History Over the years the city’s Capital Improvement Program (CIP) has become more sophisticated and comprehensive. The CIP includes the following elements: transportation, sewer, water, storm water, parks, facilities, and equipment replacement. Each of these elements focuses on capital expenditures. The City Council has long recognized that personnel is an important element of the CIP. Similar to how the city plans for capital improvements, a plan that outlines staffing levels to support the CIP and other core services, such as public safety, is important. Accordingly, the 2040 Vision and Strategic plan calls for the addition of a Personnel Plan. Current Circumstances The Personnel Plan was first submitted to the City Council for review during a work session in April 2016. The plan is revisited annually to adapt to the evolving needs and expectations of the community and subsequent CIP decisions. The plan contains staff’s best projections of our personnel needs over the next five years and includes the following: • Population projections through 2022 • Objectives of the personnel plan • Overview of last year’s personnel-related activity • Review of current staffing levels • Department profiles indicating anticipated service growth • Department head assessment of staffing needs through 2022 • Employee retention strategies Conclusion The City Council should determine if they are comfortable incorporating the Personnel Plan into the Capital Improvement Program. 2 ISSUES: The City Council reviewed the plan during a work session last week and focused on 2018 staffing needs. While no commitments were expected or made, Council members appeared to supportive of the following additions in 2018: one public works maintenance worker and one police officer. The City Council asked staff to prepare additional information about the proposed city clerk position and how it could benefit the general public as well as administration, finance and police. There was discussion about the addition of a parks director position to the plan in the future. As there was no clear consensus on this addition, it has not been included in this year’s submission. Staff will conduct an in-depth analysis of this position, including in which year it should be added, for next year’s Council review of the Personnel Plan. Like other elements adopted as part of the CIP, the Personnel Plan is a planning document that will be reviewed annually. This document and subsequent recommendations will be assessed and presented to the City Council in conjunction with the annual budget process. FINANCIAL IMPACT: The financial impact of the Personnel Plan staffing recommendations will be assessed annually as part of the budget process. Each year, additional positions will be reviewed and requested with further detail through the City Manager’s budget recommendation. By adopting this Personnel Plan, the City Council is not obligated to approve the staffing recommendations made within the Plan. ALTERNATIVES: 1. Motion and second as part of the consent agenda to approve the Personnel Plan 2018-2022 as submitted. 2. Motion and second to remove the Personnel Plan 2018-2022 from the consent agenda for discussion. RECOMMENDED MOTION: Alternative #1 ATTACHMENTS: Personnel Plan 2018-2022 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 17-___ A RESOULTION APPROVING THE 2018-2022 PERSONNEL PLAN AND ITS INCORPORATION INTO THE CAPITAL IMPROVEMENT PROGRAM Motion By: Second By: WHEREAS, “Effective City Resources” is a strategic element of the City’s 2040 Vision and Strategic Plan; WHEREAS, Personnel costs comprise a large portion of the City’s general fund budget; WHEREAS, The population of Prior Lake has grown by 13.5% but staffing levels by only 4.2% over the past nine years; WHEREAS, The City prepares a five-year Capital Improvement Plan (CIP) to forecast infrastructure and equipment needs; WHEREAS, The Personnel Plan 2018-2022 was developed by department heads to anticipate the future demand for city services and to identify the human resources required to support those services; WHEREAS, The Plan will be revisited annually and staffing requests will be assessed and approved by the City Council as part of the annual budget process; WHEREAS, Nothing in the adoption of this plan obligates the City Council to approve staffing level recommendations. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: the City of Prior Lake 2018-2022 Personnel Plan is adopted. 1. The recitals set forth above are incorporated herein. 2. The 2018-2022 Personnel Plan is hereby approved. 3. The staff is directed to incorporate the 2018-2022 Personnel Plan into the Capital Improvement Program.
