DISCUSSION: Introduction
The purpose of the agenda report is to consider approval of a resolution
approving the selection of Stonebrooke Engineering to complete a
comprehensive ADA (Americans with Disabilities Act) Transition Plan and
authorizing the Mayor and City Manager to enter into the City’s Standard
Agreement for Professional Services with Stonebrooke.
History
The city is required to have an ADA Transition plan under the law. The City
has started assembling inventory of all existing facilities to which such a
transition plan would apply utilizing the City’s GIS mapping and aerial
photos and will continue to work with the consultant to provide a complete
inventory or the City’s facilities.
Current Circumstances
The purpose of this study is to develop a Citywide ADA Transition Plan to
incorporate all necessary elements required to ensure compliance with
current ADA regulations. All facilities will be studied so that the City can
identify existing obstacles and barriers with City road rights-of-way and
develop a plan for necessary upgrades.
This plan will identify the existing physical obstacles in the City’s ROW that
limit accessibility to individuals with disabilities, describe methods that
could be used to make facilities accessible, specify an approach for steps
necessary to achieve compliance, steps to take during the transition
period, and to identify the individual responsible for the plan
implementation. This plan will also address maintenance of accessibility,
including during snow removal and addressing accessibility in work zones.
Conclusion
Requests for proposals were sent out by staff and were due back in July.
Three proposals were submitted and reviewed by staff. After evaluation,
Stonebrooke was chosen as both the lowest bidder and held all the
qualifications specified by the request for proposals. A table of the

proposals is shown in the resolution. A copy of the RFP is available in my
office for city council review.
ISSUES: Cities and other public entities are responsible for compliance with the
Americans with Disability Act. A portion of that act applies to public road
intersections. Accordingly, when a city publics work project is undertaken,
compliance with the act is one of the objectives. At signaled intersections,
for example, specific ramp configurations, cross walk push buttons, and
video and audio advisories are necessary for full compliance. A plan is also
required to identify when such work will be undertaken. There are penalties
for noncompliance.
FINANCIAL
IMPACT:
Financial impacts include consulting costs and city staff time dedicated to
supporting the inventory aspects of the project. Stonebrooke has provided
a not to exceed cost of $22,800. The costs will be paid with funds from the
2017 Streets budget.
ALTERNATIVES: 1. Motion and a second, as part of the consent agenda, to approve a
resolution approving the selection of a Stonebrooke to complete the
ADA Transition Plan.

Dear Ms. Thompson,
Stonebrooke is pleased to submit this proposal for the preparation of a usable, manageable, and implementable American’s with
Disabilities Act (ADA) Transition Plan for the City of Prior Lake. This proposal defines anticipated tasks and the expected timeline
necessary for the development of this document. We have also presented a work plan identifying the tasks to be accomplished and the
budget hours to be expended on each task and subtask.
As an industry leader in ADA planning, design, and construction administration, one thing that differentiates Stonebrooke from other
firms is our commitment to Engineering Responsible Solutions. This means that we will work with the City of Prior Lake to “right-size”
its ADA Transition Plan. We will include all elements that are required by law and only those additional items that are a priority for the
City. For example, a common misconception is that the process outlined in the 2012 LRRB ADA Transition Plan Guide is a requirement of
the ADA law. The process from LRRB document is merely one, very involved, way to meet the requirements of the law.
Another common misconception is that the design elements identified in the Public Rights-of-Way Accessibility Guidelines (PROWAG)
are design standards. Title II of the ADA, which covers public rights-of-way, does require that existing facilities are accessible. However,
it does not require that all pedestrian ramps and sidewalks must include design elements as identified in PROWAG – these are simply
best practices, and should be followed for new construction when possible. Our strategy will be to categorize non-compliant locations
into several tiers from the most critical locations that may require immediate improvement to those that can wait for an adjacent
roadway project.
I will personally lead this effort. With more than 23 years of experience specializing in ADA related projects and project management, I
am ideally suited for this role. I am confident that our professional staff, demonstrated experience, and technical expertise will provide

