CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING STAFF TO COMPLETE
JEFFERS SOUTH TRAIL IMPROVEMENTS AS PART OF 2005 TRAIL
IMPROVEMENT PROJECT
Introduction
The purpose of this agenda item is to accept payment from Wensmann Homes for City
staff to build a boardwalk and trail extensions in the Jeffer's South Development as part
of the 2005 Trail Improvement Project.
Historv
The Developer's Contract for Jeffers South stipulated that Wensmann homes rough-
grade and construct retaining walls for the proposed trail. The City would then install the
base and pave the trail in accordance with the agreement. After careful consideration by
City staff and Wensmann Homes, it was concluded that by building the proposed
retaining wall, extensive tree loss would result. Therefore, City staff provided an
alternative boardwalk proposal, which would avoid the potential tree loss and provide a
unique trail opportunity in this development. This alternative saves the City
approximately $20,000 in trail construction costs because Wensmann Homes is paying
the entire cost associated with the trail connection and boardwalk. Wensmann Homes
will save an estimated $14,000 and a substantial amount of trees located along the back
of adjacent lots. The attached exhibit shows the proposed boardwalk and trail
connection.
Current Circumstances
Examples of City staff built boardwalks can be found at Lakefront Park and Haas Lake
Park. Both boardwalks are widely utilized and enjoyed by many residents of the City. If
approved, City staff would build the boardwalk during the winter, when there is adequate
time and staff to do so, and would install and secure the boardwalk in the spring. The
additional trail connection would be added to 2005 Trail Improvement Project which was
awarded to Prior Lake Blacktop, Inc. at the July 18th Council meeting. The payment of
$66,000.00 by Wensmann Homes would cover the costs of city staff labor and materials
for the boardwalk and bituminous trail. The funding would be allocated as follows:
$10,000 for the bituminous trail connection and $56,000 for the boardwalk construction
and installation.
The total project costs for the boardwalk and trail extensions at Jeffers South
Development project is $66,000.00. Wensmann Homes has provided the City with a
check for the full amount required for construction of the trail extensions and boardwalk
in lieu of rough-grading the trail and constructing the required retaining wall. As
