AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
EXPENDITURE OF FUNDS FOR THE CANDY COVE DAM PROJECT
DISCUSSION: Introduction
The purpose of this agenda item is to determine if the city council supports
The allocation of $5,750 to prepare concept alternatives for
potential alterations
of the Candy Cove Dam.
Current Circumstances
Early in 2017 the city council conducted a retreat. At the retreat the city council
reviewed some 41 initiatives and prioritized them. One of the initiatives was to
address the steps to be taken to improve the safety and appearance of the dam
at the mouth of Candy Cove.
Initially council members thought it would be appropriate to look at three
approaches. One would include a complete tear down. The second would
establish an in-lane and out-lane on either side of the dam. The third option
would be more of an aesthetic improvement.
Some time has passed and in my discussions, have learned that there is
support for pursuing the third option.
I consequently asked for a quote to prepare conceptual alternatives which
would replace all or some of the hand rail with something durable and bright
enough that it can be seen in most conditions and at all water levels. Signs
would be a requirement advising watercraft operations the proper entrance and
exit. Signs would also confirm that the bay it is a no wake and quiet zone.
The cost to put together such a report is $5750. A copy of the proposal is
attached. Since there are not funds allocated for this work the council is being
asked to allocate funds from the general fund reserve for this purpose.
ISSUES: The question is whether the city council wishes to allocate funds to move forward
with this project.

agenda.
2. Motion and second to remove this item from the consent agenda for additional
discussion.

A RESOLUTION AUTORIZING THE EXPENDITURE OF $5750 FROM THE GENERAL
FUND RESERVE FOR CANDY COVE DAM CONCEPT PLANNING
Motion By: Second By:
WHEREAS, The city council conducted a retreat in early 2017 to identify the new initiatives to
be pursued in the coming year; and,
WHEREAS, The Candy Cove Dam was identified as a project which could improve safety for
boaters, swimmers, snowmobilers,and property owners in this area; and
WHEREAS, The council would like to improve the aestethics of the dam as well as assure that
necessary safety messages are readily observable; and
WHEREAS, The city staff has solicited a proposal for professional services which would create
concepts for discussion which accomplish these objectives; and
WHEREAS, WSB has prepared a proposal dated September 28, 2017.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1.The recitals set forth above are incorporated herein.
2.The firm of WSB is hereby retained to develop conceptual alternatives in accordance with
their September 28, 2017 proposal to identify potential modifications of the existing dam for
the cost of $5750.
3.The costs for this service shall be drawn from the General Fund Reserve Account.

Re: Professional Services Proposal – Candy Cove Dam Concept Planning
Dear Mr. Boyles,
I am pleased to submit this letter proposal on behalf of WSB & Associates, Inc. (WSB) to the City of Prior
Lake (City) for the Candy Cove Dam concept planning project.
PROJECT UNDERSTANDING
It is our understanding that this project is to develop concept alternatives for potential modifications to the
existing dam at Candy Cove in Prior Lake, MN.
The following scope of services outlines the steps proposed to assist the City with this concept
exploration.
SCOPE OF SERVICES
A. Project Start-Up Meeting: WSB will meet with City staff to review schedule and discuss overall
project goals and objectives. Topics may include safety throughout the seasons, aesthetics,
feasibility, and political concerns.
B. Conceptual Designs: WSB will prepare up to three alternative conceptual designs. Each
concept will explore a different solution to modifying / or protecting this area. Concepts will be
conveyed graphically in plan view. Photos or sketches may complement each concept to further
portray the intended ‘look’ of the proposed idea.
C. Concept Review Meeting: WSB will present concepts to City staff for review and feedback. The
intent of this meeting is to confirm general direction and City staff acceptability prior to unveiling a
recommended concept to the public / Park Board / or City Council.
D. Concept Refinement: Based on feedback from City staff, WSB will make refinements to create a
single ‘preferred’ concept.
a. An estimate of probable construction costs for implementation of the ‘preferred’ concept
will be prepared. This will be suitable for general budgeting purposes.
E. Public Meeting: WSB will present the ‘preferred’ concept at 1 public meeting (such as Park
Board or City Council).
F. Deliverables:
a. Meeting summary notes
b. All concepts plans / graphics in PDF format to the City.

G. Additional Services: WSB can provide services other than those listed in the Scope of Services
above, and as requested and authorized in writing by the City. These services shall be billed on
an hourly basis according to the current Hourly Rate Schedule at the time of requested services.
PROJECT MANAGEMENT
This project will be managed by Carlo Missio, Sr. Urban Designer.
SCHEDULE
WSB will begin working on this project within one week of contract approval and plans to complete the
work within two months to allow review meetings to coincide with the regular city meeting schedule.
FEES FOR PROFESSIONAL SERVICES
It is proposed that the Scope of Services outlined in this proposal will be billed on an hourly not-to-exceed
basis of $5,750.00.