II. Goals, Objectives, Tasks and Deliverables
The purpose of this project is to prepare a City-wide ADA Transition
Plan in Prior Lake that is compliant with Section 504 of the
Rehabilitation Act of 1973 and the Americans with Disabilities Act
(ADA) of 1990. This plan will incorporate all necessary elements
required to ensure that Prior Lake is in compliance with current
ADA laws and regulations. The transition plan will include:
+A schedule for providing curb ramps or other sloped areas
where pedestrian walks cross curbs. Priority will be given to
walkways serving entities covered by the Act, including City
public works offices and facilities.
+A review of all City services, programs and activities to
identify any physical barriers or policies, practices or
procedures that may limit or exclude participation by people
with disabilities.
The plan will, at a minimum:
+Identify existing physical obstacles in the City’s right-of-
way that limit accessibility to it’s programs or activities by
individuals with disabilities;
+Describe in detail the methods that could be used to make
the facilities accessible;
+Specify a schedule or approach for taking the steps necessary
to achieve compliance;
+Identify steps that will be taken during the transition period;
+Indicate the individual responsible for plan implementation;
+Address maintenance of accessibility, including but not
limited to snow removed;
+Address accessibility in work zones for existing facilities.
III. Approach, Methodology and Work Plan
The following is a description of proposed tasks that will be
completed during development of the ADA Transition Plan to meet
the guidelines laid out in Title 28 Code of Federal Regulations Part
35 which identifies Federal rules for the Department of Justice and
Subtitle A of Title II of the ADA of 1990.
Task 0. Project Management - Ongoing
Tim Arvidson will be the overall project manager and will be
responsible for the high quality and timely completion of all tasks
and deliverables. This will include general project management
and coordination, as well as monthly invoicing and development
of project status reports.

Task 1. Outline and Available Data / Records - 30 Days
Stonebrooke will create an outline that defines all components of
the Transition Plan. We will review this outline with City personnel
and other pertinent stakeholders at the kick-off meeting to ensure
an accurate understanding of what the document will contain.
Concurrent with the development of the outline, Stonebrooke will
review existing ADA-related work performed by the City.
In addition, we will request and review available data from City
staff that may include:
+Any previous ADA improvement projects
+As-built plans of existing projects
+GIS, aerial, or topographic mapping data of existing City
infrastructure;
+Capital improvement plans, comprehensive plans, areas
studies, etc.; and
+Any other data determined to be useful

Task 2. PMT Meetings
We will work with City staff to identify personnel for a Project
Management Team (PMT). The PMT will oversee development
of the transition plan and provide guidance. The purpose of the
PMT is to ensure that the interests of agencies providing oversight
are met. Through our experience helping other agencies develop
ADA Transition Plans, we have become extremely efficient and
streamlined the entire planning process. Thus, we propose that
only two PMT meetings be held. The first PMT meeting will
be used to kick-off the project, set expectations, and discuss
scope and schedule, plan outline, and other items. The second
meeting will be used to review and discuss results from the field
assessment and identify City specific plan preferences and policies.
We anticipate that City comments on draft plans can be provided
electronically.
Task 3. ADA Inventory / Evaluation of Existing Facilities- 30
Days
Stonebrooke has worked with other local agencies and has
developed a GIS - based data gathering system that will allow
us to complete the inventory quickly (typically in 30 days or
less depending on the option chosen by the City). Stonebrooke
will develop a map in ArcGIS of all locations that require field
assessment.
We will provide a thorough review of curb ramps and City facilities
to identify if designs and conditions are consistent with current
PROWAG and MnDOT guidelines and standards, and if not, the
degree to which they are non-compliant. We propose to use
an ArcGIS-based system (app) loaded on one or more tablets
to perform the field data collection. We propose to collect and
assess the data elements listed below. This is a list that we have
developed and used in assisting other agencies complete their
ADA Transition Plans. We feel this list provides the best indication
of whether a particular location is compliant with the ADA,
without being overly or unnecessarily burdensome for the City.
Pedestrian ramp data includes:
1. Presence of curb cuts
2. Presence of truncated domes or other detectable warning
surfaces
3. Presence of landings
- Within 15 feet of curb cut?
- 2% max slope?
- 4’ x 4’ minimum size
4. Running slope 8% max?
5. Effective width ≥ 4’
6. Signalized intersection? (we understand there are none
in Prior Lake, but have included this data element for
completeness)
- Does signal have APS/count down timers?
- Are push buttons present for each directional crossing?
- Do push buttons have minimum 10’ separation to
each other?
- Are push buttons accessible?
7. Pictures
8. Bituminous or concrete material condition (1=worst,
5=best)

