Adjourn 1 4646 Dakota Street SE Prior Lake, MN 55372 CITY OF PRIOR LAKE, MINNESOTA ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MEETING MINUTES – June 22, 2017 1. Call to Order The meeting was called to order at 7:34 a.m. in the Wagon Bridge Conference Room at Prior Lake City Hall. Members present: Lloyd Erbaugh, Bill Henry, Kim Prchal, Stephanie Carrol, Thane Tande and EDA Liaison Kirt Briggs. 2. Approval of Meeting Minutes a. May 25, 2017 MOTION BY HENRY and SECOND BY PRCHAL to approve the May 25, 2017 meeting minutes. Motion adopted unanimously. 3. Old Business a. Outreach & Marketing Subcommittee Marketing Committee report was provided. Comments included issues with an EDAC Facebook account, as the account is tied to an individual’s Facebook account. Alternate opportunities will be pursued and may potentially include the City serving as the user. b. EDAC Name Change Discussion Suggestions included Business Relations and Retention Committee (BRR) or to include Business Advocacy of some sort. Discussion will be continued to a future meeting. 4. New Business a. EDAC Flyer Update Discussion of the EDAC Flyer was continued to a future meeting. 5. Other Business a. EDA Meeting Update Briggs and Prchal provided a summary of the May 15, 2017 EDA meeting. Discussion topics included the EDA’s focus on attracting business and the EDAC taking care of the existing businesses. The EDA was very concerned about the Google search when new or existing business would be changing location or moving into Prior Lake – the EDA/EDAC do not come up at all and First Stop Shop didn’t come up at all – the only return was Scott County’s website. EDAC representatives requested more frequent joint meetings between the EDA and EDAC; 6 joint meetings (EDA comes to EDAC 3 times – EDAC goes to EDA 3 times) was proposed. Prchal: discussed an economic development website with a user-friendly front end, a query layer. Committee members discussed what information should be provided. EDAC needs to come forward with a budget proposal for the Business Mixer and proposed budget for 2018. b. Residential and Commercial Activity Update EDAC Members: received a copy of the residential and commercial activity update as of May 31, 2017. c. Member Ideas/Recommendations A business mentorship program was discussed. EDAC Members: in attendance felt any restrictions which limited use of properties within the TC-T use district should be lifted. The Marketing Committee will provide dates for the fall event; formerly the business mixer. The EDAC should discuss ideas to bring visitors to Prior Lake during Super Bowl week. 6. Next Meeting Date. The next regular meeting of the EDAC will be on Thursday, July 27, 2017 at 7:30 a.m. 7. Adjourn. MOTION BY HENRY and SECOND BY PRCHAL to adjourn the meeting. Motion adopted unanimously. PREPARED BY: Casey McCabe, Community Development Director AGENDA ITEM: EDAC ACTION/DISCUSSION ITEMS DISCUSSION: Introduction The July 17th EDA work session topics included a discussion about EDAC goals, direction and pri- orities. The EDA discussed multiple projects in which the EDAC could assist the EDA and the City of Prior Lake in 2017 and 2018. CH21 Corridor Study – One potential projects included communicating with all businesses in town related to the CH21 corridor planning which is currently underway. A website has been created: https://clients.bolton-menk.com/movingforward13-21/ which includes project and study information, opportunities to participate in the planning and discussions as well as multiple surveys related to the upcoming project. The EDA would like to encourage all businesses and residents, not just those downtown, to participate in this process. The EDA felt the EDAC could greatly assist in getting the word out through the commercial area liaison program. Communication - The EDA also felt the EDAC could assist with communicating to businesses about other upcoming projects, particularly Duluth Ave and Hwy 13 intersection. The Engineering staff have been asked to develop a fact sheet that will be made available on the City and/or 21/13 website. The EDAC will also be asked to help get this information out to business owners so they are aware of their opportunities to participate in the discussion and can properly plan for these upcoming pro- jects. MPLS/STP Magazine - The EDA would like the EDAC to weigh in on how the City can capitalize on and get the most out of the MPLS/STP magazine coverage. The August MPLS/STP magazine has a 32-page article on Prior Lake which highlights the city’s recreation, entertainment and overall qual- ity of life. The Prior Lake Chamber coordinated this effort with multiple businesses and the result was a very flattering overview of Prior Lake. This type of coverage is extremely positive and the city would like to promote the article and build upon the positive momentum. Winter Event - The EDA has discussed opportunities to bring visitors to the community all months of the year. One option would be to host a large winter event that would draw residents from other communities. The Vikings Winterfest was successful last year so one option would be to build upon that with similar events. Another option would be to identify a niche event that may draw crowds from a broader area. If this were pursued, what role should the EDAC play and what other organi- zations should be involved?
