AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND
AUTHORIZING THE EXECUTION OF THE CITY’S STANDARD
CONSTRUCTION CONTRACT FOR THE RECONSTRUCTION OF THE
MAINTENANCE CENTER PARKING LOT
DISCUSSION: Introduction
The purpose of the agenda item is to seek City Council authorization to
enter into the City’s standardized Construction Contract with Bituminous
Roadways Inc. for the reconstruction of the City’s Maintenance Center
parking lot.
History
Each year the City Council adopts the Capital Improvement Program (CIP)
which involves funding for various improvement projects. Within this
allocation, the reconstruction of the parking lot at the City’s Maintenance
Center was identified.
Current Circumstances
Plans and specifications were prepared by City staff and advertised for bid.
On August 11th, 2017, 6 bids were received and publicly opened and tallied
as follows:

Bituminous Roadways $154,966.00
New Look Contracting $156,088.00
Valley Paving $176,836.70
BKJ Land Company $181,482.51
Northwest Asphalt $184,190.15
Chard $186,883.55
Conclusion
Staff is recommending that the City Council accept the bids and award the
project to Bituminous Roadways Inc. and approve the resolution to
authorize the execution of the City’s standard construction contract for the
Reconstruction of the Parking Lot at the Maintenance Center.

ISSUES: The City does not have the resources or the equipment to complete the
removal and replacement of the parking lot ourselves.
The maintenance center and parking lot were constructed in 1997-twenty
years ago. The daily use of the city’s heaviest over the road and
construction equipment has taken a toll on the parking lot. Consequently,
the replacement of this lot was incorporated into the city’s Capital
Improvement Program.
FINANCIAL
IMPACT:
The original 2017 budget included $114,081 for this project. During the
design soil borings were done and confirmed that additional corrections
would be needed. The estimated project cost was increased to $200,000.
The additional funding was available due to the Maintenance Center roof
project coming in well below budget. Therefore, the CIP now reserves
$200,000 for the parking lot project. Funding for this project will be taken
from account # 440-49400.00-55520.00.
ALTERNATIVES: 1. Motion and a second as part of the consent agenda to adopt a
resolution accepting bids and authorizing the Mayor and City
Manager to execute the City’s Standardized Construction Contract
with Bituminous Roadways Inc. for the parking lot reconstruction at
the City’s Maintenance Center
2. Motion and second to remove this item from the consent agenda for
additional discussion.

WHEREAS, The City received bids from 6 qualified vendors

WHEREAS, Bituminous Roadways is a qualified vendor and;
WHEREAS, City Staff recommends the award of the City’s Standardized Professional Services
Contract to Bituminous Roadways, for the City’s Maintenance Center Parking Lot
Reconstruction
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and the City Manager are authorized to execute the City’s Standard
Construction Contract with Bituminous Roadways for an amount of $154,966.00
3. Funding for these services will be drawn from Account # 440-49400.00-55520.00