Task 4. Develop Priority System – 30 days
After City rights-of-way have been reviewed, Stonebrooke will
work with the City to create a priority system to rank facilities
based on condition, improvement need, pedestrian usage, and

safety. We will update the curb ramp database by assigning
condition ratings to each curb ramp that was assessed. We will
create a separate intersection database by combining condition
ratings from one or more quadrants into a single intersection
condition rating. The intersection condition rating will be defined
by the worst rating of any of its curb ramps. This will ultimately
result in several tiers of curb ramps and intersections, each with
an associated schedule for improvement.
We would suggest the following three-tiered system, which we
have used on other ADA Transition Plan projects:
+Tier 1 (Green). These locations are fully compliant and
require no upgrades.
+Tier 2 (Yellow). These locations do not fully meet the
PROWAG design guidelines, but are in relatively good
condition and include substantially compliant designs.
These locations may or may not require improvements as
part of adjacent project work over the next 20 years.
+Tier 3 (Red). These are the highest priority locations
and may need to be addressed immediately. These
locations generally are those that are least compliant and/
or are nearest origin-destination pairs that include high
concentrations of elderly and/or disabled users. An example
could include an intersection with a senior living facility on
one side and a library on the other.
We will compile the assessments and condition ratings in a
database format, and incorporate them into the final plan in
tabular format. Because these databases will be developed on an
ArcGIS platform, we will import the files into ArcGIS and create
PDF maps that display condition ratings for curb ramps and/or
intersections. These maps will be included in the final document
as well, and can be used as part of the public outreach process.
We will work with the City to determine desired format and scale
of the maps. Finally, because all of our work is GIS-based, we will
provide GIS shapefiles of curb ramp and intersection condition
ratings. These will be suitable for use in asset management or in
developing an interactive on-line GIS tool for the public.

Task 5. Develop Transition Plan and Public Outreach - 90
days
Based on input from the City, Stonebrooke will use the transition
plan outline from Task 1 to prepare a draft final document.
The draft document will identify necessary facility and policy
improvements, address public involvement by developing
a procedure for filing grievances, and identify a City of Prior
Lake right-of-way ADA coordinator/public contact among other
requirements.
It is anticipated that two drafts and one final document will be
prepared. The first draft will be used to solicit comments from
the PMT. The second draft will address PMT concerns and will
be used to solicit public comments electronically and from the
City Council. The final plan will incorporate PMT, general public,
and City Council comments. Our team will also provide typical
unit cost estimates for proposed improvements to assist with
implementation and City budget planning.
Deliverables
+Draft (2) and Final (1) ADA Transition Plan
While it is a requirement to hold a public process to solicit
public comments, and conduct targeted outreach to the disabled
community, this process is not defined in the ADA. We typically
recommend holding one public meeting, advertise for electronic
or written comments on the draft plan, and have discussion and
public comment at a regularly scheduled City Council meeting.
The public meeting would be held after the draft plan has been
developed. Comments from the public and City Council will be
incorporated into the final ADA Transition Plan. Stonebrooke will
provide public outreach materials including:
+Maps and tables that display draft condition ratings. This
could also be displayed via ArcGIS
+ADA brochure
+Poster boards for the following:
- What is an ADA Transition Plan
- Summary of City’s approach to its ADA Transition Plan
- Figure displaying typical curb ramp elements
- ADA Coordinator contact information
- Required notice under the ADA

IV. Qualifications
We have extensive experience with ADA transition plan projects,
as well as ADA design projects. Below are a few of our project
examples that incorporate key service areas.
Sherburne County ADA Transition Plan
Client: Sherburne County / MnDOT

