AND AUTHORIZING ELEMENT MATERIALS TECHNOLOGY TO PROVIDE
SOIL BORINGS/TESTING FOR THE 2018 RECONSTRUCTION PROJECTS
FEASIBILITY REPORTS.
DISCUSSION: Introduction
The purpose of this agenda item is to accept the proposals for professional ser-
vices related to the Feasibility Reports for the 2018 Reconstruction Improvement
Projects.
History
At the May 8, 2017 meeting the City Council ordered the preparation of feasibility
reports for the Pershing St., Dunkirk Ave., Dutch Ave., Roanoke St., Spring St.,
Green Heights Trail, Park Avenue, Franklin Trail, Woodside Rd., Huron St., Wild-
wood Cir., and Santee Circle.
The project includes the evaluation of storm sewer, sanitary sewer, water main,
concrete sidewalk, concrete curb and gutter, aggregate base, bituminous surfac-
ing, and appurtenant work.
Current Circumstances
Before you tonight is an authorization for soil borings and sampling for the 2018
Reconstruction Projects. Soil boring and sampling includes testing of soils for
particle size distribution, water content and organic content tests.
Staff has requested proposals from four firms for construction testing, they include:
American Engineering Testing, Element Materials Technology, Braun Intertec and
Northern Technologies, Inc. We received proposals from three of the four com-
panies that were provided a request for proposal. Each of these firms has a pos-
itive history of providing soil borings and testing in Prior Lake. The results are
tabulated below:

The proposals received were each reviewed using an estimated number of 22 soil
borings and overall depth of 333 lineal feet. For the purposes of evaluation, the
consultant also provided a price per lineal foot for additional drilling depth. The
results were analyzed and City Staff is recommending that Element Materials
Technology be selected to perform soil borings for the City of Prior Lake.
Conclusion
With the authorization to prepare the 2018 road reconstruction feasibility reports,
soil borings and testing are needed to determine road section designs for each
reconstruction area.
ISSUES: Soil borings and testing requires specific field and lab equipment and must be
done by or under the supervision of a registered professional engineer and thus
qualifies as a professional service. The City of Prior Lake is not equipped to per-
form soil borings and testing for these projects.
FINANCIAL
IMPACT:
The testing for this project will be funded through various funding sources as cal-
culated in the project support costs analysis and preliminary project funding table
in the capital improvement program. The final project funding will be determined
after substantial completion of the construction activities and after the assessment
hearing.
ALTERNATIVES: 1. Approve a resolution accepting proposals and authorizing Element Materials
Technology to provide soil borings and testing for the 2018 Reconstruction
Feasibility Reports as part of the consent agenda.
2. Remove from the consent agenda for further discussion.

A RESOLUTION ACCEPTING PROPOSALS AND AUTHORIZING ELEMENT MATERIALS
TECHNOLOGY TO PROVIDE SOIL BORINGS/TESTING FOR THE 2018
RECONSTRUCTION PROJECTS FEASIBILITY REPORTS.

WHEREAS, Soil borings and testing are a necessary service needed to prepare the 2018
Feasibility Reports; and,
WHEREAS, The City does not have the equipment or expertise to provide these services; and
WHEREAS, The City solicited and evaluated proposals from qualified firms to provide soil borings
and testing for the 2018 Reconstruction Improvement Projects Feasibility Reports.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Element Materials Technology is hereby selected to provide soil borings and testing services
for the 2018 Reconstruction Improvement Projects Feasibility Reports for a base price in the
amount of $8,500.00 and the unit pricing rates shown in the proposal and attached to the
City’s Standard Professional Services Contract.
3. The Mayor and City Manager are authorized to execute the City’s Standard Professional
Services Agreement on behalf of the City.
4. Funding for these engineering services will be drawn from the Construction Fund Account
#501-43500.00-55050.00.
