REPORT REGARDING THE ESTABLISHMENT OF THE PARK, ATHLETIC AND
RECREATION (PAR) lONG-RANGE FACiliTIES TASK FORCE
I ntrod uction
The purpose of this presentation is to appraise the City Council of the purpose of the
PAR Task Force, and confirm City representatives to this effort.
Historv
Prior Lake, Savage and Independent School District 719 are all experiencing substan-
tial growth. The same growth is occurring in our park, athletic and recreation venues.
As a result, both cities and the school district are being asked to build facilities to ac-
commodate this growth. At the same time, proposals like the Laker Dome, Shepherd's
Path Dome and Pagel multi-purpose facility are being discussed.
The traditional way of addressing such demands is an incremental proposal-by-
proposal approach. Given the multitude of needs, the fact that three governmental enti-
ties are involved, and the magnitude of the cost, a new approach is needed.
On July 25, 2005, representatives of the City Council and staff met with various athletic
organization representatives and proposed a cooperative approach. They concurred.
Current Circumstances
The issues presented by park, athletic and recreation facility needs are very similar to
the issues presented for school facilities. Therefore an approach similar to the school
district growth task force is being proposed. Wold Architects led the growth task force;
we therefore asked Wold for a proposal.
Wold Architects provided a letter and project outline for the Park, Athletic and Recrea-
tion Long-Range Facility Task Force process. The task force would be composed of
park, athletic and recreation facility stakeholders and community representatives. They
would prepare specific recommendations including costs and finding methods for ad-
dressing short- and long-range facility needs. Each of the policy-making bodies would
be asked to approve the report and recommendations, and over time, incorporate them
into their capital planning efforts.
Conclusion
I will provide a brief report to the council on this topic. It would be appropriate for the
Council to confirm Mayor Haugen and me as Prior Lake's representatives to this effort.
I believe that the school district representatives will be Superintendent Dr. Tom
Westerhaus and School Board member Lee Shimek. Savage will be represented by
City Administrator Barry Stock and City Councilmember Craig Chamberlain. The facili-
tator from Wold will be Scott McQueen. Collectively, this core group will establish the
process to be used to solicit applications from persons who would like to serve on the
task force. A draft application form is attached. I hope to have the final application
form available at the meeting.

Dear Gentleman:
Per our meeting Friday, August 12,2005, I am putting forth a process and proposal to
move ahead with your Parks, Athletics and Recreation facilities long range plan.
We have participated in and facilitated a number of long range planning efforts. I
have enclosed a suggestion on purpose and organization. This basic organization
seems to work the best at developing consensus and multiple community ownership.
The overall process and schedule would be as follows:
1. Facilities Task Force established/preliminary presenters identified.
2. 6-7 meetings over three months with Task Force members, resource personnel,
and presenters, with Wold facilitating.
3. All three elected bodies to receive a report from the P.A.R. Facilities Task Force
in the Fall of 2005.
4. All three elected bodies to review report and discuss, possibly in a series of
join/collaborative workshops, Winter 2005.
5. All three elected bodies to adopt a long range plan - Winter 2005.
In addition to the Long Range Planning efforts, some specific studies do need to be
accomplished prior to beginning of the Task Force, and we would assume these items
to be provided by each of your organizations.
1. An inventory and condition assessment of existing park, athletics and recreation
facilities.

2. Population/Growth projections for each entity.

As discussed gentleman, part of this effort on our part is promotional and is
obviously structured in the hopes that Wold Architects and Engineers might be
considered as the architect for implementation of some of the projects. However, it is
clearly understood that there are no commitments to do so.
We would recommend to accomplish this entire planning effort through adoption of a
Long Range Plan in Winter 2005-2006 for a fixed fee of $14,000 plus reimbursables
not to exceed $1,000. We would propose to bill monthly against the maximum cost.
(Per our meeting, the group discussed a proposed split of $6,000 each from ISD #719
and the City of Prior Lake and $3,000 from the City of Savage.)

Task Force on Parks, Athletics and Recreation
INTRODUCTION
The Prior Lake - Savage area community (City of Prior Lake, ISD #719, City of Savage) is faced with the need
for long-term collective planning to address Parks, Athletics and Recreation facility needs in the community. The
Elected Governmental Officials seek citizen participation in this collaborative planning process to assist in
meeting the needs of residents and growing community populations. All three Governmental units' elected
officers authorize this Task Force to provide input regarding the nature, scope, and planning of a preferred course
of action to collectively guide and develop additional and enhanced facilities. In so doing, the elected bodies
recognize their obligation to consider the recommendations of this group while accepting responsibility for
whatever plan is endorsed.
PURPOSE
The Task Force on Parks, Athletics and Recreation facility needs will have the following responsibilities:
1. To review and validate long-term growth projections and related demographic data of each entity.
2. To review the present facilities provided by each entity for Parks, Athletics and Recreation.
3. To study and determine current and future Park, Athletics and Recreation facilities needs.
4. To develop a consensus position regarding priorities of needs, potential partnerships and best solutions for
resolving the communities' long-term facility needs.
5. To develop a consensus position on the nature, location, and timing of improvements to "community" and/or
partnered facilities.
6. To advise the elected bodies on the scope, content, timeline, and suggested funding strategies for the future
improvements.
ORGANIZATION
It is proposed that the Task Force consist of at least one member from the following groups. The total
membership should be 15 to 20 participants:
