Avenue –Property owners indicated they will be submitting a written request to Scott County for ‘no parking’ signs to be installed along the east shoulder of Revere Avenue near the CH21/Revere Ave. intersection. CH21/Revere Ave. petition to encourage a full signalized intersection at that location. COMMERCE AVENUE / FOUNTAIN HILLS AREA 2016 EDAC Liaisons – Wade Larson & Thane Tande 75 commercial contacts in 2016. Common theme: traffic concerns related to Commerce Ave. & access to/from CH42. Concern about traffic impacts related to child care center; fear of accidents with impatient drivers in this concentrated area. VILLAGE COMMERCE / SOUTH LAKE VILLAGE AREA 2016 EDAC Liaison – Stephanie Carroll 8 businesses were contacted in 2016.  GATEWAY AREA 2016 EDAC Liaison –Jim Mahoney 36 business visits completed in 2016. Overall response was positive. Businesses appreciated that the city was making the effort to reach out to them. Business representatives in the Gateway area did not express any major issues. RECOMMENDATIONS The commercial area liaison program should continue and this business retention effort should be the primary mission of the EDAC. Committee members should continue to develop meaningful relationships with business owners. As the commercial visit process is refined, the EDAC will improve their communications with businesses. The committee will continue to provide value to the businesses and the City of Prior Lake. EDAC will focus on small group meetings within their commercial areas as an effective way to improve business/city relations, increase communication, provide a greater sense of community within the commercial areas and identify action items for business and city to accomplish. In 2017, EDAC members will attempt to contact all brick and mortar businesses not contacted in 2016.
