AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTIONS MAKING APPOINTMENTS TO
VARIOUS ADVISORY COMMITTEES AND PLANNING COMMISSION
DISCUSSION: Introduction
The purpose of this agenda item is to make appointments to the city’s various
advisory bodies in conformance with the bylaws for each.
History
The city council has established various advisory bodies. The advisory bodies
range in size from 5-13 members based upon the bylaws of each. Members of
advisory committees serve three year overlapping terms and are term limited to
three terms or nine years to encourage new citizens to be involved in their
government.
According to the bylaws of each advisory committee, individual terms conclude on
October 31 of each year. Prior to that time advisory committee members whose
terms are over but whom have years left in their term limit are asked to reapply if
they wish.
All candidates applying are interviewed by teams composed of: 1) the chair or a
representative of the committee unless the committee is new or the chair is being
considered for reappointment; 2) the city council liaison to the committee; 3) the
staff liaison to the community; 4) the city manager.
This year the city council did a great job of getting the word out. The candidates
who applied were all the type of people who could serve on our advisory bodies.
Current Circumstances
Below are the committees, interview teams, applicants, interview team
recommendations and committee size after appointments November 1, 2017.
The Citizen Engagement Committee, Community Safety Advisory Committee and
Planning Commission will be appointed by the City Council.
The Business Engagement Committee and Technology Board of Directors will be
appointed by the Economic Development Authority planned for October 23, 2017.
This information is provided to the city council so you have a complete picture of
our new advisory committees.

ISSUES: As can be seen there were a plethora of applicants (7) for only two openings on
the Planning Commission. In hopes that candidates have a second choice, we ask
both on the application and during the interview if the candidates would be
interested in an alternate appointment if unsuccessful in their first choice. Two
candidates expressed interest in more than one committee and both were
recommended for appointment.
The Traffic Safety Advisory Committee had no openings.
Resolutions are attached making appointments to the committees as
recommended by the interview teams. Please note that in some cases
appointments are recommended for less than three years which also alters the
term limit. The purpose here is to achieve overlapping terms on each committee
rather than having a complete turnover of committee members in one year.
The city council should determine if it concurs with the recommendations of its
various interview teams and the city staff.
FINANCIAL
IMPACT:
Some funding is required to support activities of the committees. General those
funds are included in the General Fund or EDA budgets.
ALTERNATIVES: 1. Motion and second as part of the consent agenda to make appointments to
advisory committees as recommended herein.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

Briefly describe your qualifications including education, business and volunteer experience, including current job position:
I currently live in the city of Prior Lake. I have been involved in city life through attending city council
meetings, open forums and town hall meetings. I participate in the community as a board member of
the Laker Educational Foundation. I am a member of the Prior Lake Chamber of Commerce. I have a
personal mission to engage voters by providing voter registration at Lakefront Days, the Shakopee
lnternational Fest and Project Community Connect. I sit on the Scot County LocalAdvisory Council
representing District 2. As part of that position I regularly provide updates to the Prior Lake city
council regarding our work on behalf of Mental Health in Scott County.
I am a Social Worker with an MSW from the University of Cincinnati. I currently work for Medica Care
Systems in their Government Programs as a Care Coordinator. My husband is self employed as a
small business owner in the city of Prior Lake. I work with him as an unpaid book keeper, organizer
and jack of all trades.

I have an interest in the community of Prior Lake as a whole. This committee will be a way for the
public to have a voice within the council in an ongoing way. This will also be away for the council to
communicate to the public some complex and sometimes difficult issues. I see this committee as a
very usefultoolto add to the city's communication and outreach tool box
