Following the presentation, the Planning Commissioners will join the Council for a joint meeting related to the 2040 Comprehensive Plan Update. TOPICS: Life Cycle Housing Housing demand has been a topic of discussion in Scott County for some time now. With the November 2016 release of the Scott County Housing Needs Study from Maxfield Research and current efforts related to the 2040 Comprehensive Plan Updates, now is a great time to discuss life cycle housing and how it relates to the comprehensive plan in Prior Lake. 2040 Comprehensive Plan Update State law requires all municipalities in the 7-county metropolitan area update their Comprehensive Plans at least every 10 years; The City has hired Bolton & Menk, Inc. to prepare the Land Use and Housing Chapters of the Comprehensive Plan. Local plans must align with the Metropolitan Council’s regional system plans related to highways, transit, airports, wastewater services, parks and open space. CONCLUSION: The first half of the work session will include a community specific and interactive look at how different life stages, resident employment, and jobs in our community compare to current and projected housing needs. The second half of the work session will be a joint meeting with the Planning Commission to review preliminary drafts of the Land Use and Housing elements of the Comprehensive Plan. Bolton & Menk and City staff will have a short presentation. Issues to be discussed include: ➢ Revised Transitional Town Center boundaries ➢ Planned Use designation on CSAH 42 ➢ Need for Commercial and Industrial land ➢ Planning for the City’s affordable housing allocation
