HomeMy WebLinkAbout5P Police Department Camera Purchase Report Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: October 16, 2017 AGENDA #: 5P PREPARED BY: MARK ELLIOTT, CHIEF OF POLICE PRESENTED BY: MARK ELLIOTT, CHIEF OF POLICE AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING STATE OF MINNESOTA CONTRACT PURCHASE OF SQUAD AND BODY WORN CAMERAS FOR THE POLICE DEPARTMENT DISCUSSION: Introduction The purpose of this agenda item is to approve the purchase of 26 Body Worn Cameras (BWC) and 11 Squad Mounted Cameras (SMC) on a five year contract with Axon Enterprises. History The Prior Lake Police Department has been working on a combined body worn camera and squad car camera program for over a year. In order to provide police services at a level expected by the public it serves, the department members, the courts, and crime victims; the department moved forward with this project in 2016. Current Circumstances The 21st Century Report on Policing, which is highly regarded by police departments and the community as a best practices guide, recommends the use of cameras in order to “improve policing practices and build community trust and legitimacy.” The report covers the police use of cameras in Pillar Three and says: “An increasing number of law enforcement agencies are adopting BWC programs as a means to improve evidence collection, to strengthen officer performance and accountability, and to enhance agency transparency. By documenting encounters between police and the public, BWCs can also be used to investigate and resolve complaints about officer-involved incidents.” In 2016 the Minnesota Legislature passed laws covering the policy, use, and data retention for BWC’s. The police department has followed those laws in the creation of a policy that exceeds the state law requirements as well as model policy suggestions. Three separate hearings were held and 2 open to the public for comment during the creation of the department’s BWC policy, the last of which was held before this city council. The Prior Lake Police Department currently does not have any BWC’s, and SMC’s in only three of its eleven police cars. There is a need to outfit every squad and every officer with a camera in order to follow the best practices for all the reasons listed above. In a society that expects video and trusts video evidence to confirm written or oral accounts of incidents, it is important that the police department is able to have the ability to deliver on this expectation. The police department has reviewed the research conducted by hundreds of departments throughout the United States and been to numerous training and review classes on all the aspects of a BWC program. The department has compared this information to the operational needs and capabilities of the police department and the information technology department. The result of that research has been the recommendation to go with the Axon platform. The Axon platform covers all operational needs from hardware to software to storage in one integrated platform. It also offers expansion into weapons platforms and interview room platforms at a later date. The Axon platform is the only all-in-one platform that meets all the needs of Prior Lake as outlined in the included Sole Source memo. The all-in-one platform is extremely critical due to the limited staff in the police department and in the information technology department. Without this platform there would be a need for additional staff and equipment to classify, store, sort, copy, reproduce, and purge videos. Additional servers, maintenance and back up servers would be needed, as well as additional software and eventual upgrades to that software. This platform covers all of it and is offered by one company, reducing the risk of finger pointing from one company to another during troubleshooting. Conclusion The Axon platform provides for all the requirements in an integrated, tested and proven platform. The Axon provider is the sole source for all these platforms integrated together. The addition of the BWC’s and SMC’s will allow the police department to meet the needs of providing video of police/citizen interactions. ISSUES: The city’s Purchasing Policy encourages purchases from Cooperative Bidding entities. This purchase meets this purchasing policy criteria. FINANCIAL IMPACT: As outlined in the Contract. Total 5 year cost of $180,238 Year 1 $67,340.19 Year 2 $27,756 Year 3 $28,131 Year 4 $28,506 Year 5 $28,506 3 The first year initial cost will be paid from Forfeiture funds, with the ongoing future years being funded in the general police budget. The cameras are on the MN State Contract and the quote reflects prices slightly below that contract. ALTERNATIVES: 1. Motion By: Second By: WHEREAS, The City of Prior Lake is committed to providing modern police services; and WHEREAS, Police body worn and squad mounted cameras have the ability to improve evidence collection, to strengthen officer performance and accountability, and to enhance agency transparency; and WHEREAS, By documenting encounters between police and the public, cameras can also be used to investigate and resolve complaints about officer-involved incidents and reduce potential civil liability; and WHEREAS, The Axon platform provides for all the requirements in an integrated, tested and proven platform for these cameras; and WHEREAS, The contract price reflects the State of Minnesota cooperative purchasing pricing. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes the City Manager to purchase the cameras and related accessories, software and storage in the amount of Total 5 year cost of $180,238; Year 1 $67,340.19, Year 2 $27,756, Year 3 $28,131, Year 4 $28,506, Year 5 $28,506. 3. The funding for the purchase shall come from the DWI forfeiture fund for year 1, 235- 0000.00-25302.01 and from the police operations budget for subsequent years 101- 42100.00- 53100.80.