Stonebrooke Engineering was selected by Sherburne County and
MnDOT to prepare an ADA transition plan for Sherburne County
and to assist in developing a transition plan template. This
template was used by other local agencies to assist other in the
development of their respective transition plans.
Among other things, the transition plan:
+Identifies physical obstacles in the County’s facilities
that limit the accessibility of its programs or activities to
individuals with disabilities;
+Describes in detail the methods that could be used to make
the facilities accessible;
+Specifies a schedule or approach for taking the steps
necessary to achieve compliance;
+Identifies ADA compliance at all County facilities; and
+Reviews all County services, programs and activities to
identify any physical barriers or policies, practices or
procedures that may limit or exclude participation by people
with disabilities.
Stonebrooke worked with agency staff to:
+Identify Previous County ADA improvement projects since
the inception of the 1990 ADA Act;
+Review County planning efforts identifying ADA compliant
or non-compliant facilities;
+Review Available County inventory lists identifying ADA
compliant or non-compliant facilities;
+Examine As-built plans of existing projects for ADA
compliance;
+Evaluate County Capital Improvement Plans (CIP), feasibility
studies, comprehensive plans, area studies, etc. necessary to
identify planned future projects for all state, County and City
projects potentially affecting County facilities; and
+Provide Public Outreach: As part of the outreach program,
the County advertised in the local paper, wrote an article
about the County’s program after interviewing the County’s
public works director, and an open house was held after the
draft plan was completed.
In addition, we led a Technical Advisory Committee (TAC) consisting
of MnDOT and Local Agency Staff. Stonebrooke provided training
and guidance to County staff for this effort including “self-
evaluation and design training” to assist agency staff in identifying
non-compliant features as well as to provide oversight assistance
to ensure that replacement features are consistent with current
Public Rights-of-Way Accessibility Guidelines (PROWAG) and
MnDOT standards.
Stearns County ADA Transition Plan

The St. Cloud Area Planning Organization contracted with
Stonebrooke Engineering to help create an Americans with
Disabilities Act (ADA) Transition Plan for Stearns County that meets

the requirements of Title II, State and Local Governments Services
of the Americans with Disabilities Act of 1990. A kick-off meeting
was held to determine the appropriate scope, schedule, and
budget for the project. The scope was specifically built to address
the needs of Stearns County, while meeting the ADA requirements
and adhering the Public Rights-of-Way Accessibility Guidelines
(PROWAG) to the extent practical. This means that non-compliant
curb ramps, sidewalks, and entrances to public buildings were not
automatically recommended for inclusion in the CIP for repair or
replacement. However, the existing facilities were inventoried as
part of the self-assessment, their condition was assessed, and
a determination was made by the County as to the appropriate
timing for repairs or replacement.
The following steps summarize the process of developing the plan
and offers some thoughts on how to approach developing a plan
for other Counties and Cities:
+Self Evaluation and Tiers: The first task in the process
was creating an inventory of existing pedestrian facilities
and included evaluating pedestrian accommodations from
parking lots to the entrances of County buildings and other
facilities that the County occupies space in. Three tiers were
created to help establish priorities for improvements.
+Developing Policies: Concurrent with the self evaluation
and inventory efforts, Stearns County worked on
developing policies and practices for the implementation
of accessibility improvements that would be included
in the Transition Plan. This is a key part of the Plan
which embodies the County’s approach to achieving
implementation of these improvements.
+Improvements Schedule: The schedule for implementing
the ADA Transition Plan is tied to the County’s five year
Capital Improvement Plan (CIP) for roadway improvements.
After 5 years, items identified in the County CIP would be
consistent with ADA recommended standards. After 20
years, 80% of accessibility features within the jurisdiction
of the County would be consistent with the recommended
standards.
+Additional Tasks: Additional tasks and/or features of
the Plan included identifying an ADA Coordinator and
developing a grievance procedure. The ADA Transition Plan
also includes numerous appendices which will be reviewed
on an annual basis to monitor the progress made on the
Plan.
+Public Outreach: The County held one public meeting to
solicit input on the planning process. Stonebrooke attended
the meeting and created boards for display and public
comments were taken.

The City of Burnsville contracted with Stonebrooke Engineering
to help create an Americans with Disabilities Act (ADA) Transition
Plan that meets the requirements of Title II, State and Local
Governments Services of the Americans with Disabilities Act of
1990. City staff performed all field evaluations, with Stonebrooke
integrating the existing condition rating and inventory, and
assembling the plan. Stonebrooke also provided support for public
outreach, created outreach materials, and attended one public
meeting.
Among other things, the transition plan:
+Identifies physical obstacles and develop an improvement
schedule for elements in the City’s right-of-way that limit
accessibility to its programs or activities by individuals with
disabilities;
+Describes in detail the methods that could be used to make
the facilities accessible;
+Specifies a schedule or approach for taking the steps
necessary to achieve compliance;
+Identifies steps that will be taken during the transition
period;
+Indicates the official responsible for implementation of the
plan and develop a grievance process;
+Addresses maintenance of accessibility (snow removal, etc.);
+Addresses response to alterations facilities; and
+Addresses accessibility in work zones for existing facilities.

