HomeMy WebLinkAbout6A 2017 PC Accomplishments and 2018 Goals Report 4646 Dakota Street SE Prior Lake, MN 55372 PLANNING COMMISSION AGENDA REPORT MEETING DATE: OCTOBER 23, 2017 AGENDA #: 6A PREPARED BY: PUBLIC HEARING: JEFF MATZKE, PLANNER & AMANDA SCHWABE, PLANNER NO AGENDA ITEM: CONSIDER APPROVING A LIST OF THE PLANNING COMMISSION’S 2017 ACCOMPLISHMENTS AND 2018 GOALS DISCUSSION: Introduction The purpose of this item is to consider approving the Planning Commission’s top three accomplishments in 2017 and its top three goals for 2018. History Five years ago, the City Council initiated a new process whereby one Work Ses- sion is devoted to annual reports by the city’s boards and commissions. Each group is asked to report its top three accomplishments during the current year and its top three goals for the next year. This year the Work Session will be held on Monday November 20th. Current Circumstances Staff has developed a proposed list of accomplishments for 2017 and goals for 2018. The general guideline is to limit each category to three items. Conclusion Staff is proposing the following list of accomplishments and goals for considera- tion by the Commissioners. Please note that the goals are based upon the fol- lowing key factors: 1. The ongoing primary job of the Planning Commission is to review applica- tions submitted to the City related to the zoning and subdivision ordinances. 2. The on-going 2040 Comprehensive Planning update process, which is an- ticipated to conclude in 2018. 2017 Accomplishments • Evaluated and recommended various zoning ordinance amendments in- cluding revisions to Bluffs and Steep Slope Areas, Architectural Design for Commercial and Industrial properties, Recreational Equipment Stor- age, Communication Towers and Antennas, Motor Vehicle Sales, and the Transitional Town Center use district. • Reviewed and approved/recommended zoning actions related to com- munity and economic growth, including Prior Lake Revival Professional Building, Blahnik Law Office, Universal Motors, Port City Bakery, Foun- tain Hills Self-Storage, Adelmann Self-Storage and five plats totaling 495 residential units. 2 • Reviewed and acted upon numerous variance applications (12 complete, 2 in process); the majority related to lakefront properties. 2018 Goals • Work with the City’s consultant (Bolton & Menk) to complete final revi- sions for the 2040 Comprehensive Plan update. • Continue to make decisions and recommendations on subdivision and zoning applications throughout the year. • Evaluate the Subdivision Ordinance and propose amendments, including but not limited to, lot combinations and lot width/size requirements. • Identify ongoing learning opportunities with other metro area communi- ties to facilitate appropriate community development. ISSUES: The approved list will be shared with the City Council and all other boards/com- missions at a Work Session on Monday, November 20th. At least one Planning Commissioner should volunteer to attend and present the accomplishments and goals. ALTERNATIVES: 1. Motion and a second to approve the list of top three accomplishments for 2017 and goals for 2018 as proposed by city staff, or as further amended by the Commission. 2. Provide direction to staff and continue discussion at a future meeting. RECOMMENDED MOTION: Alternative #1
