Assessment Hearing

Construction Update
•Construction began in early August with the setup of the temporary
water services
•The project started on Albany and then continued to Cates and then
to CJ Circle and Five Hawks and ultimately to Park.
•They started with sanitary sewer and watermain, then followed up
with house services, then storm sewer and street work.
•It is anticipated that the remaining utility work from Five Hawks to
Park will be completed in October and the street work will be
completed by mid November.

Assessment Calculation
Pursuant to the City Assessment Policy, street and storm sewer
reconstruction is assessed at 40% of the total project cost to the
benefiting properties.
Sanitary sewer and watermain costs are paid through the City’s trunk
sanitary sewer and water funds.
Based on the low bid for the project as well as the actual
construction costs to date, the proposed assessment rate is
$4,754.36 per unit.
The estimated assessment presented in the feasibility report was
$6,106.53 per unit. The actual assessment is $1,352.17 less than
the original estimate.

Appeals
Property owner at 16350 Albany Avenue has submitted written notice of
intent to appeal the assessment. A copy of the written appeal was
included in the City Council packet.
The basis for the appeal is that this property was previously assessed as
part of the Pleasant Street project in 1998 and this would be a duplicative
assessment.
The assessments paid previously for this property in 1998 were $1,155.00
for sewer and $1,525 for water.
The parcel was not assessed for street and storm sewer, similar to what
was done for other properties along Pleasant Street during that project,
because the driveway access for the property is on Albany Avenue.
Appeals
Important Dates
•November 15, 2017 Full or partial payments needed by this
date to avoid interest.
Payments made after this date will include
interest for 2017 as well as all of 2018.
•May 15, 2018 If no prepayments are made, assessments
fill be incorporated into property taxes due
beginning on this date.