Tim Arvidson, PE (Project Manager)
Tim is the Co-Founder and CEO of Stonebrooke Engineering. He is a registered professional engineer with over
23 years of experience. He is responsible for the coordination and processing of major roadway reconstruction
and transportation projects utilizing local, state, and federal funding. Tim has presented at national conferences
and has provided training and staff development to local Minnesota agencies. He has completed numerous
high profile transportation design projects ranging from major highway interchange projects to local/urban
reconstruction projects, including 33 roundabouts on Minnesota roads. These abilities, along with extensive
training, geometric operations knowledge, and partnerships with other industry leaders, have earned Tim
a reputation as a regional leader of transportation design and analysis. Tim has extensive knowledge and
experience with the Americans with Disabilities Act (ADA) and related projects having conducted extensive
research on the subject. He is responsible for the development of numerous transition plans, provided oversight
and training to public agencies and presented on the subject at technical conferences. Tim will lead and oversee
all aspects of the project from concept to completion.
Recent and Relevant Project Experience
+Sherburne County ADA Transition Plan (Sherburne County and MnDOT) - Stonebrooke was selected to
prepare an ADA transition plan and to assist in developing a transition plan template for use by State Aid.
We provided training and guidance to County staff including “self-evaluation and design training” to assist
agency staff in identifying non-compliant features as well as to provide oversight assistance to ensure that
replacement features are consistent with current Public Rights-of-Way Accessibility Guidelines (PROWAG)
and MnDOT standards. Tim served as the project manager for this project.
+Stearns County ADA Transition Plan (Stearns County) - Stearns County contracted with Stonebrooke to
help create an Americans with Disabilities Act (ADA) Transition Plan that meets the requirements of Title II,
State and Local Governments Services of the Americans with Disabilities Act of 1990. Tim served as the ADA
expert for this project.

+ADA/Transition Plan Research - Tim has researched ADA and Transition Plan requirements extensively. He
has worked with MnDOT and other local agencies to understand the concerns and challenges associated with
ADA compliance and transition plan requirements. As part of this effort he is meeting with representatives
of the Access Board, FHWA’s ADA Compliance office and the US Department of justice to ensure we have an
unmatched understanding of our client’s obligations with ADA.

City of Prior Lake ADA Transition Plan
Kelly Besser, PE (ADA Expert / Project Engineer)
Kelly is a registered professional engineer with more than 9 years of experience in the design and
construction of transportation projects. Her experience includes preparing cost estimates, preliminary
layouts, construction plans, and bid and contract documents. She has played an integral role in several
final design plans, including detail plans for roadway geometrics, profiles, bituminous surfacing,
concrete pavement design, landscaping, and lighting. Kelly is also an expert on ADA compliance. She
has worked on the design or construction of over 2,200 ADA pedestrian ramp corners and is currently
augmenting MnDOT ADA staff. For the Anoka County ADA Transition Plan, Kelly will provide oversight
and guidance, while applying her extensive ADA planning design and construction experience.
Recent and Relevant Project Experience

+ADA Pedestrian Ramp Improvements (Hennepin County and MnDOT) - Stonebrooke was
selected by MnDOT Metro District and Hennepin County to provide design, on-site inspection,
quality assurance, and construction administration services on five separate projects in Hennepin
County for the replacement of over 500 pedestrian ramp corners. Stonebrooke provided the expert
analysis needed to ensure the existing noncompliant facilities were replaced in conformance
with current ADA guidelines. In addition to construction services, Stonebrooke’s responsibilities
included transportation planning, temporary traffic control, accommodations for future Accessible
Pedestrian Signals (APS), materials testing, ADA compliance checks, and documentation. Kelly
was the project engineer and assisted with the contract administration.
+TH 9, TH 28 and TH 55 ADA Improvements (MnDOT D4) - Stonebrooke Engineering was
selected by MnDOT District 4 to perform preliminary design, final design and surveying services
to design ADA improvements to pedestrian facilities along TH 9, TH 28 in Morris, Donnelly, and
Herman, and also along TH 55 in Wendell. The project also included traffic signal designs for two
intersections in Morris. The ADA improvement and signal plans were constructed in conjunction
with a mill and overlay project in 2015. Kelly provided preliminary and final design.

