HomeMy WebLinkAbout8A Rolling Oaks Ad for Bids Report 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JULY 24, 2017 AGENDA #: 8A PREPARED BY: LARRY POPPLER, ASSISTANT PUBLIC WORKS DIRECTOR / CITY ENGI- NEER PRESENTED BY: LARRY POPPLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING PLANS AND SPECI- FICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE ROLLING OAKS IMPROVEMENT PROJECT DISCUSSION: Introduction The purpose of this agenda item is to accept the final plans and specifications and authorize advertisement of bids for the Rolling Oaks Improvement project. Once bids are received the funding picture becomes clear for this project. This agenda item is tied to the Public Hearing agenda item this evening. History The history for this project is outlined in the Public Hearing Agenda item 7A. Current Circumstances The project plans and specifications are complete. The City held an informational meeting on July 12th to showcase the plans with the Public. The open house was well attended. The plans were modified in several areas based on individual pub- lic comment on the design. For those that may have missed the July 12th meeting but would like to view the plans, they can visit the Engineering Department in City Hall to view the plans. Conclusion The project plans have incorporated direction from the Council and are ready for bidding. Staff recommends that the City Council accept the plans and authorize advertisement for bids. ISSUES: The issues on this project are outlined in the Public Hearing Agenda report, Item 7A. Ordering the project and authorizing advertising for bids is a significant step to- wards moving forward with a project but it is not the final step. Once bids are re- ceived, the funding for the project is more clearly outlined. The City Council can then elect to move forward with award of a contract for construction or not. FINANCIAL IMPACT: The funding table below for the Rolling Oaks Circle Improvement Project shows contribution from the following sources: Assessments, Trunk Fund, Street oversize Fund, developer contribution, developer-paid deferred assessment, and the Water Quality Fund. There is no question that if financed in this manner this project will set a funding precedent for future projects. The final costs would be determined based on final design and bidding. The Revised Amount re- flects the alternative roadway section, city standard cul-de-sac, and seed instead of sod which reduces the overall cost of the project. ALTERNATIVES: 1. A motion and a second to approve a resolution accepting plans and specifica- tions and authorizing the advertisement for bids for the Rolling Oaks Improve- ment Project. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. RECOMMENDED MOTION: Staff recommends a motion and approval of alternative #1. 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 17-___ A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR ROLLING OAKS IMPROVEMENT PROJECT (CITY PROJECT TRN13-000006) Motion By: Second By: WHEREAS, Pursuant to Resolution 17-091 adopted on June 12, 2017, the City Engineer has prepared plans and specifications for 2017 Improvement Project (TRN13-000006). NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The plans and specifications, a copy of which is attached hereto and incorporated by reference herein, are hereby approved. 3. The City Manager shall prepare and cause to be inserted in the official newspaper of the City and on QuestCDN an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to the bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager at which time the bids will be publicly opened at City Hall at 4646 Dakota Street SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier’s check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 4. The City reserves the right to reject any and all bids for any reason as determined solely by the City Council.
