Prior Lake, Minnesota 55372 CITY COUNCIL AGENDA REPORT SEPTEMBER 6, 2005 9A MAKENZIE MCCORMICK, PUBLIC WORKS COORDINATOR STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CITY'S STANDARDIZED CONTRACT FOR WELL NO.'S 8 & 9, CITY PROJECT NO. 05 - 02, AS IDENTIFIED IN THE 2005-2009 CAPITAL IMPROVEMENT PROGRAM I ntrod uction The purpose of this agenda item is to accept bids and award the city's standardized contract for the construction of Wells 8 & 9. History At the July 18th, 2005 regularly scheduled meeting, the City Council approved the plans and specifications and authorized the advertisement for bids for the construction of wells #8 and #9. The 2030 Vision and Strategic Plan identifies "Quality Community Growth" as one of its vision elements. This element includes the challenges of increased demand on our infrastructure such as water production for our consumers. The City is continuing to grow at a brisk pace which adds many additional residents and businesses requiring potable water. There is a demonstrated need to move forward with additional wells to our system. The 2006-2010 CIP shows five (5) additional wells needed in the next five years. The addition of 20,000 to 25,000 more people in the City in the next 25 years will require that we have a total of at least 16 wells. At the February y'h, 2005 Council meeting, Engineering Resources, Inc. was authorized to prepare plans and specifications for Wells #8 & #9 and a pumphouse to house appurtenant equipment. The proposed design locates both wells on the Maintenance Center property at 17073 Adelmann St SE. This close proximity of the two wells will be advantageous because both will be able to utilize the chemical feed at the proposed pump house. Current Circumstances The design and construction of proposed Wells #8 & #9 will need to begin immediately to get the wells on line by the summer of 2006 and meet our projected water demands. Both wells are proposed to be located adjacent to the Maintenance Center. See attached map for well locations. Bids were received and opened on August 30th, 2005. A total of two (2) bids were received, $569,015 and $557,055. The low bid was submitted by Keys Well Drilling Company in the amount of $557,055. Keys most recently drilled City Well #7. The contractor that meets the selection criteria and is the lowest total bid for both wells will be awarded the contract. Keys Well Drilling Company was the lowest responsible bidder and has met the selection criteria. Attached is a letter of recommendation from our engineer. Conclusion Staff is requesting that Council accept the bids and award the city's standardized contract for the construction of wells #8 & #9 to Keys Well Drilling Company. The CIP cost estimates for two new wells and wellhouse is $1,100,000. The low bid for the well construction portion totaled $557,055. Later this year, city staff will solicit bids for the wellhouse portion of this project, to be completed next year. Funding for the well construction will come from the Trunk Reserve Fund. The alternatives are as follows: 1. Approve a resolution accepting the bids and awarding the contract for the construction of Wells #8 & #9 to Keys Well Drilling Company, for an amount not to exceed $557,055. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. The Mayor and City Manager are hereby authorized to execute the City's standardized construction contract with Keys Well Drilling Company of St. Paul, Minnesota in the name of the City of Prior Lake for the Construction of Wells #8 & #9, City Project #05- 02. 3. The City Manager is hereby authorized and directed to return to all bidders the deposits made with their bid once the contracts have been signed. 4. (AE2S) has reviewed each bid proposal in accordance with the requirements set forth in the Bidding Documents for the above referenced proj ect. The review determined, based on the requirements put forth in the Bidding Documents, that Keys Well Drilling Company is the apparent lowest responsible and responsive bidder. A bid tabulation summary is attached for your review. We recommend award of the contract for the work to Keys Well Drilling Company, contingent on Minnesota Department of Health approval of plans and specifications, and contingent on a favorable review of the soils borings from the site.
