HomeMy WebLinkAbout6B Presentation on ResQCPR System Report 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JUNE 12, 2017 AGENDA #: 6B PREPARED BY: MARK ELLIOTT, POLICE CHIEF PRESENTED BY: MARK ELLIOTT, POLICE CHIEF AGENDA ITEM: PRESENTATION OF RESQCPR SYSTEM PRESENTATION: Towards the end of 2016, Allina Medical Director, Dr. Charles Lick approached first responder agencies within the south district of Allina EMS for the possible donation of FDA approved ResQ CPR System developed by Zoll. The City of Prior Lake received several of these devices between fire and police. I am happy to announce Prior Lake Police and Fire Departments have received the ResQ CPR System for our responders to help improve survivability of sudden cardiac arrest calls. These devices are funded by the St. Francis Regional Medical Center, Saints Health Fund Foundation. The ResQ Pump greatly enhances the efficacy of traditional CPR. The ResQCPR System is a combination of two medical devices, the ResQPUMP® ACD-CPR device and the ResQPOD® Impedance Threshold Device (ITD). The devices are used together during CPR to create an enhanced vacuum in the chest that improves blood flow to the brain and vital organs during states of low blood flow such as cardiac arrest. When patients experience cardiac arrest, they require enhanced blood flow to provide sufficient oxygen to vital organs. One way to improve outcomes in states of low blood flow is to enhance negative pressure in the chest by using intrathoracic pressure regulation (IPR), an innovative therapy that leverages the body’s own physiology to improve cardiac output and blood flow to the brain. By enhancing negative pressure in the chest, IPR therapy provides patients in states of low blood flow with better perfusion to the brain and vital organs leading to better outcomes. In a large clinical trial of over 1600 patients, the device combination was shown to improve survival to one year from out-of-hospital, non-traumatic cardiac arrest by 49% when compared to treatment with conventional cardiopulmonary resuscitation (CPR). According to the Food and Drug Administration (FDA), the ResQCPR System is the first and only CPR device indicated to improve the likelihood of survival in adults who have experienced non-traumatic sudden cardiac arrest. The Prior Lake police and fire departments have trained all their responders on the use of the devices and deployed them in the responder vehicles in May. With the addition of these devices we hope to significantly increase the effectiveness of CPR performed by our staff in our community, and thus increase survivability for cardiac arrest victims. Police and fire personnel will demonstrate the use of the devices and Allina EMS Medical Director Dr. Charles Lick and Associate Medical Director Dr. Andrew Stevens will be present as well to discuss the partnership and medical benefit of these devices.