Oz Khan, EIT (Data Collection / Field ADA Compliance Checks)
Oz has 5 years of experience in transportation planning and traffic engineering. His expertise includes
GIS mapping, planning, pavement management, traffic analysis, and transportation forecasting. His
strong educational background complements his extensive hands-on project experience. Before joining
Stonebrooke, Oz gained experience working for the City of Burnsville on its pavement management
databases, including on-site survey work to establish pavement deterioration curves to identify the

+ Pavement Management - While working for the City of Burnsville, Oz maintained and updated
the pavement management database. This included performing distress surveys on site and
establishing pavement deterioration curves using the Infrastructure Consultant (ICON) software.
This was used to identify pavement segments that needed to be rehabilitated or reconstructed. He
also used GIS software to identify road characteristics and calculate costs for potential roadways
that needed rehabilitation or reconstruction.
+Greater Mankato Transit Redesign Study (Department of Urban & Regional Planning,
Minnesota State University) - Oz researched both quantitative and qualitative data to develop
recommendations that MN State University and the City of Mankato could potentially implement
to provide a better transit system for the area.
+Infrastructure Needs: North Dakota’s County, Township and Tribal Roads and Bridges
Oz worked with a team of researchers on the North Dakota legislature study request for a study
of the transportation infrastructure needs of all County and township roads in the state. The
work involved spatially combining North Dakota DOT and Nokia’s Here Network road features
geographic information from overlapping sources to retain accurate data, minimize redundancy,
and reconcile data conflicts using ArcGIS 10.4.x software package.
+Preventing At-Risk Teen Driver Crashes in North Dakota - Oz analyzed crash clusters among
teenage drivers using GIS-based spatial, temporal and spatio-temporal overlay in the rural roads
of North Dakota and identified traffic features behind crashes.

Appendix A: Sample ADA Transition Plan Materials
The Americans with Disabilities Act (ADA), enacted on July 26,
1990, is a civil rights law prohibiting discrimination against
individuals on the basis of disability.
As a provider of public transportation services and programs,
the City of Burnsville must comply with this Act, and has
developed a Transition Plan detailing how the City will ensure
that all facilities are accessible to all individuals.
The City of Burnsville must meet these general requirements
for individuals with disabilities:
• Access to all public programs and places
• Modification of policies that deny equal access
• Effective communication procedures
• An ADA Coordinator that coordinates ADA compliance
• Public notice of ADA requirements
• Grievance procedure for resolution of complaints
The City of Burnsville’s goal is to provide ADA-accessible
pedestrian design features as part of the City’s capital
improvement projects (CIP). These standards and procedures
will be kept up to date with nationwide and local best
management practices.
What is an ADA Transition Plan?
City of Burnsville roadway system ADA improvements are
based on projects identified in the City’s Capital Improvement
Plan and will be addressed using the following criteria:
• All new construction projects and City reconstruction
projects with pedestrian facilities will be designed and
constructed to conform with the most current ADA design
practices to the extent feasible.
• ADA improvements on county rehabilitation or resurfacing
projects will be addressed on a case-by-case basis.
• ADA improvements requested by the public will be
evaluated by City staff. Evaluation criteria will include
pedestrian volumes, traffic volumes, condition of existing
infrastructure and public safety.
City of Burnsville Goals:
• After 5 years, items identified in the City’s Capital
Improvement Plan will be ADA-Compliant.
• After 20 years, 80 percent of accessibility features within
the jurisdiction of the City will be ADA compliant.

Curb Ramp Elements
Without these basic ramp elements, sidewalk travel can
be dangerous, difficult, and in some cases impossible for
people who use wheelchairs, scooters and other mobility
aids.
Curb ramps allow people with mobility impairments to gain
access to the sidewalks and to pass through center islands
in streets. Without accessible ramps, these individuals are
forced to travel in streets and roadways, are put in danger,
and/or are prevented from reaching their destination.
